A Method of Measuring Accessibility for Community Infrastructure Planning (생활인프라 공급계획을 위한 접근성 평가 방법)

  • Recently, interest and financial investment in community infrastructure have been growing. Accordingly, Korean Ministry of Land, Infrastructure and Transport suggested a standard for community infrastructure planning. The standard was based on time distance which represents citizens' accessibility to infrastructure facilities. This paper presents a method to use the navigation application programming interface (API) to calculate travel time. Buffer analysis using Euclidean distance has been widely used so far to evaluate accessibility. However, this method has limitation in that it does not reflect situations in the real world such as crosswalks and slope ways. The infrastructure accessibility indices of local towns in Yeonsu-gu, Incheon were computed based on the time obtained by navigation API. Also, Yeonsu-gu was spatially analyzed to reveal the resident units that are marginalized from community infrastructure facilities. Using navigation API enables to compute realistic accessibility indices and to find unbenefitted residential areas. The method presented in this paper can help community infrastructure planners for their facility spatial plan and budget distribution.

  • Community infrastructure contains national facilities that directly affect the quality of life of citizens. They need to be evenly supplied to every one of citizens. However, the services provided by infrastructure differ by region. In this paper, we propose a method to analyze the current status of the supply of community infrastructure consisting of accessibility and capacity. Accessibility can be evaluated by the time between residence blocks and facilities, which is an indicator of the convenience of citizens. Capacity is assessed by the area supplied for the local population, to assess whether facilities are being sufficiently supplied to the region. The method presented in this paper was applied on a case region to test the applicability. The analysis method of the supply status of community infrastructure in this study is considered to be used as a basic framework for regional supply plan of community infrastructure and urban planning.

  • 인프라(Infrastructure)는 도로, 다리, 철도, 에너지, 상하수도 등과 같이 일상생활과 경제활동에 필수적인 사회기반시설로 국민의 안전과 삶의 질, 경제성장에 큰 영향을 미친다. 국내 인프라 건설이 활발했던 1970년대 이후 30년 이상 경과함에 따라, 고령화된 인프라와 관련된 안전사고가 발생하는 등 대책 마련의 필요성이 커지고 있다. 여기서는 현대경제연구원 김동열 수석 연구위원의 '인프라 고령화의 실태와 개선과제' 보고서를 통해 인프라 고령화의 현황, 문제점, 향후 과제 등에 대해 살펴본다.

  • The u-City is next generation IT-City which is to enhance the quality of life and convenience of life base on merger up-to-date communication infrastructure with u-IT services. To realize u-City, intelligent building is built for citizens to make a space of comfortable life. The intelligent building is possible to be constructed by communication infrastructure for various U-services. This paper mentions the ranges of communication infrastructure and shows how to construct it each range through regulation, law and technical. Lastly, the topics are suggested to build successfully u-City constructions in Korea.

  • This study is to develop a GSTM (Green infrastructure Surface Temperature Measurment) equipment for reducing the surface temperature of GI by using LID Method. The tests were conducted including GI products such as Greening block, Pervious Block, Soil Block and so on. The GSTM equipment developed by considering the literature surveys are characterized as follows. The non-contact infrared temperature sensor was used to measure the surface temperature, and it was improved to measure the overall average temperature including the center and the corner temperature of the specimen. The developed GSTM equipment was used to compare performance of asphalt and GI products. As a result, the Greening Block show a high difference of $18.4^{\circ}C$ and it contributes to the decrease of surface temperature.

  • In this paper a new kind of unit-prefabricated building is shown. The unit-prefabricated buildings are made up living unit, energy unit, water unit. The design trend implemented the energy insulation, solar PV panels, energy storage system which are maintained for zero energy buildings. We made a prototype for zero energy flexible residential unit. The first step, we was evaluated the physical performance, insulation, airtightness. The second step, we was evaluated energy performance building to design heating and cooling system to combined PV system. As a results, the insulation performance wall was $0.18W/(m^2{\cdot}K)$. The results of air-tightness was 12.13 ACH@50 (1/h). The building energy demand ratings and solar energy generation has the possible to be ballanced.

  • This study has a purpose to profile local sectors into meaningful groups by using facilities rates of Social Overhead Capital(SOC) for daily life. Comparing SOC for daily life among the meaningful groups, the profiling and comparison results bring the comprehensive understanding about the educational facilities in local sectors. For the research purpose, this study utilized Latent Profile Analysis(LPA) by using variables such as population, road information, SOC for daily life, usage of land, possession of land, and appraised value of land from the 2018 Geographic Information System(GIS) dataset of Gwangjin-gu, where is one of the administrative district of Seoul City. Results showed that there are four latent groups of sectors among 904 local sectors(100 squared-meters sector per each) in Gwangjin-gu. By comparing the four latent groups by using LPA, the results diagnose each sector's status and help to improve the policy about educational facilities. Specifically, by using dataset for SOC of daily life, there are four groups of local sectors and each group has different features. Based on the different features of local sector groups, there can be improved management of educational facilities matching with each group's features.

  • 농업 농촌은 인구유출로 인한 과소화, 농산물 국제 개방 등으로 어려움을 겪고 있다. WTO 뉴라운드 농업협상 등 국제 농산물 시장 개방이 가속화되면서 수입농산물이 증가하여 결국 국내 농업기반이 붕괴되고 있다. 농업기반이 무너지면서 농가 인구는 감소하여 농촌은 노령화로 생산 활동이 위축되고 있다. 또한 난개발로 농촌경관이 훼손되고 있으며 도시지역에 비해 생활여건과 복지 인프라도 취약한 실정이다.(중략)
