중앙선거관리위원의 2012년부터 인터넷선거를 시행하겠다는 발표 후, 인터넷선거에 대한 관심이 증대하고 있다 인터넷선거가 현재 사용되는 종이선거방식을 대체하기 위해서는 비밀성, 완전성등과 같은 기본적인 요구사항을 만족해야 하며, 선거를 전자적으로 구성하였을 때 발생할 수 있는 문제점 역시 정확하게 파악하고 해결해야 한다. 흔히 인터넷선거는 다양한 정보보호 기술이 사용되므로 정보보호 기술의 종합 예술이라고 불리운다. 본 논문에서는 인터넷선거에 사용되는 여러 정보보호 기법들을 살펴본다.

선거는 민주주의 사회에서 가장 중요한 사회적 행위 중의 하나이다. 여러 사회적 행위의 전자화를 위해서 정보보호 기술이 접목되고 있으며, 아직까지 개인의 익명성과 관련된 선거, 현금과 같은 분야는 매우 많은 요구사항으로 인하여 전자화 되지 못 하고 있는 실정이다. 본 논문에서는 규모가 큰 선거에서의 전자 선거 기법 도입을 위한 다양한 요구사항들을 분석하고, 전자선거 기법 구현시의 문제점 및 투표 및 개표 시스템의 전자화와 관련된 연구 동향을 알아본다. 또한, 부인봉쇄 서명 기법을 적용하여 전자선거에서의 투표자 중심의 요구사항을 만족하며 투표권에 대한 부인봉쇄 다중서명을 생성하도록 함으로써 보다 공정한 전자선거가 될 수 있는 인터넷 기반 전자선거 기법을 제안한다.

The goal of this study is to propose the approaches to improve the voters' awareness by analyzing the voters' awareness on the fake news related to the elections and identifying the problems with the focus on the 19th Presidential Election. In accordance with the analysis on the data from 128 respondents (53 male and 75 female respondents), the 99.2% (127 respondents) of respondents had informations on elections mainly through broadcasting(77.2%), smart phone(70.9%), Internet(63.8%) and newspapers 32.3% which accounts for 41 respondents) in that sequence. Next, the 87.4% of respondents thought that the informations on elections had more impact on their voting than the generally expected degree. Meanwhile, the voters' awareness on the facts was analyzed by collecting and presenting the information on elections which stated by candidates in the 19th Presidential Election. In accordance with the analysis, there were the significant differences per age groups. The Scheffe test indicated that the respondents in 30s to 40s had significantly higher average awareness than those in 20s. According to the analysis results, it was proposed that the National Election Commission install the election information investigation and analysis committee in the election organization, investigate and analyze the election informations each election for providing real facts to the public, the voters.

본 연구는 전자선거 프로토콜의 요구사항을 규정해 보고, 컴퓨터 통신상에서 이를 충족시키기 위한 암호기법 들을 분석해 본다. 전자선거의 도입이 선거 비용을 절감시키고 투표 장소의 제약을 획기적으로 개선하지만 매표방지등의 문제로 아직은 완전한 이동성을 제공하지는 못한다. 그리고 투표결과의 정확성 검증과 매표방지는 서로 상충되는 요구사항이기도 하다. 실제선거에서는 효율성의 문제로 영지식증명기법등의 사용이 제약 받을 수도 있다. 이러한 문제들을 정리하고, 실제의 선거 절차와 선거 속성들이 전자선거 프로토콜로 어떻게 구현되었는지 비교 검토함으로써, 규정한 요구사항들의 선택적인 적용에 활용코자 한다.

단일 선거관리자로부터 은닉 서명을 생성하는 프로토콜은 부정한 선거관리자에 의한 투표위조의 문제점이 나타날 수 있으므로 그에 대한 보완이 필요하다. 본 논문은 은닉서명을 사용하는 전자투표 프로토콜에 문턱 은닉 서명을 적용시켜 다중 선거관리자로부터 유효한 은닉 서명을 생성하는 투표 프로토콜을 제안한다. 효과적인 문턱 은닉 서명을 설계하기 위해서 Schnorr 은닉 서명을 이용했으며, 이를 적용한 다중 선거관리자에서의 전자투표 프로토콜을 설계했다. 제안한 방식에서 은닉서명은 n명의 선거관리자중 t명 이상의 합의에 의해서만 생성 가능하므로, 부정한 단일 선거관리자에 의한 투표위조의 문제점을 해결할 수 있다.

Many areas of human activities are computerized with the wide spread use of computers and communication networks.Electrinic voting is an important social activity in democtatic society.The realization of electronic democracy is based on the sectrity of edectronic voting scheme.Therefore, it is necessary to use the cryto-graphic technique for secure electronic voting scheme.Therefore, it is necessary to use the cryto-graghic technique for secure election.In this stusy, an dedctronic voting scheme sutiable for large election is proposed.In order to make practi-cal volting scheme, we assume that the voting authorization center is trustful and the chaum's anonymous com-munication channel[6] prepared before the election day.The center authorizes the ballot of eligible voter by using the ID based digital signature scheme in the registeation stage.During the voting stage, undeniable chal-lenge/ response prorocol is performed between the center and the boters to ensure that the intemediate voting results should not affect the entire.The proprsed scheme fully conforms to the requirments of large scale election such as privacy of the voters, fairness, unresuability, unforgeability and eligbility.

To date, the theoretical discussions on ‘Election Broadcasting Deliberation Systems’ have been made, but few researches have been made on the empirical cases of such broadcasting provisions. Therefore, this research thesis is to gather and analyze cases of the Election Broadcasting Deliberation, and then find out problems from the operation of the real Election Broadcasting Deliberation, and furthermore, seek a way to improve the provisions of Election Broadcasting Deliberation. Also, this thesis is to analyze the real cases of items of ‘Fairness’, as the key ones of Election Broadcasting Deliberation. This research thesis took up as a major agendum, the necessity of overhauling provisions of Election Broadcasting Deliberation/the problems that provisions and restrictions are inconsistent/the outstanding issue of the violated fairness rules. In this regard, this thesis maintained the importance of reconsidering fairness rules of news.

선거 기간 때마다 유권자들은 어떤 후보자에게 투표권을 행사해야 올바른 선택을 하게 될지 고민하게 되며, 후보자의 선거캠프에서는 후보자에 대한 유권자의 평판에 관심을 가지게 된다. 이러한 고민을 해결하기 위하여 본 논문에서는 TF-IDF 기법과 양방향 LSTM 기계학습모델을 활용해 특정 정치인의 분야별 행보와 여론에 대해 시계열 파악이 가능한 프로파일 보고서를 생성한다. 이를 통해 유권자는 후보자의 정치 철학과 경륜에 대한 이해가 쉬워져 올바른 투표권을 행사할 수 있으며 선거캠프에서는 데이터 기반 평판에 대한 올바른 선거전략을 수립할 수 있게 된다.
