A Numerical Study on Prediction of Skin Burn Injury due to Flash Flame Exposure (돌발화염으로 인한 화상의 예측을 위한 수치해석 접근법에 대한 기초 연구)

  • 화재현장에서 소방공무원은 화염, 증기, 또는 고온물 등에 의하여 화상사고를 당하고, 이로 인하여 극심한 고통 받고 있다. 따라서 화상 예측에 대한 연구를 통해 화상을 방지할 수 있는 방법을 개발하여야 한다. 본 연구에서는 화재시 고온 열유속 조건하에서의 화상 발생에 대한 예측을 수치해석적 방법으로 수행하였다. 생체 열전달 방정식(Bio-heat transfer)을 이용하여 지배방정식을 유도하였으며, 유한차분법(Finite Difference Method)을 활용하여 피부조직에 대한 온도분포를 얻었다. 이를 바탕으로 한 손상함수를 이용하여 2도 화상의 발생 유무를 예측하였으며, 기존의 실험 결과[Stoll and Chianta]와 비교하여 좋은 예측 결과를 얻을 수 있었다.

주거환경개선지구 11곳 새로 지정

  • [ $\circ$ ] 건설부는 주거환경이 열악한 서울특별시 승인지구 등 11개 지구를 주거환경 개선지구로 새로이 추가하여 지정하였다. 주거환경개선지구로 지정된 이들 지구는 시장 등이 수립하는 개선계획에 따라 소방도로 등 기반시설의 정비와 아울러 기존의 주택을 개량하거나 새로이 공동주택을 건설하게 되며 이때, 정부에서는 한국주택은행을 통하여 호당 1,200만원까지 장기저리의 자금을 융자지원하고 있다. $\circ$ 도시영세민이 거주하는 불량주택밀집지역에 대하여 시행하는 이 사업은 ''91.11.8 현재 170개 지구가 사업지구(주거환경 개선지구)로 지정되었고 개선계획이 확정된 60개 지구에서는 이미 사업이 활발히 진행되는 등 호조를 보이고 있다. $\circ$ 정부는 ''99년까지 전국 502개 지구에 대한 주거환경개선사업을 완료하여 ''달동네''를 살기 좋은 주거단지로 조성할 계획이다.

  • 본 연구는 초고층 및 지하연계 복합건축물이 증가하여 재난에 취약성이 높아짐에 따른 재난대응 반안에 관해 연구를 진행했다. 사회재난과 자연재난 중 건축물에 영향을 미치는 재난을 국내외 사례와 문헌조사를 통해 도출하고 각 재난의 공통된 취약성과 개별적 취약성을 찾았으며, 재난유형별 복합재난 시나리오를 선정하였다. 초고층 및 지하연계 복합건축물의 위험성이 높아지면서 소방청은 재난예방 및 피해경감 계획 수립 세부지침서를 만들었지만, 한정적인 재난과 구체적 예시의 부재로 미흡한 상태이다. 따라서 앞서 제시한 재난의 재난대응 방안을 만들어 재난대응흐름도를 작성하여 실제적인 대응 방안을 수립하고자 한다.

Risk Perception of the Firefighters Responsible for Nuclear Power Plants: Construct Validity (원자력발전소 화재에 대한 관할 지역 소방관의 위험인식: 측정도구의 개발과 타당화)

  • As the importance of first responses for fire accidents has grown in the safety management of nuclear power plants, a systematic approach to measure firefighters' psychological states and competence is needed. The current study investigated the construct of the risk perception of the firefighters working near nuclear power plant sites, and then developed and validated a new scale to measure firefighters' risk perception regarding nuclear power plant accidents. The scale items were developed on the basis of literature review and interviews with the firefighters working near nuclear power plant sites. In order to validate the new scale, we recruited 180 firefighters from five fire stations in the vicinity of the nuclear power plants in Jeonnam Province, Gyeongbuk Province, and Busan. The results of exploratory factor analyses revealed that the scale consisted of five factors: "manual" reflecting a lack of response guidelines and manuals for fire incidents and radioactive material release; "fear" reflecting a fear of fire incidents in the nuclear power plants and their catastrophic consequences; "resource" reflecting a lack of protective equipment and manpower for responding to fire incidents in the nuclear power plants; "trust" reflecting trust and cooperation with the counterpart institutions for firefighting in the nuclear power plants; and "knowledge" reflecting the knowledge of radioactivity and firefighting in the nuclear power plants. Further analyses provided statistical evidence supporting for the 15-item scale's internal consistency and construct validity. Finally, We discussed the implication and limitations of the current research.

Research of College Students Recognition for the Safety Management of Living and Laboratory (생활 및 실험실 안전관리에 대한 대학생의 인지도 조사)

  • The purpose of this study is to examine the awareness survey on the life and laboratory safety of the college students. For the research, data was collected from 442 students of health, engineering, fire fighting and food & cook department. Research tools were used SPSS win 19.0, the mean and standard deviation, t-test, Pearson's correlation coefficient was used. Comparing the life safety consciousness with laboratory safety consciousness, showed life safety awareness and safety laboratory has recognized the similarities (Pearson's correlation coefficient ${\chi}^2=296.456$, p < 0.001). Results of awareness survey to safety management, the safety awareness are difference with the type of respondents major subjects. This order was Food & Cook > Fire fighting > Health > Engineering department.

  • This study analyzed the current Urban Disaster Management System(UDMS) and proposed improvements, focusing on fire-fighting. We learned the problems with the UDMS empirically, conducting a survey intended for officials in fire station in various prefectures include big city, 6 metropolitan city and Gyeonggi-do. The problems with the UDMS were classified mainly into problems with law operating system, administration system and systematic countermeasures. As a result, it was found that regions that include Seoul and other big cities manage urban disasters better than the prefectures of which Gyeonggi-do and others are parts Consequently, it is desirable to cater appropriate Urban Disaster Management Systems into each of the two parts, one for big cities and the other for prefecture.

An Experimental Study on Mechanical Ventilation Using an Exhaust Engine in Corridor Fires (복도공간 화재 시 배연차를 활용한 배연에 관한 실험적 연구)

  • Ventilation fans utilized correctly can increase the effectiveness of fire fighters and survivability of occupants. It is possible to increase the pressure of a corridor to prevent the infiltration of smoke. In this study, experiments were carried out to evaluate ventilation effectiveness in corridor fires. Corridor used in the experiment was 20 m long. Heptane was used as a fuel. Temperature and visibility were measured in order to evaluate ventilation effectiveness according to the position of a vent. Vent distance ranged from 0 m to 4 m and height varied from 0 m to 1.5 m. When the vent was positioned 2 m long and 0.75 m high the result was most effective.

The analysis of damage characteristics of facility caused by the Forest fire on Ul-ju (울주 산불피해 시설물들의 산림환경 특성분석)

  • 본 연구는 산림 내 시설물의 산림환경 특성 분석을 위하여 2013년 3월 9일부터 10일 이틀 동안 280ha의 산림 피해면적과 57동의 시설물 피해를 준 울주산불에 대하여 현장조사를 실시하였다. 조사 대상물은 주택 15개소, 비닐하우스 1개소, 축사3개소 등 총 19개소에 대하여 2013년 3월부터 5월까지 현지조사를 실시하였다. 조사항목은 시설물의 입지여건, 임상분포, 주변 산불인자, 시설물 외벽구조제, 산불 등 화재진화를 위한 소방시설 여부, 기타 산불 등 화재방지를 위한 시설, 보호시설과 산림과의 거리 등 총 7개 항목을 작성하여 피해시설물 및 미피해시설물의 특성을 분석한 결과 입지여건의 경우 피해시설물과 미피해시설물은 1~2개의 진 출입로를 갖고 있었고, 도로 폭은 7m 내외로 비슷한 여건이었다. 주변 임상은 침엽수, 임분 밀도는 중, 밀임분이었다. 비가연성 외벽구조제는 피해시설물 보다 미피해시설물에 많았고, 피해시설물과 미피해시설물의 시설물 주변 가연물질 관리상태는 모두 양호하였다. 반면, 급수시설 및 스프링클러, 방화선, 방화벽 등 소방시설 및 화재방지 시설은 미피해시설물이 피해시설물보다 더 많이 구축되어 있었고, 산림과의 이격거리는 피해시설물 평균 20m, 미피해시설물 평균 25m로 조사되었다.

Study on Efficient Operation on Aerial Fire Fighting Helicopter in Forest Fire (산불진화 헬기의 효율적인 운영방안 연구)

  • This research analyzed synthetically the characteristic of forest helicopter, fire helicopter, civil helicopter and deployment assets are in operated in forest fire places of our country. Looking at arrangement of helicopter, Chung-buk, Jeonnam has a number of outbreak a forest fire rather than others but it is weak of initial fire attack by a gap of helicopter arrangement. Geong-gi has many helicopter while it is a relatively few outbreak of a helicopter. According to this, We read to consider that Gang-won need to rent more a helicopters and civil helicopter in each weak areas by government expense. In addition Dae-jeon, Chung-buk and Jeon-nam need arrangement of helicopter after secure rental budget. Especially, Dae-jeon need to consider opening base of fire helicopter.

A Study on the Needs to Improve the Regulations and the Design Features of Fire Protection for UAE Nuclear Power Plants (UAE원전 화재방호계통 설계특성과 화재방호규제 개선 필요성 연구)

  • The study is to analysis of fire protection regulations for the nuclear power plants (NPP) in the United States, Japan, the UAE (United Arab Emirates), and Korea with the intention of exporting NPP to the UAE. Fire protection regulations for NPP for these countries permit the fire protection design and facilities in accordance with the evaluation of the potential fire hazards. However, in Korea, the NPP is a part of power generation facilities in Korea fire protection law, and the atomic energy act classifies them as the reactor and related nuclear facilities. The fire protection law and atomic energy act are different to the criteria for the fire protection of NPP. To maintain the leading position as a nuclear exporting country, the performance-based fire hazard analysis should be reasonably incorporated in the design of the fire protection system. It was suggested that the integrated requirements of the fire protection for NPP should be incorporated to the construction article for the fire protection facilities specified in paragraph 2 of Act II, being classified into the special objects to be protected against fire, which requires a performance-based design in order to incorporate the specific requirements for NPP.
