A Study on the Status and Improvement of Maritime Training Program for Preventing Marine Accidents (해양사고 예방을 위한 해기교육 프로그램 현황 및 개선방안 연구)

  • In spite of advanced navigational devices and reinforced mandatory standards of officers' education, the number of ship's accidents are increasing. The accidents caused by minor license officers are more than the number of accidents caused by superior license officers. There are many cases of collisions in the past 5 years released on Marine Accidents Inquiry Agency. Especially, officer's negligence from the consequences of the neglect of any precaution which may be required by the ordinary practice of seamen is the main reason behind ship's collisions. For reducing ship's accidents caused by human error, this paper suggests to develop effective training program using analysis date of domestic and foreign education system as a reference.

  • Recently with the conclusion of fisheries agreements between Korea and Japan, and between Korea and China, trawlers in korea must operate in smaller fishing ground than before. As a result of this, the possibilities of collisionin increases gradually between trawlers under operation in this area. Authors performed a series of experiments on board to give the information of collision avoiding action to navigators of trawlers. The obtained results are summerized as follows : 1. The greater the rudder angle, the smaller the value of T, but there is no big diffierence in K due to rudder angle. 2. The greatest distance is to be kept by the give way vessel to avoid collision when the crossing course angle is $70^{\circ}{\sim}90^{\circ}$. In this case the safety minimum approaching distance must be more than 5 times of her own length. 3. Risk of collision in crossing is more greater in obtuse situation than in acute one. 4. The navigator of the give way vessel must take an action to avoid collisions outside of the minimum safety approaching distance.

A Study on the Development of Educational Subjects for Nurturing Autonomous Ship Officers Using Delphi Survey (델파이 조사를 활용한 자율운항선 해기사 양성을 위한 교과목 개발에 관한 연구)

  • The Autonomous ships are equipped with a function to judge and navigate the sea conditions on their own, so the job of the ship officer who operates it changes. The educational curriculum to nurture ship officer with the ability to operate and manage autonomous ships must also be changed. This study aimed to develop the curriculum for training autonomous ship officer by using the Delphi survey method suitable for predicting the uncertain future. Among the current 61 subjects for training ship officer identified in the Delphi survey, 32 subjects with high importance should be maintained in the training for autonomous ship officer, and subjects with low importance should be abolished or integrated into other subjects. These subjects were collectively referred to as 'general courses'. The expert panel of the Delphi survey suggested 42 items as new subjects, with 18 items of 'high', 14 items of 'middle', and 10 items of 'low'. Through in-depth analysis of these items by experts, 27 subjects were adjusted and three courses were proposed : 1)'Basic course(10 courses)' for developing basic capabilities such as basic theories for understanding advanced technology and information applied to autonomous ships, 2)'Job course(10 courses)' for practical competency directly related to autonomous ship operation, 3)'Intensive course(7 subjects)' for fostering land remote operators of autonomous ships. Since the introduction and spread of autonomous ships will progress rapidly, research to develop and supplement autonomous ship pilot training courses should be continued by reflecting the level of autonomous navigation of autonomous ships.

  • It have been known that the probability of accidental happening in towing-barge is higher than that of other merchant vessels. Because the towing-barge is restricted in thier manoeuvring ability due to its towingline. A report from ministry maritime affairs and fisheries said that the rate of collision accident for towing-barge is $40\%$ high tlnn other transport system in sea. A number of researches have been carried out to improve the safety policy in the towing-barge sea transportation system by the gorvernment. This study examined the safety status in domestic towing-barge sea transportation system The registration status, safety operational policy and post accidental data were also examined A survey research of experts relating to towing-barge operation also was carried out to find the detailed of safety status. This study would be applicable to set up safety policy for towing-barge marine transportation system.

A Study on the Problems and Improvements of the Management System for Foreign Seafarers Boarding Korean Ocean-Going Vessels (우리나라 외항상선에 승선하는 외국인 선원 관리제도의 문제점 및 개선방안에 관한 연구)

  • This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.

A Case Study of Automation Management System of Damaged Container in the Port Gate (항만 게이트의 데미지 컨테이너 관리 자동화 시스템 구축 사례연구)

  • As container vessels get larger, container terminals are also likely to grow. The problem that arises is that the growing volume should be handled in the same amount of time as before. Container terminals are introducing an automation system in order to overcome the limitations of existing manual methods and to continuously reduce operating expenses. Because, Manual handling of carrying containers gate in and out of terminals causes inaccurate data, which results in confusion. An alternative is for containers to be labeled with barcodes that can be scanned into a system with a scanner, but this takes quite a long time and is inconvenient. A RFID system, also known as a gate automation system, can solve these problems by reducing the time of gate management with a technology that detects number identification plates, helping operators more efficiently perform gate management work. Having said that, with this system, when container damage is detected, gate operators make and keep documents manually. These documents, which are insufficient evidence in proving container damage, result in customer claims. In addition, it is difficult for gate operators and other workers to manage containers, exposing them to danger and accidents. This study suggests that if an automation system is introduced at gates, containers can be managed by a video storage system in order to better document damage The video system maintains information on container damage, allowing operators the ability to search for videos they need upon customer request, also allowing them to be better prepared for customer claims. In addition, this system reduces necessary personnel and risk of accidents near gates by integrating a wide range of work.

A Study on Navigation Speed of Jet-foil Ships in Busan Port (부산항내 제트포일 여객선의 항해 속력에 대한 연구)

  • There are more than 10 ships and jetfoil passenger ships with speeds of 30~40 kts navigating between Japan and Busan ports per hour. Busan port has the highest density of traffic among the Korean ports and waterways. Jetfoil ships are the most frequently encountered amongst other vessels and about 18 % of passing jetfoil vessels violated port regulations. Based on the analysis of traffic survey carried out for 10 days, jetfoil vessels often overtook other vessels in route and deviated with high speed. This paper verified a proper speed and how to navigate in or out route of jetfoil ships by marine traffic flow simulation. A acceptable navigation speed for jetfoil vessel's mariner was calculated at less than about 32kts in Busan Port. It is a little different that shiphandling difficulty of jetfoil was almost the same whether passing in and out route in Busan Port. This paper proposes that the passing time of jetfoil ships should avoid the peak time to improve the traffic safety in Busan Port.

A Historical Study on the Development of the Maritime Labour Law (해상노동법의 발전에 관한 사적연구)

  • It is said the maritime labour law that total legislation system regulate all relationship concerning a labour of seafarers. A possibility of danger, a helplessness from the shore, a importance of the responsibility, a segregation from the public, etc. is mentioned as the particularity of a maritime labour which is distinguished from that of a shore labour. Therefore, the improvement of social standing and protection of rights for seafarers may be achieved substantially by the maritime labour standards considering such particularity of maritime labour. A vessel is itself international relationship, accordingly maritime labour is also same. It means that international relationship should be considered, whenever any country makes it's national law for maritime labour. Therefore, this paper aims to find out the spirit of legislation for the maritime labour law through a historical study on the development of it, and suggest the facts that should be considered for legislation of domestic law concerned.

  • This paper describes not only the complexities of LNG business including shipping sector but also its own current environmental changes. Furthermore, system dynamics (VENSIM analysis) as a methodology is introduced to analyze the potential LNG shipping market in the future. As a result of the VENSIM analysis, potentiality of the spot LNG shipping market is systematically established in connection with embodiment of the spot LNG market. This paper suggests three methods, which are centered on newbuildings of ships, for the shippers to prepare for the spot LNG shipping market on the basis that maritime economics can make a direct contribution to the shippers' business decision-making.
