The study deals with the France's recent cluster policy represented by the Competitiveness Pole. As a national level cluster supporting policy driven by the central government, the Competitiveness Pole, called 'French cluster model', :is competitiveness-oriented, and principally based on three main factors: partnerships, R&D projects and international visibility. The Competitiveness Pole is also the fruit or a long time effort to establish a decentralized governance system, and it has a lot for Korea to benchmark its relevant policies. After reviewing the Local Production System that was put in place before the Competitiveness Pole, the study treats main aspects or Competitiveness Pole policy. It analyze, then, the significance or the policy in the trend or the overall territorial policy or the country. Lastly, the study provides some implications for Korean policies such as industrial clusters, the Enterprise City and Innovation City.

This study reviews technological innovation to examine science, technology, and innovation (STI) policies and strategies for academy-industry cooperation for innovation and entrepreneurship in Daejeon. STI policy in Daejeon is based on a vision that harmonizes regional and national policies at a regional level, fostering of a key innovation cluster and strategic industries in Daejeon, and a new growth engine of converging industries such as information technology (IT), biotechnology (BT), and nanotechnology (NT). This paper proposes the following: First, considering the harmony of national and regional policies, STI policy should be promoted at the regional level considering venture and SMEs. Second, we recommend nurturing a global innovation cluster as part of a regional STI and venture ecosystem. This will support the region of Daejeon as the heart of a global innovation cluster by having Daedeok Innopolis and the International Science and Business Belt as its two major axes. Third, we recommend strengthening academy-industry cooperation in Sejong and other regions.

Niagara Region in Canada is located in the Northeast industrial area of North America which experienced severe de-industrialization since the 1960s. Since the climate there is very cold in winter time, agricultural activities can not be well practiced. However, this area became well-known to the world with the IceWine industry. This paper introduces and analyses how this became possible to find out factors contributing to the success and draw implications to other regions. Based on case studies on wineries, this paper concludes key factors of the success as innovative activities of founding fathers of leading wineries and cooperations among governments, universities, and wineries of the region.

This research aims to examine Korean regional innovation governance, find structural problems, and explore alternative strategies of regional innovation governance. Especially the alternative governance was searched through the case study of Daegu-Kyungbuk mobile cluster, of which formulation Samsung is the anchor institution. Regional innovation governance in this research is defined as a policy system to link knowledge generation & diffusion subsystem and knowledge application & exploitation subsystem, and institutional conditions to steer the system. "Social Capital Assessment Tool (SOCAT)" of the World Bank was utilized for the appreciation of cluster governance. The regional innovation governance of Daegu-Kyungbuk mobile cluster is characterized as production networks dominated by one-to-one relationship between Samsung and hardware/software developers, decentralized R&D networks and policy networks with multiple hubs. Major policy agents have not developed networks with local companies, and rare are interactions between the policy agents. Local companies, especially software developers, responded they have had experiences to cooperate for local problem solving and shared their community goal, however, the degree of trust in major local project leaders is not high. Local hardware/software developers with core technologies need to be cooperative to develop similar technologies or products in Daegu-Kyungbuk mobile cluster. Regional administrative actors, such as the City of Daegu and Kyungsangbuk-do, and diverse innovation-related institutes should build cooperative environment where diverse project-based cooperation units are incessantly created, taken apart, and recreated.

Spanish missionaries started to grow vine grapes and make wines in California 230 years ago. Earlier pioneers of the land started to do the same works for commercial purposes 130 years ago. Now California became one of the most important wine making places of the world. The quality of California wines in fact have been acknowledged as the best in the world by being ranked on the top in international wine tasting competition, such as Paris Tasting. A large wine cluster, consisted of grape growing, wine making, wine tours, and research and education, has been created in the area centered by Napa and Sonoma, California. In this context, this paper examines the process of formulating the cluster, factors contributing the success, articulates core actors, and draws policy and theoretical implications. It concludes that innovative actors, such as winery founders, local universities, and business organizations, have played key roles in establishing the California wine cluster.

Wonju Medical Equipment Industry, despite of its short history, poor sales and weak manpower and so on, have shown remarkable outcomes in a relatively short period. At the end of 2007, totally 79 enterprises (only 4.6% of whole enterprises in Korea) made 10% of the nationwide production and 15% of the nationwide exports with an annual average growth rate of 66.7%, contributing domestic medical equipment industry tremendously. In addition, many leading medical equipment enterprises in various fields already moved or plan to move to Wonju, accelerating Wonju Medical Equipment Cluster. Wonju Medical Equipment Industry Cluster now enters into the growth stage, getting out of the initial business setup stage. Especially, the nomination of Wonju cluster project from the government accelerates networking (e.g. the development of the universal parts, the establishment of the mutual collaboration model among enterprises, and the mutual marketing), making a rapid growth in Wonju Medical Equipment Industry. Wonju Medical Equipment Industry Cluster revealed positive outcomes despite of the weakness in investment size and infra-structure comparing with the other medical industry cluster in the advanced country, while many domestic enterprises pursued their own growth models and thus failed to promote the international competitive power. Wonju Medical Equipment Industry has been developed rapidly. However, there are many challenging problems to support enterprises: small R&D investment and thus weak technology power, difficulties in recruiting R&D engineers, and poor marketing capabilities, financial infrastructure & policies, and network architecture. In order to develop a world-competitive medical equipment industry cluster at Wonju, the complement of infrastructures, the technology innovation, the mutual marketing, and the network expansion to support enterprises are further required. Wonju' s experiences in developing medical equipment industry so far suggest that our own flexible cluster model considering the industry structure and maturity for different regions should be developed, and specific action plans from the local and central governments based on their systematic strategies for industry development should be implemented in order to build world-competitive industry clusters in Korea.

The world is interested and actively investing in culture and its cultural contents industry has grown very much. Cultural contents industry is the concentration of human creation and knowledge and the Internet and digital technology have greatly impacted such creation and knowledge. This paper presented a method of digitalization of regional cultural resources, voluntary digitalization strategies, and a method of building an innovative cluster of cultural contents industry. The proposed plan would become the future growth engine of cultural tourism industry.

Recently, many cities and regions of the world attempt to promote cultural and arts activities in order to vitalize regional economies and strengthen local identity. Some old industrial cities of the advanced economies in particular often introduce cultural and arts activities in renovating obsolete urban infra-structure, revitalize urban economy, clean polluted urban environment, and advertise various development projects. A small Canadian city, Stratford, Ontario, has shown a spectacular success in such efforts. By hosting Shakespearian festivals every year since 1953, the theatre company, the Shakespearian Festival of Canada in Stratford, sells about 600 thousands tickets, attracting 2 million visitors to the area. With the festivals, the city became able to host a large cultural cluster composed of the theatre company, chef school, summer music festival, and Chicago Associates. The city has also able to maintain one of the most competent theatre companies in the North America.

세계적으로 해양플랜트시장 선점경쟁이 격화되고 있는 가운데, 중국이 해양플랜트 대국달성을 목표로 산업육성에 적극 나서고 있다. 특히 2010년 국가 전략적 신산업의 하나(첨단 제조업에 포함)로 선정하고 이를 바탕으로 '2020 산업혁신 전략', '2020 산업중장기 발전계획'을 마련하여 적극 추진하고 있다. 즉 2020년 국제시장 점유율 35% 이상, 기자재국산화율 50% 이상이라는 세부 목표를 세우고 이를 위한 재정 금융 세제 지원 강화, 기술개발 확대, 산업클러스터 구축 등을 본격화하고 있어 우리나라와의 경쟁심화가 불가피하다. 따라서 본 원고에서는 이러한 중국의 해양플랜트산업 육성정책과 산업동향을 분석하고 시사점을 도출하고자 하였다.

Not a few nations have tried to copy the success of Silicon Valley since 1980's. Research of information communication industry cluster has emerged in Korea since 1990. In this background this paper thoroughly reviewed scholarly literature related to industry cluster with an attempt to extract dominant factors for cluster formation, and designed a survey instrument to measure the status-quo of cluster formation of software industry in Chungbuk Province Korea, as an example. Based on the results from statistical analysis a strategic scheme was proposed to propel software industry cluster formation in the region.
