Analyzing Accessibility of Emergency Shelters Based on Service Population: The Case of Outdoor Evacuation Places for Earthquake in Jung-gu, Seoul (생활인구를 고려한 대피시설 접근성 분석: 서울 중구지역 지진 옥외 대피장소를 사례로)

  • Purpose: This study analyzes accessibility of outdoor evacuation places for earthquake and the accessibility improvement effects when expanding the evacuation places in accessibility-deficient areas. In order to consider real-world evacuees, the accessibility analysis is based on service population not on resident population. Method: Location-allocation model as a GIS-based spatial optimization mode is used to analyze accessibility and vulnerable areas to evacuation places. Of location-allocation problem types, 'Maximize Coverage' method is chosen to allocate as many potential evacuees as possible to evacuation places. And impedence cutoffs or evacuation distances (times) are applied to three classes: 500m (7.5 minutes), 1,000m (15 minutes), and 1,500m (22.5 minutes). Case study area is Jung-gu areas, Seoul as a high-density downtown area. Result: Results show that accessibility-deficient areas and population to evacuation places are much more in service population than in resident population. Accessibility is significantly improved when increases when expanding the evacuation places in accessibility-deficient areas. Yet, accessibility-deficient areas are still remained since available lands are insufficient in the high-density downtown area. Conclusion: The study suggests that temporary evacuation facilities like outdoor evacuation places for earthquake need to consider real potential evacuees based not only on resident population but also on service population. Also, policy measures to provide emergency shelters need to more utilize spatial optimization tools like location-allocation model.

  • This paper examined the changes of urban system through the network and the flow pattern reflected in daily movement in Korea. Because daily movement reflects trip pattern, urban system formed by inter-city linkages can be recognized in terms of living sphere. While population movements between cities have the number of linkage systems of city network and the number of traffic regions composed of the origin and destination has increased respectively. Nevertheless, spatial extent of Capital region and Busan region has been expanded. In Gangwon-do in which Seoul-oriented high-speed transportation network has developed, separation of living sphere between Yeongdong area and the Soyanggang cultural region formed around Chuncheon was intensified. Living sphere that includes Daejeon and the surrounding cities has been expanded to the southern Gyeonggi-do. The existing living sphere formed in Jeollanam-do was fragmented into the east and west around Mokpo and Suncheon due to the weakened centrality of Gwangju. Living spheres formed by spatial interaction were consistent with regional administrative boundary. Considering the increased interaction between Seoul and its surrounding cities, the development of global city-region centered on Seoul is expected.

  • New infectious diseases have broken out repeatedly across the world over the last 20 years; COVID-19 is causing drastic changes and damage to daily lives. Furthermore, as there is no denying that new epidemics will appear in the future, there is a continuous need to develop measures aimed towards responding to economic damage. Against this backdrop, the living population is an important indicator that shows changes in citizens' life patterns. This study analyzes time-based and socio-environmental characteristics by detecting and classifying changes in everyday life caused by COVID-19 from the perspective of the floating population. k-shape Clustering is used to classify living population data of each of the 424 dong's in Seoul measured by the hour; then by applying intervention analysis and One-way ANOVA, each cluster's characteristics and aspects of change in the living population occurring in the aftermath of COVID-19 are scrutinized. In conclusion, this study confirms each cluster's obvious characteristics in changes of population flows before and after the confirmation of coronavirus patients and distinguishes groups that reacted sensitively to the intervention times on the basis of COVID-related incidents from those that did not.

  • COVID-19 가 장기간 지속됨에 따라 시민들의 생활패턴, 생계 등에 큰 영향을 미치고 있다. 본 논문에서는 서울시의 유동인구 및 카드 소비데이터를 이용하여 COVID-19 가 어떤 영향을 미쳤는지 알아보려 한다. 이를 분석하기 위하여 대용량 데이터인 2019 년 1 월 ~6 월 그리고 2020 년 1 월 ~ 6월 서울시 유동인구 및 카드 소비 데이터를 이용하였다. 서울시를 각 행정구로 나누어 이에 관련한 유동인구의 변화, 유동인구의 증감의 변화를 추정하고 마찬가지로 카드소비데이터의 증감의 변화를 추정하여 서울시 여러 행정구의 유동인구, 카드데이터 두 데이터 간의 연관 관계를 다방면으로 분석하여 엄밀한 인구 밀집도 분석으로 COVID-19 가 서울 지역경제에 미친 영향에 대하여 실증분석을 진행하였다.

Impacts of Social Distancing for COVID-19 on Urban Space Use in Seoul (COVID-19 사회적 거리두기가 도시공간이용에 미치는 영향)

  • This paper aims to analyze changes in urban space use due to social distancing measures for COVID-19 using de facto population data in Seoul during daytime, which is estimated by Seoul Metropolitan Government and telecommunication company of KT using public big data and LTE signal data. The result of kernel density estimation and spatial autocorrelation analysis shows that the distribution patterns of de facto population in 2019 and 2020 were generally similar. This is a result of showing that the government's social distancing measures enabled a certain level of normal activities while suppressing the spread of COVID-19. However, analyzing de facto population subtracting 2019 from 2020 showed different results at the micro level. De facto population decreased in commercial areas but increased in residential areas. This means that COVID-19 social distancing measures had spatially uneven effect. The results of analyzing the effect of regional, land use, economic, educational, and accessibility characteristics on the changes of de facto population using spatial regression analysis are as follows. The higher the density of commercial facilities, the more businesses subject to regulations and schools and universities that require non-face-to-face classes, the more de facto population decreased. Conversely, it was found that de facto population increased in areas with many houses and parks due to telecommuting.

Estimation of the Minimum Cost of Living in Seoul (서울시 지역최저생계비 계측에 관한 연구)

  • Providing the income support program for people under the poverty level has been regarded as the basic obligational role of modern government. The target population of this program should include all the poor who are unable to maintain the minimum health and decency level with their own income. The minimum living cost, however, varies within a country because there are regional differences in consumer price and the mode of living. The current program does not count for the regional differences, leaving a significant portion of Seoul's poor needy people being ineligible for this public care. Recognizing these regional differences, this paper attempts to estimate the minimum living cost in Seoul area, comparing it to the national one. It employs the data and method that the Korea Institute of Health and Social Affairs adopted in its 1994 study, since it has been served as a basis of the current public assistance program. The minimum cost of living in Seoul is estimated to be \887,611 per month for a 4-person household. It is 1.33 times greater than the national monthly minimum of \666,684. Based upon the '94 urban household expenditure survey data, some 5.9 percent of Seoul's population, 636,132 people, are found to be under the Seoul's minimum living level. This number is 5.2 times greater than those 123,304 people who are eligible for the current public assistance program in Seoul.

  • 본연구는 부부의 경제생활 만족도를 파악하기 위하여 가정의 사회인구학적 변인과 가정의 경제환경에 대한 지각정된 주관적 경제수준 평가 및 부부가 참여하는 가계관리 행동 변인들이 부부의 가정의 경제생활 만족도에 미치는 영향을 실증적으로 검증하여 비교 분석 하는 데 그 목적이 있다. 조사대상자는 서울시 거주의 1자녀 이상을 둔 부부로서 500쌍의 설문지 중 367쌍이 본 연구자료로 사용되었다. 연구결과를 요약하면 다음과같다. 남편의 경 제생활 만족도에 여향을 미치는 변인은 소득 적정감 자원 지각도, 상대적 비교감, 자원기여 평가도 경제소준 향상감, 가계관리 참여도, 월평균 가계속득이었으며 부인의 경우에는 소득 적정감 상대적 비교감 자원기여 평가도 자가주택 소유여부 남편의 직업으로 나타났다 남편 과 부인 모두의 경제생활 만족도에 대한 예측력이 가장 큰 변인은 소득 적정감으로 나타났 다 부부의 경제생활 만족도는 주관적 경제수준 평가의 영향력이 사회인구학적 변인의 영향 력보다 상대적으로 큰 것으로 나타났다.

도심속에서 명맥을 이어온 낙농목장

  • 아직도 대한민국 인구 중 5분의 1이 사는 서울 안에는 국민의 건강을 책임지는 젖줄, 아직까지 극히 소수의 낙농목장이 존재하고 있다. 도시근교의 축산도 타지역으로 밀려나고 있는 추세에 서울 안에서 낙농을 영위하기란 거의 불가능한 일, 확실히 서울은 낙농의 불모지이다. 비록 그린벨트 지역으로 분류되어 있지만 행정구역상 서울시 내에서 대가축인 젖소들이 사육되고 있다는 점 만큼은 이채로운 사실이다. 서울을 비롯한 수도권지역이 지속적인 발전의 모습을 띤 지역이고 보면, 여전히 존속하여 과거 낙농의 모습을 유지해나가고 있는 이들 목장은 한국낙농의 '화석'이라 불러도 좋겠다. 금번 월간낙농육우 3월호에서는 이들 목장 중 두곳을 방문하여 그들의 목장생활과 애로를 들어봤다.

Analyzing Pedestrian Characteristics Using the Seoul Floating Population Survey: Focusing on 5 Urban Communities in Seoul (서울시 유동인구조사자료를 활용한 보행특성 분석: 서울시 5개 생활권역을 중심으로)

  • This paper analyzes and compares the pedestrian characteristics of 5 urban communities with 2012 Seoul floating population survey data. First of all, differences in total pedestrian volumes and time distribution of the volumes are compared across the 5 urban communities and the effects of pedestrian road properties are investigated. Then, we conduct a regression analysis to find factors influencing pedestrian volume according to the type of urban community and day of week. As results, the urban community had the greatest volume and the volume increased significantly at lunch time. Center bus lane, bus stop, and crosswalk lead to more trips in the urban community, while opposite patterns occurred in the other communities. Less slopes and commercial region areas caused more trips in all communities. Regression analysis results showed that a variety of variables including demographic indices, land use type and pedestrian road properties differently affect pedestrian volumes in individual urban communities. The research can be used as basic data to establish polices for pedestrian environment improvement.
