Generational contracts are specified into public pensions based on generational solidarity. The Korean National Pension has been reformed with a focus on generational equity with a narrow meaning related to contribution rate and benefit level. As a result, the Korean National Pension has only emphasized generational equity and not contributed to generational solidarity. We investigate changes in the content of the generational contract and propose to reconstruct generational contract to contribute to solidarity with a more comprehensive perspective. A new social contract by reformed pension system should not concentrate on narrowed generational equity. It should be reconstructed in the direction of enhancing efficacy and the stability of generational solidarity with an emphasis on social sustainability. Investment into the next generation would be one of many policy measures to decrease conflicts around intergenerational redistribution and improve the financial stability of the public pension by creating population structure and labor market changes.

Capital gain comes from the transfer gain which is occurring by transferring assets except inventory assets. Our government recently has made capital gain tax on real estates and imposed as classified income tax by including it into aggregate income so that provide function of tax and curb property speculation. However the present income tax law imposes capital gain tax on capital profit including real estate and securities, while this law and the special tax treatment control law implement non-taxation and tax exemption too widely. That is to say, the system of capital gain tax can hinder the fair tax because it has various exemption terms including the non-taxation principle on a house for a family and the special tax treatment law. And also it has a problem in the sense of equity because it imposes tax by progressive tax rate on the subjects of capital gain tax considering them as the profit of that year, which were transferred, so there is difference between the income which has been made for a long time and the income made for a short time even in the same capital gain. Therefore this study identifies some issues surrounding the present capital gain tax system and focuses on presenting reasonable development plan.

The present study set out to investigate influencing factors on family strength. The sample consisted of 249 male and female married adults who were in the class of social welfare in S cyber university. Analysis revealed that married adults' family strength level was 3.86(above the moderate). Among variables, marital status, religion, income, economic problems couple conflict, conflict with mother-in-law, children's problem, family of origin experiences were associated with family strength. Regression analysis revealed that family cooperation and harmony of family were associated with family strength among 8 sub-factors : overall emotional health of family, conflict resolution, acceptance of separation and loss, permission to others, harmony of family, family cooperation, independence in extended family, power balance in family. These findings highlight the collective characteristics of Korean family and traditional values emphasizing the harmony influences the family strength through the generation.

This study explores Korean youths' gender equality consciousness in an attempt to search for a way to increase youth's gender equality consciousness. First, this study carries out a survey of youths' gender equality consciousness based on questionnaires collected from a nationwide sample. Second, this study attempts to identify key points needed to evaluate youths' gender equality consciousness in terms of youths' general values. The data used for this survey is from the survey on youths' values conducted by Korean Institute for Health and Social Affairs in 2006 with a sample of 11,240 students from 132 schools nationwide. As a result, youths in 2006 had higher gender equality consciousness than that of previous years(2002). Especially, the support for the fair share of domestic work in the house by youths was significantly increased than the past. However, the survey of youths' values showed clear gender gaps in general attitudes of youths including gender equality consciousness. Female students not only had higher gender equality consciousness than male students but also had higher levels of 'universal value' which would allow one to become sensitive to discrimination and 'self development and achievement value'. In contrast, male students scored high on 'power-oriented value' related to discriminatory attitudes. Therefore, the study recommends focusing on alleviating the gender gaps through school education and other various media education.

Optical burst switching (OBS) has been proposed to reduce the use of fiber delay lines (FDLs) and to realize the optical switching paradigm of the next-generation ail optical networks. The OBS can provide improvements over wavelength routing in terms of bandwidth efficiency and core network scalability via statistical multiplexing of bursts. Recently, another challenging issue is how to upport quality of service (QoS) in the optical burst switching networks. In this paper, we propose a deflection routing scheme to guarantee the QoS for the OBS networks to detour lower priority burst forward to the deflection routing path when congested. A big advantage of the proposed scheme is the simplicity of QoS provision, that comes from the simple QoS provisioning algorithm. Also, the QoS provisioning scheme be able to make efficient networks by fairly traffic distributing with the reduce of the use of FDLs at core routers. The QoS provisioning scheme has been verified to reliably guarantee the QoS of priority 0, 1, 2 burst and to efficiently utilize network resources by computer simulations using OPNET As results, the end-to-end delay of high priority burst is improved, and the network efficiency is also improved.
