This research empirically explores the relationship between types of performance information use, decision making behaviors and performance of government organizations. We measured two types of using performance information, relevance of performance index, variety of performance information, and levels of manager intervention by surveying performance managers of each government ministry or agency and also measured performance by using performance reports. The results of fuzzy-set qualitative comparative analysis suggest that hard use and soft use have impact on performance by combining with characteristics of performance information and managers decision-making by intervening performance management processes.

오늘날 조직의 활동이 복잡해지고 외부환경과의 상호작용이 활발해짐에 따라 조직유효성을 측정하기 위한 기준이 다양해졌고 특히 조직의 목표가 연속적이고 조직의 산출물이 유형적 물질이 아닌 외식산업에서의 조직유효성 측정이라는 난제는 조직연구분야에서 핵심논제가 되고 있는 가운데 급격한 기업 내ㆍ외부의 환경 변화로 인하여 기존의 단면적인 측면으로 평가되는 유효성 지표보다 조직 전반에 대한 거시적인 입장에서 평가될 수 있는 유효성 지표를 도출하기 위해서 조직전반의 운영 과정 및 성과가 모두 포함되는 종합적 품질경영을 선택하는 것이 바람직하다는 의견이 다수 제기되고 있다. 방통위가 지난 3월초 우리나라 민간영역의 개인정보보호 수준을 측정한 개인정보보호지수를 발표했다. 개인정보보호지수는 민간부문 의 개인정보보호 수준측정과 정부의 정책성과 평가 및 정책방향 수립 등을 위해 지난 2007년부터 실시한 것으로, 2008년 하반기에 실시한 정보보호 실태조사 결과를 반영해 최초로 공개한 자료다. 이번 자료에 따르면, 2008년 민간영역의 개인정보보호지수는 64.3점으로 2007년 결과인 52.2점에 비해 크게 개선된 것으로 나타났다. 기업 영역 세부지표와 개인영역 세부지표로 구성된 이번 조사결과를 통계를 중심으로 살펴보자.

정보화 필요성을 느끼고 있는 중소기업을 중심으로 ASP에 대한 수요가 증가하고 있는 반면에, ASP도입을 고려하고 있는 기업들은 이러한 정보시스템을 도입한다고 해서 기업의 성과가 좋아질 것인가라는 의문을 가지고 있다. 이러한 의문은 기존 기업들의 투자 효과를 확인함으로써 신규 도입 의사결정에 있어서 중요한 판단 기준이 될 수 있다. 이에 본 연구에서는 IT 투자와 성과 측정의 타당성을 검토하기 위해 재무지표와 비 재무지표 간의 다중 접근을 통해 IT 투자 성과를 평가할 수 있는 ROI분석을 위한 체계를 개발 제안한다. 제안한 ASP 투자성과 평가 방법을 50인 미만의 제조업을 대상으로 적용하여 결과를 도출하고 도입 시 고려해야 할 점을 도출하였다.

The University libraries need to develop the balanced scorecard concerning general management in order to measure the total performance of the organization that measure not only quantity measurement based on resources and quality measurement based on information services but also effectiveness of resource utilization, efficiency ability providing the services and potential capability of the members adopting the diverse changes flexibility as organic organization under the rapidly changing circumstances nowadays. This study developed the BSC model into the four perspectives such as customer, resource, internal process, learning and growing modifying BSC model developed by Kaplan and Norton to fit university libraries as nonprofit organization and developed the strategic map and performance measurement indicators on the strategy of each perspective. Ultimately, this study tried to provide an integrated strategic management indicators providing comprehensive picture of university libraries from strategic plan to performance applying the BSC linking strategic plan.

Korean government has operated EA by the act on efficient introduction of information system and operation, etc. But the evaluation system for EA and the criteria don't prepare well. Particularly, There is no model for EA performance measurement and the way is insufficient. In this study, we derived 8 areas and 17 criteria for the performance evaluation based on the Performance Reference Model of U.S FEA and Korea. And we also derived 8 areas and 10 criteria for it based on the OMB EA Assessment Framework and the EA maturity model in Korea. We propose the performance evaluation model of the five areas that consists of the business performance, customer performance, process, human resource and the technology for EA performance evaluation. To verify the model, we applied the model to three organizations and evaluated EA performance. In addition, we compared the performance result with the performance evaluation area of EA maturity model of Korea to verify the result. We also analyzed the criteria of the proposed performance evaluation model with the current EA maturity model and Performance Reference Model of Korea. As a result of the evaluation, we verified of the proposed performance evaluation model, too.

The aim for this study is to suggest a practical model to measure the financial values of the achievements from corporate research and development(R&D) projects. Performance indicators for R&D projects were identified from the extensive literature reviews and the evaluation methods to convert them into financial values were proposed to overcome the problems of excessive predictions and subjective expert assessments in existing methods. The proposed model was applied to R&D projects of an IT company in Korea for its validity test. The model is expected to be a turning point in economic evaluation of corporate R&D projects in general due to its practical and reasonable scheme.

The primary purpose of this study is firstly, to ascertain the suitability of the IT BSC (balanced scorecard) methodology for the performance analysis of EGIS(environment geographic information system), secondly, to analyze the outcome of EGIS using the methodology, and finally to present guidelines for effectively managing the performance of EGIS. This study has rebuilt the IT BSC methodology based on the previous study on the performance analysis of GIS and EGIS whose performance over the past five years has been evaluated. According to the analysis, the integrated performance is estimated at 105.3 points. This figure indicates that the cumulative performance of EGIS is more than the baseline of goal, 100.0 points. The feature of this study is to develop a new methodology suitable for the EGIS performance analysis and to evaluate and quantify the total performance of EGIS objectively through the application of the new methodology.

This studies shows that Balanced Score-Card(BSC) affects corporate performance and performance measurement systems affect corporate performance, depending on whether they are customer-oriented or finance-oriented. The results of the study are as followings; First, utilization of BSC are significant relationships with performance assessment system. Second, performance assessment system are significant relationships with corporate performance. Third, utilization of Balanced Score-Card(BSC) affects corporate performance.

본 연구의 목적은 PMO의 기능들이 프로젝트 성과에 미치는 직접 효과와 프로젝트 관리 프로세스의 수행을 통한 간접 효과를 PLS 경로모형을 통해 파악하는데 있다. 또한, PMO 역량 및 최고 경영진의 지원에 따른 프로젝트 성과의 차이의 상호 효과 및 그 효과의 크기를 찾고자 한다. 본 연구에서는 방법론 제공, 행정적 지원, 교육 및 훈련, 자원 관리, 지식 관리를 통하여 형성되는 PMO기능과 통합, 범위, 시간, 비용, 품질, HR, 커뮤니케이션, 위험, 자원조달 등을 통하여 형성되는 프로젝트 관리과정을 측정하기 위하여 2차 요인 모형(second-order construct model)으로 연구 모형을 검증하였다. 본 연구에서 각 1차 요인(first-order construct)은 반영지표를 이용하여 분석 하였으며, 2차 요인은 조형지표를 이용하여 분석하였기에, 반영지표와 조형지표가 모두 포함되어있는 모형 분석에 용이한 자료처리 도구인 PLS를 이용하였다. 본 연구의 설문대상은 PMO의 지원 하에서 프로젝트를 수행해 본 경험이 있는 프로젝트관리자나 프로젝트 리더와 같은 전문가 집단으로 한정하여 온라인 설문조사를 실시하였다. 분석 결과, PMO 기능 및 프로젝트 관리과정 모두 프로젝트 성과에 유의한 영향을 미치는 것으로 확인되었다. 또한 PMO기능을 수행할 때, PMO역량에 따라 프로젝트 성과에 유의한 차이가 존재함이 확인되었다. 따라서 경영진들은 프로젝트 수행 시 프로젝트 성과에 긍정적 영향을 미치는 PMO의 설립을 적극적으로 검토해야 한다. 또한 PMO의 역량에 따라 프로젝트 성과에 차이가 발생하므로 프로젝트를 관리하는 PMO에 충분한 권한을 부여하고 경영진의 지원을 신속하게 함으로써 프로젝트를 성공적으로 수행할 수 있을 것이다.
