Korea has established an advanced infrastructure for real-time precise positioning such as CORS, virtual reference station service and perform continuous upgrading. However, in order to utilize the national infrastructure, it is necessary to process the acquired spatial information and take many steps to derive the final product. In addition, this process is highly dependent on foreign software. In this study, GNSS field survey system was developed and evaluation of its usability was performed. Real-time GNSS field survey system was developed and the system improves user̓s convenience and usability. The system was able to conduct survey effectively and produce the results. In addition, we compare the existing software with the survey performance to show the availability of the real-time GNSS surveying system. The system developed through the research can perform all the functions from real-time survey to the production of the outputs. It can create economical added value of the foreign software as a whole and simplify the work required for post-survey performance.

Recently the portion of international collaborative research in national R&D is being on the increase. But the management system of products from the international collaborative research is not sufficient. Not only the internal management system of public research institute, universities or government support R&D centers, are not enough, but also the legislations in government level are not established. In this paper, the problems and situations of product management system in international collaborative research are investigated and analyzed, and the methodology of improvement of them are presented.

The Korean Government is promoting Korean Land Spatialization Program(KLSP) to commercialize and practice of the technology from 2006 to 2012. It is preparing for field test to make research achievements verified in Sejong City by selecting a test-bed area. It creates the conditions to be satisfied standards that can be recognized at internal and external. This paper proposes to design a test bed considering site conditions and various requirements for performance verification of Surveying Equipments in KLSP.

The interest in performance evaluation of public R&D has been dramatically increased. Many tries have been made to measure and to evaluate the quality of research performance. Quantitative indicators are considered increasingly important for this purpose. The most widely used are the number of research articles, citations and Impact Factors. However, such indicators are strongly discipline-dependent, and hence they should be used with careful attention. In this study we tried to provide quantitative evidence on the latent problems of discipline-dependent indicators. We also tried to provide a set of quantitative indicators for evaluating publications as a result of research activities. We put our focus on the quantitative indicators reflecting the characteristics on disciplines and provided several indicators with guideline on their usage.

In this study, we analyze the performance of five major port distriparks and present a development plan. The analysis groups the performance into three categories: revitalization of companies in port distriparks, contribution to the port volume, and contribution to the national economy. The key parameters examined in detail include the ratio of hinterland volume to port volume (container and total cargo), port volume growth contribution rate, and job creation. Our results indicate that Gwangyang and Ulsan Ports showed steady growth for all the indicators analyzed, while Gwangyang Port was the only one among the five ports to display consistent steady growth. The results suggest that to achieve consistent growth, high value-added and specialized port distriparks based on the local economy should be established.

모든 기업들의 주요 목표는 경영성과를 얼마나 달성 했는가에 대한 것이 중요시 된다는 것은 모두가 알고 있는 사실이다. 경영성과를 극대화 하기 위해 많은 기업들은 다양한 경영혁신 활동을 도입하고 있다. 경영활동에서 중요한 것은 경영성과의 효과도 중요 하지만 투입 대비 산출 개념의 효율성도 상당히 중요하다. 매년 기업들은 성과에 대한 집계를 통해 관리를 하고 있으며, 경영성과에 대한 효율 측면에 대한 관리도 중요시 되어 관리되고 있다. 경영성과의 효율성에서 투입물은 총자산, 종업원, 운영비 등이 주요 항목이며 산출물은 매출액, 당기 순이익 등이 주요 항목일 것이다. 본 연구에서는 기업들의 경영성과에 대하여 DEA 분석을 통한 경영효율성을 산출하고 기업들의 중.장기적으로 경영계획을 수립할 때 경영성과에 대한 효율측면이 고려 될 수 있도록 연구하고자 한다.

국내에서는 수자원 관리 지표에 관한 연구가 부분적으로 이루어지고 있으나, 지표를 통하여 정책목표를 설정하고 정책의 성과를 평가하는 데까지 이르지 못하고 있다. 본 연구는 우리나라의 이수분야 수자원 정책을 종합적이고 객관적으로 평가할 수 있는 지표를 개발하고 이를 국가단위, 유역단위, 지역단위에서 적용하기 위한 것이다. 이수 분야의 핵심지표를 선정하기 위해서 이수분야의 정책목표를 기준으로 4가지로 구분하고, 이를 정량적으로 제시하고 평가할 수 있는 지표에 대해서 검토하였다. 이수분야의 4가지 영역은 안정성, 효율성, 형평성과 지속가능성으로 구분하였다. 안정성은 강수, 기후변화, 인구, 경제, 사회 등 장래 환경이 불확실한 상황에서도 안정적으로 물 부족에 대응할 수 있는 능력이 확보되는 것을 말한다. 효율성은 물의 사용량과 누수율을 줄이고, 생산성과 재이용률을 제고하며, 물관리의 건전한 재정을 확보하기 위해서 비용회수체계를 개선하는 것 등을 포함한다. 형평성은 도시와 농촌, 지역간 물이용의 격차, 요금의 격차, 지역간 물자급률의 격차 등을 개선하여 사회적 약자나 소외계층의 물이용 능력을 높이는 것을 주요한 내용으로 한다. 지속가능성은 하천환경의 기능을 훼손하지 않는 범위 내에서 수자원을 이용하고, 환경 개선, 생태계 보존, 친수활동 등에 대한 물수요에 대응하는 것이다. 최종적으로 선정된 이수분야의 지표는 가뭄시 물부족량, 물부족 지역 비율, 국가 물자급률, 하천취수율, 환경용량 확보율, 물이용 공평성, 물재정 건전성 등 7개였다. 각 지표별로 지표의 정의와 산정방법 등을 제시하고, 지표를 통하여 이수분야의 수자원 정책을 평가하였다. 평가는 먼저, 국가간 비교를 하였고, 다음으로 국내의 유역간 비교, 지역간 비교의 순으로 진행하였다. 평가 결과 우리나라의 국가 물자급률과 취수율이 보통수준 이하로 매우 취약하고, 물이용의 공평성과 물관리 재정 건전성은 보통보다는 높은 수준으로 평가되었다. 평가 결과를 통해서 중장기 수자원 관리 정책의 목표를 정량적으로 제시하고, 분야별 정책 추진방향을 제안하였다.

제조물의 안정성과 신뢰성에 대한 사후대책인 제조물배상책임보험, 제조물회수비용보험, 제품하자보증책임보험, 신뢰성보험에 대하여 그 의의와 부보범위 등을 알아본다. 또한 신뢰성보험의 도입과 더불어 제조물배상책임보험을 활성화함으로서 부품 및 소재의 안전성과 신뢰성을 제고할 수 있음을 검토한다.

Open science policies are spreading that disclose, share, and utilize research results produced through government public funds. As a policy to revitalize open science, interest in research support services that allow easy search, access, and reuse of results is increasing. To support services to provide researchers with various information, we propose a research resource knowledge graph model to meaningfully express the relationship between the scattered various outcome data. In this paper, it contributes to the improvement of the service of the national research data platform DataON by meaningfully connecting national R&D task information, researcher information, performance information, and research data information.
