지난 2월 7일 국가 과학 기술 자문 회의는 한국 생산성 본부에서 '대통령 자문 과제 선정을 위한 간담회'를 개최하였다. 최영환 KIST 과학 기술 정책·기획 본부 소장의 주제 발표로 시작된 본 간담회에서는 과학 기술 정책의 기본 방향을 재점검하면서 대통령 자문 과제 선정과 관련된 종합 토론이 이루어졌다. 이번 특집에서는 동 간담회의 주제 발표와 토론 내용을 다룬다

본 연구는 전자자료의 활용을 통한 학교도서관의 전자자료 선정정책에 관한 다양한 문제 및 그에 따른 현황을 조사, 분석, 평가하였다. 그 결과와 함께 전자자료 선정에 관한 이론을 토대로 학교도서관 선정정책의 모형을 제시함으로써 합리적인 장서구성방안을 제시하는데 목적을 두었다.

우리나라의 후행 원전연료주기 정책은 경제성이나, 기술성, 환경 영향 등 여러가지 계량, 비계량 지표들을 면밀히 분석하여 궁극적으로 국민의 복지와 민족의 번영에 이바지 할 수 있도록 선정되어야 한다. 본 논문에서는 AHP(Analytic Hierarchy Process) 방법을 후행 원전연료주기 정책 수립에 이용할 수 있도록 우리나라에서 가능한 후행 원전연료주기 시나리오의 몇가지 예를 제시하였으며, 정책 결정요소로서 에너지 안보와 경제성, 기술성, 국내 사회정치, 국제관계 등 5개의 주기준과 주기준에 종속되는 19개의 보조기준을 선정하였는데, 적절한 후행 원전연료주기 정책대안들을 선정하여 AHP 방법에 따라 정책결정기준들을 평가한다면 후행 원전연료주기 정책수립과정에 AHP 방법을 효과적으로 이용할 수 있을 것으로 기대된다.

This study is to consider political implication of indicators to measure personal information security in public sector studied by Ministry of Public Adminstration and Security from 2008 to 2011. The study analyzed the priority of personal information security policy dividing into personal information security infrastructure, personal information management with life cycle, correspondence of information infringement by scholars, experts, and chargers. As the results, to progress personal information security policy is important to management of personal identification information on web site; specially institutional infrastructure as responsible organization, exclusive manpower, and security budget; personal information security infrastructure. As like the results, it would be reflected in the progress of personal information security policy and tried to provide systematic management program with improving safe information distribution and usefulness.

For the decision making of governmental policy about science and technology, domain expert is needed. To choose the expert, the fairness, diversity and speciality is very important. In this research, systematical approach is proposed in the establishment and management of expert database, and recommendation of member of committee for specific field. Additionally, this approach includes the development of tools for the management of governmental committee and the constituents.

This paper strives to illustrate the selection processes in public libraries. It specifically attempts to survey the budget allocation, collection development policy, usage of selection criteria, and priority of selection decision in collection development units in public libraries. Staff structure, committee activities, methods of selection, usage of selection tools and librarians' recognitions about selection process are also investigated. Data are drawn from a survey with 315 public libraries in the country. Specific statistics to be analyzed via literature, although not detailed in nature, are scrutinized as well. As a conclusion, the paper discusses such an issue as current situation in selection of materials public libraries and possible impetus toward a better collection development process.

정부와 지자체는 기후변화로 인한 홍수 피해를 저감하고자 내수배제 용량 증대, 건전한 물환경 조성 등 다양한 방향의 정책들을 제시하고 있다. 각 지자체 별로 다양한 홍수 대응 정책들을 반영하고 있지만, 2022년 집중호우에 의한 도심지역 침수 피해 사례와 같이 기후변화로 인하여 증가된 홍수량에 대한 적절한 대비를 못하고 있다. 따라서 지자체는 현재의 홍수 대응 정책들과 더불어 추가적인 홍수 대응 정책을 시행하여야 하며, 지속가능한 개발을 고려한 유역의 건전한 물순환을 유지해야 한다. 본 연구에서는 토지피복 등 유역의 특성을 고려하여 실행 가능한 홍수 정책들의 대응 효과를 분석하고, 기후변화 시나리오를 반영한 미래 빈도분석 결과를 반영하여 최적의 홍수 대응 정책 대안을 제시하고자 한다. 연구에서 선정한 홍수 대응 정책은 우수관거 용량을 증대시키는 관거 교체 정책, 지속가능한 저영향개발 기법을 적용한 투수성 포장과 옥상녹화 정책을 선정하였다. 미래 강우 시나리오는 3개의 CMIP6 GCM모형(ACCESS-CM2, CanESM5, GFDL-ESM4)과 2개의 SSP-RCP 시나리오(SSP1-26, SSP5-85)를 사용하였다. 홍수 저감 효과는 도시유출해석모형인 SWMM 모형으로 분석하였다. 또한, 정책 이행에 발생하는 공사와 운영 비용을 산정하여 경제적 편익 분석을 실시하였다. 분석 결과, 투수성 포장과 우수관거 용량 확대 정책을 반영하는 정책 시나리오가 가장 경제적인 홍수 저감 효과를 가져오는 것으로 분석되었다. 본 연구의 정책별 경제적 비용과 홍수 저감 효과 분석은 기후변화에 대비한 도시유역의 홍수 대응 정책을 평가하고 우선순위를 선정하는데 있어 기여 할 수 있을 것으로 기대된다.
