이명박 대통령이 올해 $8{\cdot}15$ 건국 60주년 경축사에서 국가 비전으로 환경보존과 경제성장의 상생을 추구하는 새로운 패러다임인 '저탄소 녹색성장'을 제시했다. 이는 작년에 지식서비스산업협의회 총회에서 발표한 ESCO 혁신 방안과 그 맥을 같이 한다고 볼 수 있다. 에너지절약시장으로 대표되면서 점점 성장 잠재력이 커지고 있는 ESCO 혁신방안과 ESCO의 활성화를 위한 앞으로의 과제를 알아본다.

This paper examines the motives for location decisions of startups and dynamics of cluster growth. Because the location decision is intrinsically strategic choice by entrepreneurs, it is an interplay of three critical forces; cost-benefit of the choice, R&D ability of new entrants, and R&D capability of incumbents in clusters. The effect of knowledge spillovers influences the cluster growth like a double-edge sword; both a positive effect of technology learning and a negative effect of knowledge de-learning. Using data on 710 bio-tech venture firms in Korea, this paper tests the hypotheses about the factors influencing the growth of the cluster. The empirical analyses suggested that early entrepreneurial activity in the clustered regions were important, however other factors such as the organizational legacy, internal dynamics inside a cluster, and the existence of cooperation norm in the cluster, affected long term viability of the cluster.

We are faced with the age of limitless competition because knowledge and information are the most important to nation's competition and we should struggle to obtain them. Our county made some programmes such as next growth engine and 21c frontier R&D to prepare future. But, the responsible organizations which drive the programmes sponsored by government had a limitation in point of obtaining exact information quickly. So, in this report, we explain the strategy of getting the future leading technology based on internet.

We study the possibility of entering into helicopter market with respect to demand, industry structure and infrastructure. In conclusion, it is possible to enter into it based on domestic demand if we complement some technology, financial assistance system and helicopter operation related regulation. Strategy is made for helicopter industry to be a growth driver and then we suggest five projects to carry out it. Those are lasting creation of helicopter demand, possession of core part material and competitive technology, construction of airworthiness certification system and infrastructure for activation of helicopter operation, improvement of financial assistance system and finally strengthening policy modulation between civil, army, and government.

2020년 5세대 이동통신 상용화를 목표로 유럽, 중국 등은 기술 및 표준화 주도권 확보를 위해 경쟁적으로 연구 개발 및 투자를 본격화하고 있다. 우리나라도 국가 성장동력을 창출해 온 이동통신분야에서 새로운 기술 진화 및 혁신으로 대응하기 위해 5세대 이동통신을 신성장동력 기술로 선정하고, 전략적인 R&D 추진 계획을 수립하고 있다. 이에 본고에서는 표준화 및 국내외 기술 동향을 살펴보고, 현재 진행 중인 과제 내용 및 2015년도 신규과제 기획방향에 대해 알아본다.

최근 정부는 텔레매틱스 서비스 활성화 기본 계획을 확정ㆍ발표하였다. 이것은 국가 차원의 차세대 성장동력 추진정책에 따라 정보통신부의 9대 신성장동력의 주력 분야 중 하나로 선정된 텔레매틱스의 마스터플랜이라고 할 수 있겠다. 그러나 기본계획에서 제시된 9대 핵심사업 중 기술개발, 표준화, 인력양성, 산업 클러스터 구축 등 많은 사업이 성공적으로 수행되기 위해서는 국내 자체의 역량배양과 더불어 직ㆍ간접적으로 활발한 국제기술협력이 활동이 요구되고 있다.(중략)

얼마전 발표된 정보통신부의 IT산업 9대 신성장동력에 텔레메틱스(Telematics) 분야가 포함됐다. 정통부의 이번 9대 신성장동력은 우리나라의 IT산업에서 가장 성장가능성이 높은 분야들로 구성됐다는 점에서 텔레매틱스 산업의 성장가능성이 또 한번 입증된 셈이다.하지만 현실로 돌아가보면 국내 텔레매틱스 산업의 앞길은 아직 멀고 험난하기만 하다. 의욕적으로 텔레매틱스 사업에 뛰어들었던 대우자동차의 드림넷 서비스는 지난해 11월 잠정 중단됐고, 수천억원의 예산을 투입하며 '붐' 조성에 나섰던 SK그룹도 최근 힘에 부치는 형세다. 국내 텔레매틱스 산업의 현 주소와 문제점, 이에 대한 해결방한을 살펴 봤다.

Porous alumina specimens with 80~92% relative densities were prepared from ultrasonic spray pyrolyzed alumina Powders by sintering at $1600^{\circ}$~ $1700^{\circ}C$. The exaggerated grain growth appeared to high sintering temperature and long soaking time. The microstructural development during sintering was investigated using image analysis. In the study of grain growth kinetics for sintering for spray prolyzed alumina powder, the activation energy for normal grain growth was 386.77 kJ/mol.
