Collision Risk Assessment by using Hierarchical Clustering Method and Real-time Data (계층 클러스터링과 실시간 데이터를 이용한 충돌위험평가)

  • The identification of regional collision risks in water areas is significant for the safety of navigation. This paper introduces a new method of collision risk assessment that incorporates a clustering method based on the distance factor - hierarchical clustering - and uses real-time data in case of several surrounding vessels, group methodology and preliminary assessment to classify vessels and evaluate the basis of collision risk evaluation (called HCAAP processing). The vessels are clustered using the hierarchical program to obtain clusters of encounter vessels and are combined with the preliminary assessment to filter relatively safe vessels. Subsequently, the distance at the closest point of approach (DCPA) and time to the closest point of approach (TCPA) between encounter vessels within each cluster are calculated to obtain the relation and comparison with the collision risk index (CRI). The mathematical relationship of CRI for each cluster of encounter vessels with DCPA and TCPA is constructed using a negative exponential function. Operators can easily evaluate the safety of all vessels navigating in the defined area using the calculated CRI. Therefore, this framework can improve the safety and security of vessel traffic transportation and reduce the loss of life and property. To illustrate the effectiveness of the framework proposed, an experimental case study was conducted within the coastal waters of Mokpo, Korea. The results demonstrated that the framework was effective and efficient in detecting and ranking collision risk indexes between encounter vessels within each cluster, which allowed an automatic risk prioritization of encounter vessels for further investigation by operators.

  • Damage of sea-crossing bridge by ship collision is related to estimate frequencies of overloading due to impact, and bridge accordingly must be designed to satisfy related acceptance criteria. Another important aspect is the management on increment of collision risk during the service period. In this study, related plan, main span length, air draft clearance and collision risk are analyzed for the interim assessment of Incheon Bridge focusing on the ship collision problem. In particular, for the increment of collision risk, the optimized navigation speed is proposed by reviewing the research findings and navigation guidelines etc. as a temporary expedient. Also basic procedure for reasonable prediction of target vessel and passage is established and probabilistic prediction method to embrace the uncertainty of the prediction is proposed as a fundamental solution. It is necessary to conduct further research on collision risk management and promptly carry out interim assessments of other marine bridges.

  • In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vessels, South Korea is operating with a Vessel Traffic System, which is monitoring its waters 24-7. However despite these efforts of the VTS (Vessel Traffic System) officers, marine accidents are occurring in their assigned districts. VTS Officers are controlling subjectively based on their experience due to no VTS guideline. On this paper, we listened to Busan VHF channel for 3days and applied to collision risk model. With collision risk model, We deducted a moment which advise or recommend to vessel in encounter situation, VTSO's career, day&night.. We suggested a collision risk value as guide line of VTSO's control time.

  • The Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGs) was adopted to prevent ships from colliding with other ships or any object such as the seabed. COLREGs have been codified and refined since the mid-19th century, and have reached the present. Therefore, the terms and sentences used in COLREGs also have distinct academic and legal connotations. However, in the Maritime Safety Act of the Republic of Korea, which translated COLREGs into domestic law, the "risk of collision" and the "danger of collision" was used in the law without distinguishing their meanings. Accordingly, the difference between "risk" and "danger" was analyzed with reference to the definition of risk by an authoritative international organization of the United Nations such as the International Maritime Organization and the International Organization for Standardization as a well-known and authoritative non governmental organization. In addition, the cases codified in COLREGs and translated cases in the Maritime Safety Act were analyzed to highlight the need for amending the Maritime Safety Act. From the perspective of safe navigation, it is expected that the Maritime Safety Act in the future would distinguish between "danger" and "risk" so that the efforts of watch officers to prevent collisions could be further systematized.

  • 해상에서 선박의 충돌확률을 평가하는 것은 해당해역의 잠재적인 해상교통 위험성을 평가하는데 있어 중요하다. 서남해권 해상교통에 중요한 요충지인 완도해역은 동서방향으로는 횡간수도 통과선박들이 항해를 하며, 남북방향으로는 완도항 입출항 선박과 다도해 섬들을 입출항하는 여객선들이 통항을 이루고 있다. IALA 정량적인 해상안전 평가방법인 IWRAP은 통항량, 선속, 길이, 선박의 통항분포로부터 해상에서 통항의 위험도를 평가하므로 인적, 지리적, 환경적 등 주관적인 요소들이 많은 정성적인 평가방법에 비해 적용이 간단하다. 본 연구에서는 VTS 섹터 관제의 관점에서 항로구간별 해상교통의 특징과 개선책을 세우기 위해 IWRAP을 활용하여 완도 해역의 충돌확률을 산출하고자 한다.

A Study on the Degree of Collision Risk with Relative Bearing at CPA (최근접점 상대방위에 따른 선박충돌위험알고리즘 개발에 관한 연구)

  • When VTSOs(Vessel Traffic Service Operators) determine the degree of collision risk of two vessels, they consider comprehensively information about each vessel's course, speed, DCPA, TCPA and encountering situation. In this study, we proposed an algorithm in which two relative bearings as information about two vessel's encountering situation are used to evaluate the degree of collision risk. In order to verify whether the proposed algorithm is reasonable, we set twenty encountering situations and conducted a survey of collision risk on fifty three VTSOs about those situations. By comparing the degrees of collision risk with the proposed algorithm to the results of the survey, we found that relative bearing at CPA is very important factor for VTSO to recognize the level of collision risk when two vessels are in encountering situation.

등부표의 야간 시인성을 높이는 태양광 LED윤곽표시조명의 적용사례

  • 해상등부표는 선박 통항의 안전을 위해서 필요한 시설로, 낚시 배와 소형 어선을 포함한 선박의 항로표지에 중요한 역할을 한다. 그런데 야간에는 해상에 설치된 등부표의 위치나 번호판 식별이 어려워 소형 어선이나 선박이 등부표에 가까이 접근하여 등부표를 발견하지 못하는 경우 충돌하여 선박이 파손되거나 인명사고가 발생한다. 이 적용사례는 소형 어선이나 선박이 야간에도 등부표의 위치와 번호판을 손쉽게 식별할 수 있도록 등부표에 윤곽표시조명장치를 구비하여 충돌사고의 예방과 항로표지서비스를 향상시키는 목적을 갖고 개발을 추진하였다. 윤곽표시조명장치는 태양광전원을 이용하여 IP68 방수형 고효율 LED조명을 구비하여 멀리서도 식별이 가능하여 야간에도 신속하게 안전한 항로를 확보할 수 있게 되었으며, 근접센서 콘트롤러를 결합하여 선박이 등부표에 가까이 접근하면 LED조명이 점멸하며 깜빡이면서 충돌위험을 알리는 경보기능을 추가하여 등부표와 충돌사고를 예방할 수 있게 되어 항로표지서비스의 향상을 도모하게 되었다.

  • 최근 목포 해상교통관제(VTS)구역 내 만곡부 항로상에 연륙교가 건설됨에 따라 연륙교를 통과하는 선박들의 충돌사고 위험성이 높아질 개연성이 커졌다. 해당 수역에서의 선박교차와 관련된 선박교통의 분석을 집중적으로 실시함으로써 향후 해상교통관제 업무와 관련하여 주의하여야 할 사항 및 대책들을 제시하였다. 특히 교차빈도가 높은 여객선과 예부선 간의 C PA를 분석함으로써 해상교통사고의 위험을 줄이기 위해 확보되어야 할 최소안전거리에 대해서 중점적으로 검토하였다.

  • Collision of small vessels such as fishing boats cause great personal injury. Prior to this study, the collision prevention algorithm was developed to assess the collision risk and make the collision alarm. However, a service provided for safety, such as a collision warning, not only prevents risks, but also requires a certain degree of user satisfaction to function effectively. In this study, the collision prevention algorithm for small vessels was improved to be more practical, and the effects of the improvement were confirmed by applying the algorithm. A survey conducted on the users of the collision warning service confirmed the user requirements for improving the accuracy of the collision warning system and reducing the volume and number of alarms. Accordingly, the algorithm was improved for user satisfaction, and the actual vessel experiment was performed applying the improved algorithm in an actual maritime environment. As a result, the frequency of alarm occurrence decreased compared to former algorithm, but the alarm was relatively steadily generated in dangerous situations. It was analyzed that the accuracy and practicality of the collision alarm were improved. If the practicality and reliability of the improved algorithm are verified in the further study, it will be able to effectively contribute to the prevention of collisions of small vessels.
