The one of the big issues in fixed markets is the investment of next generation networks. The nation-wide incumbent has provided the copper cable based access networks in so far. However in the future multiple providers participant in investing network in first stage of the network investment like mobile networks. Each NRA makes efforts on the resolving construction cost of civil engineering costs through the opening conduits. To smooth operation, information opening service is needed then NRAs must determined the level of opened information and cost of usage information and so on. This paper proposed the alternation of the issues to boost the investment of the next generation networks.

하반기부터 국가가 시행하는 추정가격 78억원 미만(지자체 235억원미만)의 국내입찰대상 모든 공사는 인터넷을 통한 전자입찰로 낙찰자가 선정된다. 또 건설업 등록시 법정자본금에 해당하는 보증능력 확인서를 제출해야하고 일정기준 이상의 사무실을 갖춰야하는 등 건설업등록요건이 강화된다. 이와 함께 고급주택을 제외한 신축주택에 대한 양도소득세가 2003년 6월말까지 면제되며 부동산투자 회사가 설립돼 본격적으로 부동산에 대한 간접투자시대가 열린다. 정부는 2001년 7월 1일 부터 달라지는 부처별 경제$\cdot$행정제도를 종합 정리해 발표했다.

The objective of this study is to develop a Cost-Benefit analysis system which would help us to make optimal decision among safety investment alternatives, calculating and comparing costs and benefits for facilities in chemical plants. So, the accident frequency analysis module and the accident damage prediction module were developed for estimating quantitative risks in chemical facilities, and domestic societal risk criterion was presented after the comparative analysis of major industrial cases and societal risk criteria of advanced countries like the Netherlands, Australia, U.S.A., U.K., and Germany. Also, the Cost-Benefit Analysis System which compares the safety investment alternatives based on their deduced net present values was developed through the selection of proper cost and benefit items by field studies

Although the subject of sprinkler installations in Korean regulations is less strict than in other advanced countries, many building owners and managers tend to install sprinklers only in the types of buildings designated by law or create building designs for which sprinkler installation standards are not applied. This is because priority is given to cutting installation expenses rather than providing building fire safety. In this study, the benefit is estimated for various expenses from installation and maintenance of sprinklers as an investment. As a result of comparing sprinkler system installation expense and the financial benefit by efficiency analysis, the payback period is 1/20 of the building life expectancy and its efficiency is twice the expense. Therefore, installation of sprinklers by regulation has financial efficiency and it is desirable to broadly encourage the installation of sprinklers.

반도체 산업은 21세기 정보화 사회를 선도하는 핵심부품 산업으로 국가의 첨단 산업 발전을 촉진하는 주력산업이다 반도체 산업은 첨단 핵심 부품산업으로써, Timing산업, 고부가가치, 고성장, 고 위험, 기술 집약적 특징을 갖는다. 반도체 라인 건설에는 수 조원의 비용과 수년의 시간이 투입되어야 하므로, 생산 및 설비투자 계획의 옳고 그름에 따라 회사의 생사가 결정될 수 있다. 생산 및 설비투자계획을 세우기 위해선 여러 가지 변수를 적용시켜야 한다. 이에 본 과제에서는 과거의 판매자료를 바탕으로 마련된 패턴을 이용하여 라인의 생산계획 및 설비투자 계획을 수립하고자 한다.

지중선은 가공선에 비해 공급신뢰성이 높고, 설비보안에 유리하며, 도시미관을 저해하지 않는 장점이 있지만 공사비가 가공선의 12-20배 정도 고가이어서 공사에 막대한 투자비가 소요되기 때문에 가공선건설이 곤란한 도심지역을 제외하고는 지중선건설을 지양하고 있다. 그러나 국가경제가 성장함에 따라 국민생활권이 도심지로 집중하면서 도시가 와밀해졌고 이로 인해 도심부하가 급증하여 오히려 지중선건설은 날로 증가하고 있는 실정이다. 또한 지중선건설에는 막대한 투자재원 확보외에도 사업에 어려움이 많은데 그중에 대표적인 것이 지중토목설비를 적기에 건설하는 것으로서 이 어려움은 앞으로의 차량증가에 따른 도로혼잡과 함께 더욱 심화될 전망이며 이에 대한 근본대책 마련이 시급하다. 이상과 같은 관점에서 볼 때 향후 지중선분야 기술은 케이블 compact화 및 저손실 대용량 케이블 및 신공법 개발에 주력해야 할 것이다. 특히 막대한 투자비를 들여 건설한 지중선은 그 수명기간동안에 고장없이 고품질의 전력을 수용가에 공급하는데 이상이 없어야 하며, 이는 설비운영의 과학화를 통하여 지속적으로 케이블 성능을 보존하므로서 가능하다고 하겠다.
