본고에서는 스마트그리드 사업을 적용하여 현재 세종시 첫마을에 추진하고 있는 스마트그린시티 건설프로젝트 사업에 대하여 다루어 보고자 한다. 행정중심복합도시건설청(행복청) 에서는 2030년까지 세종시의 이산화탄소 70%절감 그리고 세종시의 전체에너지 공급에 약 17% 정도를 그린에너지로 대체를 목표로 하고 있다. 이를 위하여, 우선적으로 행복청은 ICT 기술을 활용한 스마트그리드 기술을 적용하여 에너지 절감 목표를 추진 중에 있다. 행복청은 현재 첫마을 공공 4개 건물을 시범사업으로서 원격통합관리 서비스를 2012년 09월에 구축하기 시작하였으며, 현재에는 이러한 설비들이 모두 구축된 상태이며 에너지 절감방안을 도출 중에 있다. 본고에서는 지금까지 진행되어 온 세종시 첫마을 원격통합관리 서비스에 대하여 알아보고자 한다.

This study aims to analyze on the changes of opinion in terms of Sejong City construction using big data. The research data are newspaper articles related to the argument of construction in Sejong City. The newspaper article data was reported by Hankyoreh, Dong-A Ilbo and Hankook Ilbo. The arguments related to the construction of Sejong City was included the new administrative capita, multifunctional administrative city and amendments of Sejong City. The analysis method used in this study is frequency analysis, sentiment analysis and social network analysis using python and gephi 0.9.2 programs. The results of the analysis are as follows. First, as a result of frequency analysis, the keywords of Hankyoreh showed the characteristics of consent - consent - dissent according to the construction period of Sejong City. The Dong-A Ilbo showed positions of dissent - dissent - consent. In addition, the Hankook Ilbo was analyzed to have the characteristics of dissent - consent - dissent tendency. Secondly, results of sentiment analysis, The Hankyoreh showed positive - positive - negative tone. The characteristic of Dong-A Ilbo is that the focus has changed from negative to negative to positive. The Hankook Ilbo showed that changed from negative to positive to negative. Finally, the results of social network analysis are as follows. At the time of the construction of Sejong City, each opinion of media was showed a changes in issues according to political and ideological characteristics such as conservative, progressive and moderation. In detail, Hankyoreh focused on balanced regional development. The Dong-A Ilbo represented the opinion of the Conservative Party. The Hankook Ilbo was highlighting the issues confronting the conservative party and progressive party during the construction of Sejong City.

This study examined the present condition of the closed elementary school in the Yeongi province, where much of the area will be transformed into the city of Se-Jong, and suggested the renewal plan in the future. Among the twelve(12) schools, eight(8) that have transferred to private sectors were analyzed in respect to lot size, present usage, surroundings, means of approach, and distance from the most populated area, ect.. Additionally, interview with the management official of school board was taken in place. The findings include: two(2) schools that are located nearer then others to the newly-born city can be rehabilitated as educational facility, such as training institute and cultural experience place. Other six(6) schools can be utilized as senior citizens' center, community center, medical substation, hobby farm, or even community warehouse.

Investors should understand and actively consider factors like location, future value, policies, pricing, market trends, and their income, as these elements can shift with changing local, social, economic, and policy environments. This study seeks to clarify the impact of investment factors on the performance and reinvestment intentions of Sejong City investors by surveying those who have invested in real estate. This study employs a structural equation model with confirmatory factor analysis, focusing on four aspects: value, economic and policy, psychological, and financial. We find that the investment value factor has the largest impact on investment performance, indicating that investors prioritize the investment value of real estate in Sejong City. In addition, factors increasing asset value and expected satisfaction were significant, indicating that real estate investment in Sejong City yields high returns and investor satisfaction. with a positive outlook for future reinvestment.

As large-scale housing sites are being developed rapidly in Sejong City, which was launched in 2012 for resolving the adverse effects of overconcentration in the capital area, promoting balanced development of the country, and reinforcing national competitiveness, changes in spatial structure are expected in the surrounding areas. For setting the directions of urban planning, it is essential to understand changes in spatial structure. This study purposed to measure changes in the spatial structure of neighboring areas resulting from the construction of Sejong City by approaching from the aspect of spatial interaction. In the analysis, we calculated population potential for future spatial interaction using the accessibility model, and interpreted quantitatively and qualitatively the outcomes of spatial interaction among neighboring areas before and after the construction of Sejong City using population potential as an indicator. According to the results of the analysis, the impact range of the population potential of the subject areas had been shrinking continuously since 1995, and in 2013 population potential dispersed as the population concentrated on and around Cheonan City. Although Sejong City, as a new area of population potential, was not found to play the role of a pivotal point for the surrounding areas, it is probably because the analysis was made just after people began to move to Sejong City. Accordingly, along with the effort of Sejong City to reach the planned population, it is necessary to keep monitoring changes in related factors and changes in the spatial structure of the surrounding cities resulting from the growth of population.

This study focus on the legislative conflict for Se-Jong City In case of this paper, the law of administration agency centered is based on the conflict of legislative conflict present government at that time suggested the amendment of that legal status because of so many inefficiency and negative effects regardless of opponent asserts. Here there were a deep various political interests fundamentally both of sides. Legislative conflict here affects the regional conflict among the benefits and indirect benefits or nothing in any area. As the result, political interest deeply which was connected in politics influenced the big national issues, not to amend as a result government failure will be come.

This paper includes consideration for construction of Sejong City and seeking its alternative. Korean government has gone ahead with the relocation of 35 ministries of central government from Seoul metropolitan area to Sejong city for balanced regional development. But many specialists are worried about the spatial division of government function because such a spatial division would bring down the functional efficiency of central government. This paper proposes to make Sejong city the administrative capital city instead of the relocation of some ministries to Sejong city, and discusses the necessity and appropriateness to develop Sejong city as an administrative capital city.
