A Study on Risk Evaluation and Classification of Fire Equipments for Certification (소방용품의 강제인증을 위한 위험도평가 및 품목분류에 관한 연구)

  • This study focuses on the classification of fire equipments for certification based on the risk evaluation. In general, known statistics on fire equipment-related accidents needs to be used for risk evaluation. When statistics is not available, however, expected frequency and severity of accident for individual equipment can be taken into account in evaluating the related risks. Based on the level of inherent risks, each equipment is then classified into three categories for certification. For equipments that risk evaluation is not possible, characteristics of those products such as reliability are considered for classification. Once classified, each equipment is assigned an appropriate certification module.

  • 본 논문에서는 승용자동차에 대한 소화기 비치 필요성 및 소화기의 효용성 및 적정성에 대해 평가하고자 한다. 이를 위해 소방청 국가화재정보센터에 입력된 차량화재를 분석하였으며, 국외 자동차용 소화기 비치기준을 조사하였다. 또한, 자동차를 대상으로 한 시뮬레이션 선행연구 결과를 분석하여 다른 차종에 비해 승용자동차의 위험도가 가장 높다. 한편, 기존의 시뮬레이션 연구결과를 분석해보면 소화기를 이용한 초기진화가 가능한 황금시간은 실내화재 시 2분, 엔진룸화재 시 약 7분 정도임을 알 수 있다. 이는 승용자동차 화재 시 소화기를 이용한 초기소화가 절실하다고 할 수 있다. 따라서 승용자동차 화재로부터 국민의 안전과 재산을 보호하고 국내 자동차 안전환경 및 자동차 안전기준을 국제기준에 맞춰 국제 경쟁력을 확보하기 위해서는 승용자동차에 소화기 비치를 의무화할 필요성이 있다.

  • 우리나라는 산지가 국토의 64%이상으로 토석류 등 지반재해의 위험성에 노출되어 있다. 2011년 7월 우면산 토석류, 춘천시 펜션 토석류 등 규모가 큰 토석류 재해가 일어나며 문제가 되고 있다. 이에 본 연구에서는 토석류 피해지역을 연구지역으로 선정하고 지상 LiDAR스캔을 통한 현장조사로 연구지역과 유사한 매개변수 값을 산정하고 정밀도가 높은 지형자료를 생성하여 토석류 해석에 대한 정확도를 높혔다. 토석류 해석프로그램은 국내에서 토석류 해석에 많이 사용되는 FLO-2D와 아직 국내에서는 사용 빈도가 높지는 않지만 국외 연구사례에서 사용 빈도가 높은 모델 중 RAMMS 모형을 선정하여 토석류 피해가 발생한 동일 지역에 두 모형을 적용하고 그 적용성을 검토하였다.

  • Research on the mechanical properties of the dielectric paper and mini-model cable are important for optimum electrical insulation design of HTS cable, because the HTS cable experience of mechanical stress, such as tensile and bending stress. Also, it is operated at cryogenic temperature. Therefore, this paper discusses the experiment results on the AC and lighting impulse breakdown characteristics, partial discharge inception and extinction characteristics, and external shape change of the insulation layer according to bending strain of the mini-model cable.

Analysis of Fire Risk Assessment Indicators of Publicly-Used Establishments using Delphi/AHP (Delphi/AHP를 활용한 다중이용업 신종업종의 화재위험평가지표 분석)

  • Through a press release dated July 17, 2018, the Anti-Corruption and Civil Rights Commission recommended that the National Fire Agency develop preventive measures against fire in the "Indoor Archery Ground" and "Room Escape Café" etc., which were originally excluded from the category of "Publicly Used Establishments." This study developed the hierarchy of domains and indicators of measurement for fire risk assessment of the new business of publicly used establishments through the Delphi Method. It analyzed the goodness of fit scores (over 3.00) and secured an average score of 4.25. Using AHP analysis, the ratio of consistency for the domains of measurement of fire risk assessment was found to be 4.0%, which was lower than CR ≤ 0.1 (10%). The consistency of subsequent measurement indicators were distributed in the range of 0.1%~3.6%, and they were identified as being commonly consistent. The indicators of measurement appeared as follows in order of importance and priority: Type of Internal Passage of Establishment and Evacuation Capacity of Exit (0.316), Control of Ignition Source (0.141), Inherent Risk (0.106), Appropriateness and Adaptiveness of Fire Detection System (0.097), Control of Inflammables/Combustibles (0.084), Guides and Facilities helping Evacuation (0.075), Fire Resistant Structure and Finishing Materials (0.060), Compartmentalization and Emergency Exit (0.049), Risk of Fire Expansion (0.046), and Appropriateness and Adaptiveness of Fire Extinguishing Facilities (0.026). The findings of this study are expected to be expansively used as data for future research on the development of fire risk assessment indicators.

Study on Guideline for the Selection of Small Stream Implementation Projects (소하천정비사업 우선순위 선정기준에 관한 연구)

  • Natural stream disasters due to a localized torrential and flash flood has occurring in a small stream especially un-implemented small stream. The survey results during ten years from 2001 to 2010 show that the small stream implementation projects (SSIPs) expenses is increasing with the damages is generally decreasing with variableness in which SSIPs is contributing to disaster prevention in a small stream. This study develop guideline for the selection of SSIPs to support high risk stream at first and save the small streams located on the mountainous area, prevention area and agricultural area which streams have no implementation effects. Developed sub items in guideline are evaluated by stream data collected from 212 small streams where it is proved that sub distance of each item are well arranged by normal distribution. This SSIPs is useful for selecting high risk small stream at first to maximize disaster risk reduction with minimum SSIPs expenses. Also, this SSIPs is used for leading to save small stream on the upstream to minimize flood damages on the down stream with selection a SSIP purchasing agricultural land for preparing flood plane.

A Study on the Risk of Halogen Lamp for Pigsty Heating and Fire Prevention (축사 난방용 할로겐램프의 위험성 및 화재 예방에 관한 연구)

  • This study analyzed the the risk of halogen lamp for pigsty heating and its fire prevention. Halogen lamps are used for keeping warm in pen because of their excellent economy and convenience. However, there is a high risk of fire due to poor safety management and exposure to animal movements. In fact, after exploring old pigsty and cattle shed, it was easy to confirm that they were exposed to fire risks. We noted this point and studied the possibility of fire by experiment due to combustible contact with halogen lamp and carelessness in use. The experiment was conducted under conditions similar to the actual use environment. After installing halogen lamps to the height used in actual pen, the temperature change was observed with infrared camera with straw, sawdust and rice husks on the floor. And assuming abnormal conditions, the experiment was also conducted under conditions the lamp dropped on the floor or combustible material came into contact with the glass tube inside the lamp. If halogen lamps were used in normal condition, there was no risk of fire. However, in abnormal use environments, smoke comes out or even ignited. Even if it is convenient for use or highly utilized, high risk of fire will require setting up fire prevention measures or regulation of use. Through in-depth fire investigation and research, we should promote the risk of fire and make efforts to prevent fire to minimize human life and property damage.

A Study of Empirical Analysis on Drencher Facilities through Delphi and IPA Analysis (델파이분석과 IPA분석을 통한 드렌처설비의 실증적 분석 연구)

  • Purpose: In this study, the Drenzer facility, which is a facility installed to prevent the spread of fire caused by fire in adjacent buildings in the fire prevention zone, was analyzed legally and technically. We confirmed the uncertainty of the Building Act and the Fire Protection Act, and suggested the revision of the necessary standards. Method: Although the Drenzer facility is a building facility, it is actually applied in the field of firefighting, so the Delphi analysis was conducted on a panel composed of architectural experts and firefighting experts in the first, second, and third rounds to find the issuses and important facility component elements. Finally, the IPA(Importance-Performance Analysis) analysis was conducted to identify the importance of the elements that need to be revised. Result: Delphi analysis was carried out for experts on various components of Drenzer equipment in the first, second, and third rounds, and it was found that the survey items of the head, detector, and other facilities of the Drenzer equipment are valid items to identify problems. The IPA analysis indicated that the revision of the standards for Drencher head was necessary as a priority. Conclusion: In this study, it was possible to confirm the opinions of experts through Delphi analysis on the legal and technical problems of Drencher facilities, and it was confirmed that among the components of the Drencher facility, the revision of the head-related regulations is required as a priority.

Diagnostic Approach to a Patient with a Pleural Effusion Including Ultrasound-guided Paracentesis Performed by a Medical Resident (내과 전공의가 시행한 초음파 이용 흉수천자를 포함한 흉수의 진단적 접근)

  • Background: A patient with a pleural effusion that is difficult to safely drain by a "blind" thoracentesis procedure is generally referred to a radiologist for ultrasound-guided thoracentesis. But such a referral increases the cost and the patient's inconvenience, and it causes delay in the diagnostic procedures. If ultrasound-guided thoracentesis is performed as a bedside procedure by a medical resident, then this will reduce the previously mentioned problems. So these patients with pleural effusions were treated by medical residents at our medical center, and the procedures included bedside ultrasound-guided thoracenteses. Methods: We studied 89 cases of pleural effusions from March 2003 to June 2005. A "blind" thoracentesis was performed if the amount of pleural effusion was moderate or large. Bedside ultrasound-guided thoracentesis was performed for small or loculated effusions or for the cases that failed with performing a "blind" thoracentesis. Results: "Blind" thoracenteses were performed in 79 cases that had a moderate or large amount of uncomplicated pleural effusions and the success rate was 93.7% (74/79 cases). Ultrasound-guided thoracentesis by the medical residents was performed in 15 cases and the success rate was 66.7% (10/15 cases). The 5 failedcases included all 3 cases with loculated effusions and 2 cases with a small amount of pleural effusion. All the failed cases were referred to one radiologist and they were then successfully treated. If we exclude the 3 cases with loculated pleural effusions, the success rate of ultrasound-guided thoracentesis by the medical residents increased up to 83% (10/12cases). Two cases of complications (1 pneumothorax, 1 hydrohemothorax) occurred during ultrasound-guided thoracentesis. Conclusion: Ultrasound-guided thoracentesis performed as a bedside procedure by a medical resident may be relatively effective and safe. If a patient has a loculated effusion, then it would be better to first refer the patient to a radiologist.

Risk Prediction and Analysis of Building Fires -Based on Property Damage and Occurrence of Fires- (건물별 화재 위험도 예측 및 분석: 재산 피해액과 화재 발생 여부를 바탕으로)

  • This paper derives the fire risk of buildings in Seoul through the prediction of property damage and the occurrence of fires. This study differs from prior research in that it utilizes variables that include not only a building's characteristics but also its affiliated administrative area as well as the accessibility of nearby fire-fighting facilities. We use Ensemble Voting techniques to merge different machine learning algorithms to predict property damage and fire occurrence, and to extract feature importance to produce fire risk. Fire risk prediction was made on 300 buildings in Seoul utilizing the established model, and it has been derived that with buildings at Level 1 for fire risks, there were a high number of households occupying the building, and the buildings had many factors that could contribute to increasing the size of the fire, including the lack of nearby fire-fighting facilities as well as the far location of the 119 Safety Center. On the other hand, in the case of Level 5 buildings, the number of buildings and businesses is large, but the 119 Safety Center in charge are located closest to the building, which can properly respond to fire.
