A Study of the Optimal Location of Detention Dam (홍수저류지 효과 극대화를 위한 최적위치 선정방안에 관한 연구)

  • 치수대책이 취약한 중 소규모 하천 상류유역에 갑작스런 홍수가 발생될 경우 홍수파뿐만 아니라 토석류에 의한 2차적인 피해도 발생하고 있고 이러한 홍수피해를 방지하기 위한 구조적 대책으로 홍수저류지를 도입하였다. 치수대책이 취약한 중 소규모 하천 상류유역에서 홍수저류지의 효과를 극대화하기 위해서는 적용지역에 대한 홍수저류지의 적절한 배치가 매우 중요하다. 먼저, 대상유역의 주요보호대상 지점 즉, 목표지점(Taget Point)을 결정하고 지형 및 지질, 산사태 위험도, 수몰현황, 지역경제 등을 고려하여 홍수저류지 설치 후보지를 다수 선정하였다. 그리고 강우 및 홍수분석, 저수지 홍수추적 등을 실시하여 목표지점을 보호할 수 있도록 홍수저류지간의 조합을 통해 최적 위치 및 개소수를 결정하였고 대상하천의 계획홍수량 즉, 하도분담량 이상의 호우에 대하여 분담할 수 있도록 홍수저류지 설치 개소수를 제한하였다. 그리고 여기서 결정한 홍수 저류지가 목표지점뿐만 아니라 대상 유역의 홍수저감에 얼마나 기여를 할 수 있는지 유역전체를 대상으로 수문학적으로 검토하였다. 홍수저류지는 현재 국가의 치수대책의 일환인 면중심의 유역치수계획, 선택적 방어, 홍수량할당제, 예방위주의 치수대책 등과 함께 하고 있는 유역분담형 치수 방안으로서 유역상류의 중소하천에 1차적인 홍수방어의 훌륭한 대안이 될 수 있다.

Hydrologic Safety Evaluation of Small Scale Reservoir by Simplified Assesment Method (간편법에 의한 소규모저수지의 수문학적 안전성 평가)

  • Based on the statistical annual report, there are 17,649 reservoirs are operating for the purpose of agricultural water supply in Korea. 58 % of entire agricultural reservoirs had been constructed before 1948 which indicate the termination of required service life and rest of those reservoirs have also exposed to the dam break risk by extreme flood event caused by current ongoing climate change. To prevent damages from dam failure accident of these risky small size dams, it is necessary to evaluate and manage the structural and hydrological safety of the reservoirs. In this study, a simplified evaluation method for hydrologic safety of dam is suggested by using Rational and Creager formula. Hydrologic safety of small scale dams has evaluated by calculating flood discharge capacity of the spillway and compares the results with design frequency of each reservoir. Applicability and stability of suggested simplified method have examined and reviewd by comparing the results from rainfall-runoff modeling with dam break simulation using HEC-HMS. Application results of developed methodology for three sample reservoirs show that simplified assessment method tends to calculate greater inflow to the reservoirs then HEC-HMS model which lead lowered hydrologic safety of reservoirs. Based on the results of application, it is expected that the developed methodology can be adapted as useful tool for small scale reservoir's hydrologic safety evaluation.

Analysis of Waterbody Changes in Small and Medium-Sized Reservoirs Using Optical Satellite Imagery Based on Google Earth Engine (Google Earth Engine 기반 광학 위성영상을 이용한 중소규모 저수지 수체 변화 분석)

  • Waterbody change detection using satellite images has recently been carried out in various regions in South Korea, utilizing multiple types of sensors. This study utilizes optical satellite images from Landsat and Sentinel-2 based on Google Earth Engine (GEE) to analyze long-term surface water area changes in four monitored small and medium-sized water supply dams and agricultural reservoirs in South Korea. The analysis covers 19 years for the water supply dams and 27 years for the agricultural reservoirs. By employing image analysis methods such as normalized difference water index, Canny Edge Detection, and Otsu'sthresholding for waterbody detection, the study reliably extracted water surface areas, allowing for clear annual changes in waterbodies to be observed. When comparing the time series data of surface water areas derived from satellite images to actual measured water levels, a high correlation coefficient above 0.8 was found for the water supply dams. However, the agricultural reservoirs showed a lower correlation, between 0.5 and 0.7, attributed to the characteristics of agricultural reservoir management and the inadequacy of comparative data rather than the satellite image analysis itself. The analysis also revealed several inconsistencies in the results for smaller reservoirs, indicating the need for further studies on these reservoirs. The changes in surface water area, calculated using GEE, provide valuable spatial information on waterbody changes across the entire watershed, which cannot be identified solely by measuring water levels. This highlights the usefulness of efficiently processing extensive long-term satellite imagery data. Based on these findings, it is expected that future research could apply this method to a larger number of dam reservoirs with varying sizes,shapes, and monitoring statuses, potentially yielding additional insights into different reservoir groups.

Analysis of Characteristics for Runoff Variation Considering Irrigation Area of Each Irrigation Facilities (수리시설물별 관개면적을 고려한 유출변화특성분석)

  • This study was conducted to promote reliability of the simulated result for the long-term streamflow in Daecheong watershed. This system was constructed by the SSARR model that considered the effect of small scale irrigation facilities. We investigated the present condition of small scale irrigation facilities and analyzed the relation between irrigation facilities and river discharge. According to the analysis result about the effect of irrigation facilities, the error occurrence frequency was increased at the sub-basin that has many reservoirs and during the second quarter except for the 2003 year. Therefore, we created the relative equation between small irrigation facilities and river water and estimated the simulated streamflow for the main stations. Consequently, error of the runoff simulated with considering small scale irrigation facilities was decreased than that without considering small scale irrigation facilities at all.

Methodologies for Survey and Retrofit of Small Dams Pierced by Diversion Tunnel (복통을 갖는 저수지의 결함 조사 및 보수보강 방안)

  • There are almost 18,000 dams including about 1,200 large dams in Korea. The large dams are well operated and maintained by KWATER(Korea Water Resource Corporation), KRC(Korea Rural Community & Agriculture Corporation) and KHNP(Korea Hydro & Nuclear Power Co., Ltd.). Several research reports concern with the safety of these large dams are presented but there is no paper concerned with small dams which has diversion tunnel through the dam body. The purpose of this study is to show the common defects of small dams according to various cases of degradation of dams and the repair and retrofit methods which applied to the damaged dams. And this study performed resistivity survey to evaluate the effect of retrofitting dam. Also, this study tries to present the solution which concerned with these common defects in maintenance and design steps.

Long-term Performance of Secondary dam Installed for Water Purification of Reservoir (호소의 수질개선을 위하여 설치한 부댐의 장기간 성능평가)

  • Most reservoirs in Korea have a low water depth and are small in size. Water pollution of the reservoir is serious because of the organic matter flowing from livestock wastewater, domestic sewage, and farmland. In this study, an attempt was made to improve the water purification effect by replacing the secondary dam installed in the depression area of the agricultural reservoir with the riprap dam. To evaluate the long-term performance, a riprap dam was installed in a reservoir in Gyeonggi province and water purification effect for 36 months was measured. The field test results showed that COD was 14.6%, SS 38.6%, T-N 9.5%, and T-P 11.2%. The concentrations in the influent water exhibited a significant change according to season, and the water purification effect increased with increasing concentration of influent water. The pollutant flowing into the lake from the depression area can be blocked effectively if the secondary riprap dam for water purification is installed in the agricultural reservoir.

A Study on the Optimal Water Supply using Virtual Drought Exercise with Hydrological Drought Index (수문학적 가뭄지수와 가상가뭄훈련에 의한 저수지의 최적 물 공급 방안 연구)

  • Drought is a natural phenomena caused by long time lack of precipitation causing varying damages in several regions which increases yearly. Specifically, in 1994$\sim$1995 and 2001 severe drought occurred in almost every region of Korea. Small and medium sized water supply reservoirs exposed their bottoms and also raised considerable economic losses. In spite of this fact, damages and impacts from the drought can still be minimized by well defined drought management plans with optimal management of water supply facilities. Throughout this research, integrated drought information system is proposed to used in monitoring the drought of Korea in real time. And the expert system for the management of water supply facilities has developed using Shared Vision Model (SVM) to enable the Virtual Drought Exercise (VDE). To find a better way to manage water during drought and to develop the enhanced abilities to respond to drought, virtual drought exercise is the most effective approach and process. The proposed process of virtual drought exercise using integrated drought information system can be used as an effective tool to prepare the optimal water supply plans during the drought.

Multi-resolution SAR Image-based Agricultural Reservoir Monitoring (농업용 저수지 모니터링을 위한 다해상도 SAR 영상의 활용)

  • Agricultural reservoirs are essential structures for water supplies during dry period in the Korean peninsula, where water resources are temporally unequally distributed. For efficient water management, systematic and effective monitoring of medium-small reservoirs is required. Synthetic Aperture Radar (SAR) provides a way for continuous monitoring of those, with its capability of all-weather observation. This study aims to evaluate the applicability of SAR in monitoring medium-small reservoirs using Sentinel-1 (10 m resolution) and Capella X-SAR (1 m resolution), at Chari (CR), Galjeon (GJ), Dwitgol (DG) reservoirs located in Ulsan, Korea. Water detected results applying Z fuzzy function-based threshold (Z-thresh) and Chan-vese (CV), an object detection-based segmentation algorithm, are quantitatively evaluated using UAV-detected water boundary (UWB). Accuracy metrics from Z-thresh were 0.87, 0.89, 0.77 (at CR, GJ, DG, respectively) using Sentinel-1 and 0.78, 0.72, 0.81 using Capella, and improvements were observed when CV was applied (Sentinel-1: 0.94, 0.89, 0.84, Capella: 0.92, 0.89, 0.93). Boundaries of the waterbody detected from Capella agreed relatively well with UWB; however, false- and un-detections occurred from speckle noises, due to its high resolution. When masked with optical sensor-based supplementary images, improvements up to 13% were observed. More effective water resource management is expected to be possible with continuous monitoring of available water quantity, when more accurate and precise SAR-based water detection technique is developed.

Investigation of Small Reservoir in Rural Area (시군관리 농촌지역 소규모 저수지의 실태 조사)

  • The number of all agricultural reservoir is 18,000, but the ratio of reservoir is 53% before 1945, 35% from 1946 to 1971 in Korea. Therefore, it may have been required that new management system and maintenance techniques are introduced. In this study, there are many facilitie(50.0%), that have been over 50 years, and reservoirs that have been over 30 years is 98.3% in study. So, this study may suggest that reservoir must be considered as new concept through the change of usage and the unification. On the other hand, reservoir works must be developed as amenity resources, other circumstances and district values.

  • 본 연구에서는 왜곡된 물순환을 건전화시키기 위해 잠재적으로 좋지 않은 유역에 선정된 대안에 대한 효과분석을 HSPF 모형을 이용하여 정량적으로 수행하였다. 효과분석은 건기의 수량확보 측면(갈수량, 저수량)과 BOD 평균 및 총 오염부하량의 변화 측면에서 이루어졌다. 분석한 대안으로는 복개하천 복원, 하천수의 하수관거로 손실 방지, 기존 저수지의 운영개선, 하수처리수의 재이용, 지하철 역사에서 발생한 지하수의 유지용수로의 활용, 소규모 하수처리장 건설 등이 있다. 특히 최근 관심이 증대된 하수처리수 재이용은 수량측면에서는 우수한 결과를 보이나 수질 측면에서는 좋지 않은 결과를 보이므로 방류수의 수질에 따라 신중하게 검토되어야 한다.
