This paper focus on universal values and characteristics of populist parties of the Western Europe. Moreover, the causes of the European populist parties successful political activities in the European society, in which democracy is relatively established, quite stably, examined as well. Populist political activities based on simple speech are evidently unfair political actions mobilizing the unreasonable populace. populist politics is difficult to coexist with the modern Western European democracy.

환경오염이 건강에 미치는 영향에 대한 관심이 높아지면서 서유럽 국가들, 특히 독일에서는 섬유, 가죽, 옷 등 일용제품에 환경마크(ECO-Label)를 부착하려는 경향이 있다. 환경마크는 소비자들에게 그들이 구입한 제품들이 환경오염을 일으키지 않으며, 또 사용시 몸에 해롭지 않다는 것을 보증하기 위한 것으로서, 여러 관련 협회, 연구기관 또는 컨설팅 회사가 각각의 유해 물질에 대해서 정한 표준과 허용 한계치에 기초하여 주어진다. 이러한 환경마크들 중에서 eco-tex, Gut, Oeko-Tex Standard 100, TOX PROOF, EU environmental symbol 등이 있으며, 이 외에도 더욱 많은 환경마크들이 특히 독일에서 경쟁적으로 생겨나고 있다. 이들 중에서 가장 잘 알려져 있고 널리 사용되고 있는 것은 'Oeko-Tex Standard 100'으로서 서유럽 12개 국가들이 참여하며 각국을 대표하는 연구기관들로 구성된 '국제 섬유 환경학 연구 실험 기구(Int'l Association for Research and Testing in the field of Textile Ecology)'에 의해 주어진다.

체르노빌사고는 특별한 사고원인과 특유의 방사능 방출조건이었음에도 불구하고 서유럽국가에서는 경수로에서의 중대사고 문제를 정치적 논쟁으로 가져갔다. 그 결과 과거에는 이와 같은 사고의 방지에 주력하던 노력이 지금은 중대사고에 의한 영향을 경감시키는 방향으로까지 확대되고 있다.

The essay examines the development and characteristics of regionalism as new social-political conflicts in Western Europe since 1970's and explores theoretical approaches of regionalism in terms of modemization theory of social sciences. There are various types of regionalistic movements: separatism, regional equity development, federalism, autonomy, nationalism, and so on. These different orientations have already shown serious problems, theoretical and conceptional, conceming the analysis of regionalism. But in conceptualizing this phenomenon, five competitive theses could be distinguished: persistence thesis, differentiation thesis, political procedure thesis, convergence thesis, and counter-differentiation thesis. Although the heuristic theses are still elaborated on the base of empirical studies and actual data, they indicate that each thesis ontologises the region as one of the key concepts explaining regionalism very differently.
