최근 서울시와 서울시의회가 준공업 지역 내 공동 주택 건립 허용을 놓고 공방을 벌이고 있다. 서울시의회는 개정안을 내놓았지만 서울시의 강력한 반발과 불리하게 돌아가는 여론 때문에 한발 물러선 상태다. 서울시 준공업 지역의 현황과 준공업 지역을 둘러싼 논쟁의 바람직한 해결 방안은 무엇인지 알아본다.

Real estate has been the most preferable investment asset since 1980's has begun. Especially the ups and downs of housing price influence significantly on the household and national economy for a digital economy. In this analysis, monthly movement of apartment price of Seoul and its correlation with KOSPI, construction concerned shares, securities concerned shares, interest rate and exchange rate for 320 months(from January, 1987 to August, 2013) are shown. From the analysis, correlation coefficient of the price of apartment in Seoul and KOSPI is 0.8566 which is highly positive while the price of apartment in Seoul and interest rate are shown strong negative correlation which is -0.7846. The rise of stock market does affect the rise of the price of apartments in Seoul, on the contrary, the price goes down when the interest rate goes up.

고용노동부 서울지방고용노동청(청장 권혁태, 이하 서울청)은 우리나라의 수도이자 정치 행정 경제 문화 교통의 중심지인 서울의 안전을 뒷받침하고 있는 곳이다. 서울지역 전체를 비롯해 직접 관할하고 있는 종로구, 중구, 서초구, 동대문구 등을 포함해 다양한 산재 예방 사업과 정책을 추진하고 있는 것이다. 이러한 서울에는 각종 공공기관, 대기업 본사 등을 비롯해 다양한 시설이 밀집돼 있는 것은 물론 수많은 근로자들이 일을 하고 있다. 따라서 서울에서 대형사고가 일어날 경우 상당한 여파가 발생하게 된다. 때문에 이 지역 산업안전을 책임지는 서울청의 어깨가 더욱 무거울 수밖에 없다. 특히 지난해 유난히 서울지역 건설현장에서 대형 산업재해가 많이 발생한 것과 관련, 서울청은 사고 재발 방지를 위해 현장에 자율안전관리체제를 정착시키는 한편 예방대책 위주의 지도 감독을 전개하는 데 역점을 두었다. 본지는 서울지역 안전을 총괄 지휘하고 있는 권혁태 서울지방고용노동청장을 만나 올해 산업안전정책 등에 대해 이야기를 나눠봤다.

Recently, research, development and interest in story-telling has been studied in the cultural industry across the board. In addition, the local legend, history, and the cultural heritage has been increasingly used for the marketing method. This research paper is to find the possibility from the legend, folk story and story-based contents of place names in Seoul. We'd like to find the legendary history and the type related to SEOUL, and to suggest the following application plan to maximize the potential of the contents ; Building a storybank, developing the contents-connected program, developing festivals using the legend and the folk story, developing the legend-connected product, and developing various cultural artistic contents with the place name legends.

The purpose of this study is to analyze the factors influencing the regional differences and the denture use behavior after the elderly denture health insurance benefits for the elderly over 65 years old in Seoul and Gangwon provinces. The data was used in the "2015 Community Health Survey". The results of the study are as follows; 1) There is a significant difference in denture use among elderly in Seoul and elderly in Gangwon area. 2) There is significant differences in denture use among the elderly in the Gangwon area. According to the age, household income, basic living conditions, occupation, education level and subjective oral health, There is significant differences in all of 2 areas. 3) Some 16.6% of the elderly in Seoul and some 22.3% of the elderly in Gangwon province answered 'yes'. The reasons for not having the required dental care were the most economical reasons in all of 2 areas. Therefore, the elderly denture health insurance benefit project considering various aspects is necessary.

본 연구의 목적은 지방 환자의 서울 지역 입원진료의 추이를 파악하고 그 요인을 규명하는 데 있다. 이를 위해 2005년 및 2008년 환자조사 입원자료를 이용하였으며, 서울지역 거주 환자를 제외하고 2005년 333,280명, 2008년 419,873명을 연구대상으로 하였다. 자료분석은 기술통계, 카이제곱 검정, 로지스틱 회귀분석을 실시하였다. 2005년 대비 2008년 성별, 연령별, 의료기관 유형 등 일반적 특성의 분포는 유사한 것으로 나타났다. 지방 환자의 서울지역 이용은 다소 증가한 것으로 나타났으며, 서울 지역 입원진료는 남자, 중장년층 건강보험환자가 타기관에서 의뢰되어 외래를 통해 입원하며, 주 거주지가 경기, 강원, 충북, 충남, 제주지역 순으로, 광역시는 상대적으로 낮았다. 질병군별로는 선천성 기형, 신생물, 종양이나 수술후 추후치료, 눈 질환, 혈액 조혈 면역기 질환, 근골격계 질환 순으로 지방환자의 서울지역 의료기관 입원 이용률이 높았다. 그러나 상대적으로 지방 입원진료 확률이 높은 노년층, 의료급여, 응급경유, 질병군별로 중증도가 높은 환자가 혼재되어 있어 있을 가능성이 있어 향후 중증도 보정에 대한 심층 연구가 필요한 것으로 판단된다.

2022년 중부권 폭우로 인하여 서울 강남구에서 도시홍수가 발생하였고, 많은 인명 및 경제적 지해를 유발하였다. 기후변화로 야기되는 극한 강우의 발생 패턴 및 강우 패턴의 변화가 많은 연구에서 확인되어 오고 있다. 한국의 경우 극한 강우가 국지적이고 단기간에 많은 강우량을 발생시키는 패턴으로 변화하고 있는 것으로 연구되고 있다. 특히, 도시홍수의 경우 도달시간이 매주 짧기 때문에, 초단기간에 대한 강우분석이 필요하나, 강우관측시스템의 한계로 인하여 현재까지는 초단기간에 대한 극한 강우분석이 미비한 실정이다. 1997년 이후로 기상청에서는 지속적으로 방재기상관측망(Automatic Weather System, AWS)를 설치를 하였고, 최근에 설치된 AWS의 경우 초단기간 강우량 자료를 관측할 수 있는 장비 및 시스템을 구축하고 있으나, 운영된 기간이 짧아 빈도해석에 적용하기에 한계점이 많다. 본 연구에서는 서울 지역에서 영향을 주는 40여개의 AWS의 초단기간 강우량 자료를 이용하여 서울 지역을 확률강우량을 산정하고자 한다. 짧은 관측기간으로부터 발생하는 확률강우량 추정불확실성의 저감을 위해서 지역빈도해석을 적용하였다. 지역빈도해석으로는 지수홍수법을 적용하였다. 추가적으로 서울안에서 공간적으로 확률강우량의 편차에 대하여 조사 분석하였다. 본 연구의 결과를 통하여 서울지역의 초단기간에 대한 안정적인 확률강우량의 추정이 가능할 것으로 예상되며, 추가적으로 지역별 확률강우량의 차이를 비교분석 할 수 있을 것으로 기대된다.
