  • Sejong City, which has been chosen as a new administrative capital of South Korea, has completed the first phase of its development plan with the construction of the facilities needed to accommodate central administrative organizations and the required accompanying population. Now, it is undergoing the second phase of development with a focus on strengthening the region's innovation capacity to catalyze endogenous development. The strategy for phase II is to establish a regional innovation system including building necessary infrastructure and attracting innovation agents such as universities, businesses, and research institutes. The first step for this is developing a research complex, tentatively named Tech Valley, that includes universities, research institutes, and businesses, and building infrastructure comprising a science complex, a knowledge industry center, and support facilities. Phase II of the city's development initiative includes the establishment of a joint university campus, which is to serve as a center to promote cooperation among industry actors, universities, and research institutes. The concept of a joint campus has been drawn from a need to enhance capacity for innovation and specialization in the region's industries and to maximize synergy among participating universities through the sharing of research equipment, facilities, and programs. The joint campus is expected to play a key role in creating an innovation system in the region by enhancing research capacity for strategic industries, cultivating highly skilled human resources, and leading industry-academia-research cooperation. In order to ensure the sustainable development of the new city, there is a growing need to have a main player in place that could lead the region's economic development. The joint campus will propel industrial specialization and serve as a catalyst to attract competent universities to the region. This paper will examine the concept, major functions, and the establishment and operation of the joint campus.

  • This paper examines the factors affecting financial exclusion, and proposes the strategies for enhancing the role of credit unions as financing source for small business startups. Credit cooperative institutions have played an important role in assisting people and communities who suffer from social and financial exclusion such as small business owners. But many of them have closed and lost their operational grounds by financial restructuring. Accordingly people with low credit scores have faced with increased financial constraints and the government has proposed various measures to assist them. Credit unions should develop strategies more actively to ease their financial constraints, expand and reinforce the operational grounds through relationship banking, enhance competitiveness by community based specialization strategies and developing models.

  • Emergent process or behaviour can be seen in many places, from any multicellular biological organism to traffic patterns, cities or organizational phenomena in computer simulations. Similarly, the concept of 'Green IT' refers to the way complex systems and patterns arise inevitably among groups due to environmental concerns in real world. Green IT has good possibility to evolve as very chaotic system, in which the number of interactions between components increases geometrically with the number of components, thus potentially allowing for many new types of behaviour to emerge. However, when Green IT system regards as a complexity one, there exits some attractors to derive and control the system. In this context, this paper presents a new model based on type-2 fuzzy logic system to identify and assess the attractors of Green IT system which correspond to Reach-Richness matrix of Green IT.

  • The purpose of this paper is to assess experimentally system stability of the 154[㎸]transmission system due to the current of the forthcoming AC High-Speed Railway (HSR) era. It introduces a simple method to evaluate the system stability. The proposed method also shows the relationship between stability and power losses, and the stability indices made by the numerical process proposed in this paper will be used to assess whether a system can be stabilized or not. This paper also presents the improvement of the stability via loss reduction using a shunt compensator. Reactive power compensation is often the most effective way to improve both power transfer capability and system stability. The suitable modeling of the traction power system should be applicable to the PSS/E. The proposed method is tested on a practical system which will be expected to accommodate the heavy HSR load.

  • The global warming due to greenhouse gases is now the hottest issue all over the world. The world has been under $CO_2$ war since the Kyoto Protocol was opened for signature on December 11, 1997 in Kyoto, Japan. The Kyoto Protocol now covers more than 164 countries globally as of July 2006. Countries that ratify this protocol commit to reduce their $CO_2$ emissions, or engage in emissions trading. Korea is also expected to obey the Protocol starting in 2013, which will give a serious shock especially to the electric power industry. The power plants burning the fossil fuel produce more than 20 percent of national total $CO_2$ emission. This paper resents the calculation of the amount and cost of $CO_2$ emission w.r.t. generator MW output and its application to power system operation. The $CO_2$ emission function is derived using the input-output coefficients of the thermal power plants. The optimal power system operation considering $CO_2$ emission and its cost is demonstrated on a five-bus sample power system.

  • South Korea is the world's second-largest importer of LNG and possess about 70 tanks which are in operation by 2017. Thirty years as the design warranty period have exceeded since LNG storage tanks as the core facility of LNG industry were constructed in 1986. The LNG storage tank is under precision safety diagnosis from 2014 due to urban gas business act amendment. There is no criteria of condition evaluation for outer tank of LNG storage tank at the time of precision safety diagnosis. Through analysis of structural characteristic of LNG storage tank and civil structure condition evaluation standards, the criteria of condition evaluation for main members was developed. The criteria of objective condition evaluation can improve safety and reliability of LNG storage tank and suggest matenance criteria.

  • Public-private partnerships (PPPs) are very popular governance practices, as they enable the private partner to engage in business and have profits while the public partner improves the provision of public services. PPPs are organizational arrangements with a sector-crossing or sector-blurring nature, and are modes of governance - governance by partnerships or collaborative governance (Schuppert 2011). New models and applications of PPPs have been developed over time. Collaborative governance entails information exchange, action or movement harmonization, resource sharing, and capacity enhancement among the partners (Sale 2011; 2012a). As the national university, the University of the Philippines (UP) serves as a research university in various fields of expertise and specialization by conducting basic and applied research and development, and promoting research in various colleges and universities, and contributing to the dissemination and application of knowledge, among other purposes. (Republic Act 9500) It is the site of two (2) science and technology parks (Sale 2012b), one of which is the UP - Ayala Land Technohub. A collaboration between industry and the academe, the Technohub is envisioned as an integrated community of science and technology companies building a dynamic learning and entrepreneurial laboratory (UP-AyalaLand Technohub). This paper takes a closer look at the UP - Ayala Land Technohub as an example of a PPP or collaborative governance in science and technology parks. Have information exchange, action or movement harmonization, resource sharing, and capacity enhancement taken place in the Technohub? What are some significant outcomes of, and issues arising from, the PPP? What assessment indicators may be used? Is a governance instrument needed?
