Comparative Study of Steam Evaluation Technique (호안평가방법에 대한 비교 연구)

  • 자연과 함께하는 하천복원기술개발에 관한 연구의 일환으로 호안평가기법을 개발하였는데 평가항목은 수리안정성, 생태성 및 어메니티로 구성되어 있다. 개발된 방법과 외국의 호안평가방법을 비교하기위하여 일본과 미국의 방법을 선택하였다. 세가지 방법들의 세부적인 평가항목들의 유사성은 많지 않았으며, 그 이유는 평가의 관점이 각각 상이하기 때문이다. 미국의 방법은 어메니티는 거의 고려하지 않았으며 일본의 방법은 호안구조물의 파괴에 초점을 맞춘 방법이다. 세가지방법의 평가항목을 수리적 안정성, 생태성 및 어메니티의 대항목을 분류하고 각 항목마다 몇 개의 소항목으로 구성하고 각 소항목마다 1점에서 5점까지 점수를 부여하였다. 점수가 낮을 수록 좋은 평가가 되도록 배정하였다. 광주천의 한지점의 조사결과를 각각의 방법에 맞춰 점수를 계산한 결과 연구팀의 방법은 2.19점, 미국방법은 2.71점, 일본의 방법은 2.11점으로 평가되었다. 평가항목의 중복성이 많지 않았지만 평가결과는 점수의 차이가 크지 않음을 알 수 있었다. 각 방법의 소항목들을 자세히 검토하여 연구팀의 평가방법을 보완하는 연구가 필요할 것이며 평가방법이 확립되면 기존호안을 평가하여 호안공사 우선순위를 정하는데 유용하게 이용될 수 있을 것이다.

A Selection Methodology of the Appropriate Candidate Sites of Riverine Wetlands for Ecological Connection (생태축 연결을 고려한 하천습지의 적정 후보지 선정 방안)

  • In Korea, wetland policies are currently being pursued through long-term plans such as nationwide wetland surveys and wetland conservation basic plans. However, most policies focus on understanding the status of wetlands, such as their area, distribution, and biodiversity, and there is a lack of awareness regarding the need to conserve and manage wetland ecosystems as a single organism. Therefore, this study aims to identify potential riverine wetland sites that can be ecologically connected by considering functional aspects such as floodplain, biodiversity, habitat provision, and tourism resources. This study attempted to select a candidate site that could potentially provide ecological connectivity with three wetlands in the Nakdonggang River water system : Upo Wetland, Hwapocheon Wetland, and Junam Reservoir. 63 wetlands and 7 candidate sites located in 15 subwatersheds of the Nakdonggang River were analyzed, and the most suitable candidate site for ecological connectivity was selected based on the calculated scores. A suitability analysis was conducted using 9 evaluation factors to evaluate candidate sites, and the scoring method, using quantile, was applied to these factors. As a result, Upo2(Hopo) was selected as the most suitable site for ecological connectivity, receiving the highest score 36. Therefore, it is believed that Upo2(Hopo) can serve as a floodplain, habitat, biodiversity enhancer, and tourism resource while being the most suitable for ecological connectivity.

  • 우리나라는 최근 도시지역의 광역화로 인해 시가화 지역이 지속적으로 증가하고 있으며, 이로 인해 증가한 불투수면적은 이수 및 치수 측면에서 다양한 문제를 야기하여 유역의 물순환 체계를 왜곡하고 있다. 더불어 하천의 건천화에 따른 하천 유지유량의 감소 및 공공수역으로 방출되는 오염물질의 증가는 하천의 다양한 환경적, 생태학적 문제를 야기하고 있다. 따라서 최근에는 유역 물순환 관리가 국가 물관리 정책의 핵심 전략으로 부각되고 있으며, 적절한 물순환 관리를 위해서는 물순환 건전성이 취약한 우선관리 유역을 도출하고, 해당 유역을 중심으로 보다 체계적이고 통합적인 유역관리 기술이 필요하다. 따라서 본 연구에서는 유역 물순환에 영향을 미치는 주요 요소들을 기후, 수문, 수질 및 사회·경제적 요인 측면으로 구분하고, Pressure-State-Response (PSR) framework를 적용하여 각 요소 별 주요 평가 지표들을 압력 (Pressure), 상태 (State) 및 반응(Reponse) 요인으로 분류하였다. 또한 전국 소권역 단위에 대하여 각 지표들을 분석하여 기후, 수문, 수질 및 사회·경제적요인 별 물순환 건강성 점수를 산정하였다. 한편, 지역 및 요인별 물순환 건강성 점수를 기반으로 핫스팟 분석 (Hot Spot Analysis)을 수행하여, 통계적으로 유의미한 패턴을 나타내는 지역을 중심으로 우선관리가 필요한 지역을 도출하였다. 본 연구에서 도출한 물순환 건강성 평가 요소별 점수 및 핫스팟 분석 결과는 향후 물순환 우선관리 지역 선정에 있어 기초자료로 활용될 수 있을 것으로 기대된다.

  • 우리나라에서 많은 하천정비사업이 이루어지고 있으며 하천정비사업을 위해 하천설계가 실시되고 있다. 하천설계시 호안 설계가 중요한 비중을 차지하고 있으나 현재까지 설계된 사업에서 적절한 호안공법이 선정되었는지는 검증이 되지 않고 있다. 따라서 하천설계에 적용된 호안공법의 적합성을 평가할 필요가 있으며, 이에 따라 본 연구에서는 자연형 하천설계에 적용된 호안공법의 적합성을 평가하였다. 평가방법은 편익(B)/비용(C)방법을 사용하였다. 편익평가방법은 기존의 호안을 평가하는데 사용되는 방법을 기본으로하여 약간의 수정을 가하여 사용하였다. 평가항목은 수리적안정성, 환경생태성, 어메너티의 항목으로 되어 있고 각 항목은 몇 개의 소항목으로 구성되어 각 항목별로 평가점수를 부여한다. 다음 하천의 위치에 따라 도시, 농촌, 산지로 분류하여 위치별 가중치를 도입한다. 편익을 하천위치에 따라 3가지 항목평가 점수와 가중치를 곱한 값을 더하여 산정하였다. 비용은 호안시공비와 재료비의 합으로 산정하고 5단계로 등급을 나누었다. 최종적으로 계산된 편익과 비용을 이용하여 호안의 경제성을 평가하였다. 평가에 이용된 하천은 하천분류별로 각각 몇 개씩 선정하였으며 하천보고서를 이용하여 평가하였다. 평가결과는 각 하천별로 점수화할 수 있으며 따라서 호안설계점수를 상대적으로 비교할 수 있다. 호안공법별로 평가한 결과 식생매트를 사용한 호안의 경제성이 가장 좋으며 방틀공법을 사용한 호안의 경제성이 가장 나쁜 것으로 나타났다. 본 연구의 평가방법은 호안을 설계할 때 가장 적절한 호안공법을 선정하는데 도움을 줄 수 있을 것이다.

Resource Evaluation for Environment-friendly Regional Planning in Bonghwa-gun (환경친화적 지역개발을 위한 봉화군의 자원평가)

  • Resource evaluation for environment-friendly regional planning using GIS was implemented in Bonghwa-gun, Gyeongsangbuk-do And new paradigms such as 'green tourism', 'eco-tourism', 'eco-village', were considered and applied into resource indicator system. The weighted evaluation was carried out into pixel units and the scores of every 'myeon' were compared with each others. As a result, the area that has the 'Dak-sil-ma-eul' village in Bonghwa-eup got the highest score. When compared every 'myeon' in mean scores, Bonghwa-eup got the first grade, Socheon-myeon the second grade and Choonyang-myeon the third grade. In a comprehensive view, the areas that got higher scores were the lower flat areas and the 'Dak-sil-ma-eul' village in Bonghwa-eup, north-east areas in Choonyang-myeon, north-west areas and south-east areas in Socheon-myeon. In this study, resource evaluation using indicator system and GIS was implemented, and some problems that appeared in this process were resolved.

Development and Application of Index Framework to Assess Cost-effectiveness of Payments for Forest Ecosystem Services in Korea (산림생태계서비스지불제의 비용효과성 평가를 위한 지수체계 개발 및 적용)

  • The aim of this study is 1) to design an auction-type and area-based payments for ecosystem services (PES) in application to private forest in Korea, 2) to develop the framework of index to implement the PES program proposed, and 3) to examine the feasibility and validity of the index framework by conducting a case study. The index framework measures quantities of ecosystem services currently supplied, improvement of ecosystem services anticipated from the proposed management activities, and real implementing costs of the program. The total scores from the case study vary from 301 to 501 for site 1, Goesan-gun and 273 to 460 for site 2, Pyeongchang-gun, respectively, indicating that total index score - measurement of cost-effectiveness - can be varied by the levels of management and real cost even if the scores from ecosystem service indicator group are the same. The index framework which can locate a cost-effective program has significant policy implication given the budget constraints in biodiversity/ecosystem services policy arena.

Environmental Evaluation through Low-carbon Ecotourism Index -Focusing on 6 Ecotourism Areas in Changwon City- (저탄소 생태관광지표를 통한 환경 평가 -창원시 생태관광지역 6곳을 중심으로-)

  • This study is a basic study to evaluate the ecological environment of Changwon City. The study site was 6 ecotourism districts in Changwon-si, and the ecotourism index was evaluated through direct visits and interviews with the person in charge through preliminary research and various literature data from June to July 2021. There are six ecotourism indicators: climate crisis, air quality improvement, water conservation, natural coexistence, citizen participation, and tourism resource management. When looking at the scores for the six ecotourism areas in Changwon, it received the highest score in the areas of natural coexistence and air quality improvement. However, the ecoregion received the lowest score in the water resource conservation category, indicating that the water resource conservation as a whole was weak. Next, tourism resource management, climate crisis, and citizen participation are at the same level in all regions. As a result of the evaluation through the low-carbon ecotourism index, the Changwon City low-carbon ecotourism certification system should first be operated as a measure to revitalize the ecotourism region. It is necessary to prepare a low-carbon ecotourism level for Changwon City. Second, it is very important to guide and promote ecotourism areas to revitalize ecotourism areas. Lastly, to operate a sustainable eco-environment area, it is necessary to operate using local governance above all else.

  • 본 연구에서는 경제성장과 발전이라는 목표로 인해 오로지 성장만을 위해 달려온 현대시대가 직면해 있는 문제점들에 대한 새로운 방향전환으로 진행되고 있는 생태 하천 복원사업의 장점 및 문제점 등을 하천 복원 사례의 비교분석을 통해 파악하고자 하였다. 이를 위하여 생태하천 복원사업이 이루어진 양재천, 학의천, 홍재천의 답사를 통하여 하천자연도 평가점수표를 작성하였으며, 문헌조사를 통하여 생태하천 복원결과 및 효과를 비교하였다. 이에 따라 생태하천 복원사업에서 반드시 고려해야할 사항을 정리하고 앞으로의 발전방향을 제시하였다.

Evaluation on Watershed Natural Habitat Assessment for Conservation of Brachymystax lenok tsinlingensis in Naerin Upstream (내린천 상류 유역 열목어(Brachymystax lenok tslingensis) 서식지 자연성 평가)

  • The objective of this study was to evaluate biodiversity and natural habitat environment of freshwater ecosystem. Our aim was therefore to produce a set of biodiversity and habitat indicators based on multi-parameters of water quality and biodiversity by analyzing the characteristics of the results by indicators. We selected four indicators a) anthropogenic disturbance, b) habitat diversity, c) biodiversity, d) ecosystem structure. The fishes cohabiting with Brachymystax lenok tsinlingensis were Rhynchocypris kumgangensis and Zacco koreanus. As a result of the anthropogenic disturbance evaluation, it was analyzed that vegetation embankment showed a more stable environment in the tributary than the main stream, and other disturbance was not confirmed As a result of the habitat diversity evaluation, it was analyzed that habitat evaluation index showed a high score of 200 more on average, showing an optimal habitat condition. As a result of the biodiversity evaluation, it was analyzed as a clean habitat condition with a high proportion of sensitive species, abundant dissolved oxygen, and little pollutants. As a results of the ecosystem structure, the ecological health condition metrics and appearance of endangered species showed large score deviation, but it was analyzed that the stream ecosystem health was generally excellent. There was a slight correlation between the habitat environment and the results of the nature habitat evaluation according to the appearance of the B. lenok tsinlingensis.

Ecological Network on Benthic Diatom in Estuary Environment by Bayesian Belief Network Modelling (베이지안 모델을 이용한 하구수생태계 부착돌말류의 생태 네트워크)

  • The Bayesian algorithm model is a model algorithm that calculates probabilities based on input data and is mainly used for complex disasters, water quality management, the ecological structure between living things or living-non-living factors. In this study, we analyzed the main factors affected Korean Estuary Trophic Diatom Index (KETDI) change based on the Bayesian network analysis using the diatom community and physicochemical factors in the domestic estuarine aquatic ecosystem. For Bayesian analysis, estuarine diatom habitat data and estuarine aquatic diatom health (2008~2019) data were used. Data were classified into habitat, physical, chemical, and biological factors. Each data was input to the Bayesian network model (GeNIE model) and performed estuary aquatic network analysis along with the nationwide and each coast. From 2008 to 2019, a total of 625 taxa of diatoms were identified, consisting of 2 orders, 5 suborders, 18 families, 141 genera, 595 species, 29 varieties, and 1 species. Nitzschia inconspicua had the highest cumulative cell density, followed by Nitzschia palea, Pseudostaurosira elliptica and Achnanthidium minutissimum. As a result of analyzing the ecological network of diatom health assessment in the estuary ecosystem using the Bayesian network model, the biological factor was the most sensitive factor influencing the health assessment score was. In contrast, the habitat and physicochemical factors had relatively low sensitivity. The most sensitive taxa of diatoms to the assessment of estuarine aquatic health were Nitzschia inconspicua, N. fonticola, Achnanthes convergens, and Pseudostaurosira elliptica. In addition, the ratio of industrial area and cattle shed near the habitat was sensitively linked to the health assessment. The major taxa sensitive to diatom health evaluation differed according to coast. Bayesian network analysis was useful to identify major variables including diatom taxa affecting aquatic health even in complex ecological structures such as estuary ecosystems. In addition, it is possible to identify the restoration target accurately when restoring the consequently damaged estuary aquatic ecosystem.
