육계자조금 설치를 위한 대의원 선거가 지난 10월 24일부터 28일까지 5일간의 일정으로 치러졌다. 전국 76개 선거구 중 74개 선거구에서 치러진 이번 대의원 선거는 68개소에서 유효 선거가 이루어져 총 135명의 대의원을 선출했다. 유효득표미달 선거구(6개 선거구)가 발생했음에도 전체 농가 참여율은 58.7%(사육수수는 63.7%)를 기록했다. 본고에서는 육계자조금 대의원 선거 현황 및 개표결과에 대해 알아본다.

본 연구는 전자선거 프로토콜의 요구사항을 규정해 보고, 컴퓨터 통신상에서 이를 충족시키기 위한 암호기법 들을 분석해 본다. 전자선거의 도입이 선거 비용을 절감시키고 투표 장소의 제약을 획기적으로 개선하지만 매표방지등의 문제로 아직은 완전한 이동성을 제공하지는 못한다. 그리고 투표결과의 정확성 검증과 매표방지는 서로 상충되는 요구사항이기도 하다. 실제선거에서는 효율성의 문제로 영지식증명기법등의 사용이 제약 받을 수도 있다. 이러한 문제들을 정리하고, 실제의 선거 절차와 선거 속성들이 전자선거 프로토콜로 어떻게 구현되었는지 비교 검토함으로써, 규정한 요구사항들의 선택적인 적용에 활용코자 한다.

As individual opinions are expressed and discussed through SNS, SNS is used as a new basis to estimate the direction of public opinion. This change also appears in election. So many voters state their views through SNS, so that candidates utilize it as a new space for communication. In this paper, positive mention in SNS were collected and analysed in the course of the election of Korean 20th Congressman, to understand how the mention on election in SNS affects the result of election. This result was compared with the traditional survey on public opinion, to find out which one more corresponds to the result. In conclusion, mention in SNS coincide more with the result of elelction than the traditional survey.

동아시아연구원은 중앙일보, SBS, 한국리서치와 컨소시엄을 구성하여 5 31 지방선거에 패널조사 기법을 활용하여 민심의 변화를 추적하였다. 패널여론조사는 개별 투표 결정요인의 역동성은 물론 요인 간 인과관계에 대한 분석에서 일반여론조사의 한계를 극복하는 대안으로 간주된다. 지역 패널의 경우 서울, 부산, 광주, 충남의 4개 지역 광역단체장 선거를 중심으로 1차 패널 각 800명으로 출발하여 4차 조사 패널 유지율 70% 상회하는 결과를 바탕으로 결정요인 간의 인과관계, 선거 운동의 영향력, 부동층 등 선거 연구의 핵심 쟁점에 대한 분석을 가능케 하는 자료를 구축하였다. 그럼에도 불구하고 패널의 대표성 문제, 지역감정의 지수 계발 등 문제점도 노정되었다. 논문은 선거 연구의 핵심적 쟁점에 대한 논의와 이와 관련하여 일반여론조사의 대안으로 부상한 패널조사 기법의 장 단점을 논의하고 이의 구체적인 사례로 5 31 지방선거 패널조사의 기획과정과 결과를 보고한다.

This essay ascertains the relationship between counter-honeymoon elections and presidential party's electoral advantages. In order to achieve this goal, this study briefly reviews the literature relevant to this subject. And this study empirically tests the impacts of the couter-honeymoon elections on the electoral results by analyzing the official election outcomes in Russia and Colombia. This essay concludes the implications of the study.

The purpose of this study is to derive design factors to provide inclusive information without encouraging the division of region and ideology, and to present the prospects of election result infographics design through evaluation and interpretation of the based design factors. First, the methods and results of the study identify the characteristics of infographics design through theoretical considerations to confirm the importance of visualizing data, and the case study of infographics design as the main flow is cathogram-style design using various forms of digital interaction. Second, the 21 st National Assembly election of Korea resulted in the response to infographics design and evaluated and analyzed the suitability of design factors through surveys and expert interview for five designs selected (suitable for purpose, convenient, aesthetic, easy of understanding, and public concern). In conclusion, it is predicted that the election results infographics design will evolve to offset regional and ideological division by providing inclusive information tailored to consumer needs by providing different types of infographics designs that meet basic objectives and functions.

This study aims to analyze and evaluate the outcomes of the far-right parties in the 2019 European Parliament (hereinafter EP) elections. To this end, this study refrains from the conventional method of analyzing the number of seats of the political group(s) classified as far-right in the EP. Instead, the study takes a method based on the party family classification by summing up the number of the EP members who have been elected to the far-right party within individual member states. There are two reasons for the analysis of EP election results based on this far-right party family. Firstly, some of the far-right members of the EP do not join the political group(s) classified as far-right, and secondly, some of the political group(s) classified as far-right tends to be inhomogeneous. In this vein, this study attempts to analyze the outcomes of the far-right party in the 2019 EP elections based on the classification of the far-right party family. As a result, this study shows that the assessment of the European major press based on the number of seats of the political group(s) classified as far-right in the EP was inconsistent with the actual political landscape. According to the analysis of election results based on the classification of the far-right party family, the number of seats secured by the far-right parties in the 2019 EP elections corresponded to or significantly exceeded the results of previous polls. In addition, this is a significant increase in the seats of the far-right parties compared to the 2014 EP elections, and it is reasonable to affirm that the far-right parties have made great strides in the 2019 EP elections.

The goal of this study is to propose the approaches to improve the voters' awareness by analyzing the voters' awareness on the fake news related to the elections and identifying the problems with the focus on the 19th Presidential Election. In accordance with the analysis on the data from 128 respondents (53 male and 75 female respondents), the 99.2% (127 respondents) of respondents had informations on elections mainly through broadcasting(77.2%), smart phone(70.9%), Internet(63.8%) and newspapers 32.3% which accounts for 41 respondents) in that sequence. Next, the 87.4% of respondents thought that the informations on elections had more impact on their voting than the generally expected degree. Meanwhile, the voters' awareness on the facts was analyzed by collecting and presenting the information on elections which stated by candidates in the 19th Presidential Election. In accordance with the analysis, there were the significant differences per age groups. The Scheffe test indicated that the respondents in 30s to 40s had significantly higher average awareness than those in 20s. According to the analysis results, it was proposed that the National Election Commission install the election information investigation and analysis committee in the election organization, investigate and analyze the election informations each election for providing real facts to the public, the voters.

Many areas of human activities are computerized with the wide spread use of computers and communication networks.Electrinic voting is an important social activity in democtatic society.The realization of electronic democracy is based on the sectrity of edectronic voting scheme.Therefore, it is necessary to use the cryto-graphic technique for secure electronic voting scheme.Therefore, it is necessary to use the cryto-graghic technique for secure election.In this stusy, an dedctronic voting scheme sutiable for large election is proposed.In order to make practi-cal volting scheme, we assume that the voting authorization center is trustful and the chaum's anonymous com-munication channel[6] prepared before the election day.The center authorizes the ballot of eligible voter by using the ID based digital signature scheme in the registeation stage.During the voting stage, undeniable chal-lenge/ response prorocol is performed between the center and the boters to ensure that the intemediate voting results should not affect the entire.The proprsed scheme fully conforms to the requirments of large scale election such as privacy of the voters, fairness, unresuability, unforgeability and eligbility.

This paper discusses the central issues of election studies and in this contort, suggests the panel survey method as an alternative to general opinion surveys. In doing so, it also explains the advantages and benefits that a panel survey provides, and discusses the weakness of the 2006 panel survey. East Asia Institutes, constructing the consortium which includes JoongAng Ilbo, SBS, and Hankook Research, traces the change in voting decisions during the 2006 Korean Local Elections. Four regional panels, focusing on the gubernatorial elections in Seoul, Pusan, Kwangju, and Chungnam, enable researchers to study the critical issues of election studies such as the causal relations among a set of voting determinants, the impact of campaigns, and the characteristics of floating voters.
