The purpose of this study is to provide a basic datd for establishing a basic park management plan for Bulamsan Urban Nature Park. This research surveys very closely about the present condition of the natural ecosystem based on the examination and analysis of the present condition. This research suggests development and management methods for environment-friendly park by understanding damages on the ecosystem due to overuse, as well as park facilities and their effects on the surrounding environment, using quantative analysis. The three steps: researching the present condition research, ecosystem evaluation, and park management plan were taken in order. The present condition research is based on the general condition, natural environment, and natural ecosystem data. In the ecosystem evaluation, wildlife habitats evaluation, landscape evaluation, and biotope type research which is a materialized form of the plant ecosystem were excuted based on the present condition research data. In the park management plan step, 1) classified ecosystem and landscae preservation zone, ecosystem protection zone and ecosystem restoration zone as ecosystem and landscape preservation plan, 2) plannings for ecosystem, fine landscape preservation, damaged area restoration and recovery plan were established in order to suggest environment-friendly plan,

As the Private-initiated Park Development Project (PPDP) is being actively implemented, there are concerns about the deterioration of ecosystem services due to the development of long-term unexecuted urban parks. This study aims to analyze the impact of the PPDP on the ecosystem services of urban parks by examining Central Park, which is PPDP No. 1 in Gwangju, Gyeonggi-do. A study was conducted using system thinking to comprehensively understand the changes in the ecosystem services due to the PPDP. As a result of the study, the first reason for implementing the PPDP was the local government's lack of financing. Second, it was found that the creation of urban parks through the PPDP initially deteriorated cultural services yet improved them over time, while the regulating and supporting services continued to decline. Third, trade-offs appeared between urban parks' ecosystem services (i.e.., cultural services, regulating services, and supporting services). Through this, it was confirmed that it is necessary to prepare measures for planning and managing urban parks that can reduce the trade-off between the ecosystem services of urban parks. The results of this study suggest that it is necessary to understand the relationship between environmental changes and ecosystem services over time when establishing urban park creation plans and management.

공원녹지가 군시내에서 수행하고 있는 역할에 대해 학자들은 크게 '주민을 위한 위락공간으로서의 역할' '도시구조를 이루는 한 요소로서의 역할' 그리고 '도시 생태계의 기반으로서의 역할'등 크게 세가지로 구분하고 있다. 본 연구는 대도시 주민들이 인식하고 있는 도시공원녹지의 역할을 그들의 이용과 가치관을 중심으로 설문조사에 기초한 결과의 일부이다. 조사에 의하면, 주민들은 대개 공원녹지를 그들의 위락공간을 위한 장소로서 인식하고 그 역할에 동의하고 있는 것으로 나타났다. 최근, 도시·조경계획분야에서 크게 논의되고 있는 생태학적 개념에 근거한 도시공원녹지의 '도시내 자연'으로서의 역할에 대한 주민의 인식이 전문가들의 열의에 배해 많이 높지 않음을 보여 주었다. 그러나 이는 위락공간으로서 역할 다음으로 중요도가 인식되고 있는 만큼 도시내 자연으로서의 공원녹지 역할을 높이기 위해서 학자들 사이에 구체적인 논의와 실증적인 연구가 뒤따라야 할 뿐만 아니라 주민들의 의사와 합의가 있어야 할 것으로 생각된다. 한편 도시공원녹지의 역할에 대해서는 도시주민의 사회적인 변수 특히 성, 교육수준, 임금수준 등에 따라 차이가 있는 것으로 나타나 도시공원녹지 계획시 이들 변수에 대한 고려가 있어야 할 것이다.

This study conducted a hierarchy analysis based on a questionnaire survey of experts in park management, ecosystem survey, and ecological environment planning to establish evaluation items and a weighing value of each item to develop ecological connectivity in Baekdudaegan mountain range neighboring the Taebaeksan National Park using the AHP approach. We selected four high-level evaluation indexes and 13 low-level evaluation indexes through literature review and interview with the people in the field and calculated weights for each question through the consistency analysis. The analysis showed that increasing the ecological value was the most important item with the index of 0.474 among the high-level evaluation items, followed by the mitigation of human-nature conflict at 0.247, participation by local residents at 0.165, and the economic perspective at 0.114. Among the low-level evaluation indexes, the movement route of wildlife was the highest at 0.116, followed by the connectivity of landscape ecological patch at 0.112, and functional habitat at 0.099. The comparison of the evaluation items in each working group and the weight factors showed that the movement route of wildlife was the most important at 0.116 in ecosystem survey, the functional habitat was the most important at 0.110 in park management, and the regional preservation and distribution of resources was the most important at 0.123 in ecological environment planning. The results of this study is useful to identify evaluation items for developing ecological network with a diverse source of the actual environmental data in the Taebaeksan National Park.

본 연구는 일본 국립공원의 경관관리를 위한 법제적 내용특성 중 공원시설물을 위주로 정리한 것이다. 이를 위해서 전국적 기준인 일본의 자연공원법규의 내용을 경관관리 측면에서 정리한 후. 아소. 쿠쥬 국립공원을 대상으로 공원계획서의 내용을 정리하여 전국적 기준과 지역적 관리기준의 차이를 파악하면서 국내범규와 차이점을 검토하였다. 그 결과 일본의 자연공원법규 중 우리 나라와 차이가 있는 공용제한의 내용과 공원계획의 내용 및 공원시설물의 차이를 파악하였고, 공원 내 각종행위에 관한 심사기준이 법제화되어 있음이 조사되었다. 한편, 일본의 경우에 있어서 법적인 근거는 없으나 집단시설지구에서의 이용허가 및 규제내용을 제시하기 위해 국립공원관리소장이 작성하는 관리계획은 보호, 유지할 지역의 경관자원을 명확히 하면서 각종 시설물의 건설행위에 대해 그 규모, 위치, 색채, 디자인 관련 사항 등에 관하여 관리지침을 작성하여 운영하고 있는 실체를 파악할 수 있었다.

Landscape has two side, ecological structure and visual characteristics. And Landscape evaluation should be implemented from this viewpoint. In this study, landscape of the Moodeungsan natural park was evaluated based on ecological and visual characteristics, and the results was compared with the existing zoning. And it was recognized that the areas having high preserbability are located in the nature environmental zone. For the purpose of natural park management planning, in this study, rezoning method of natural park based on landscape evaluation is proposed.

The purpose of this study is to provide the basic reference for appropriate ecological park planning through investigation and analysis of inviting environment of Suncheon Bay Ecological Park within the framework of 'universal design'. For this, investigating items were selected through literature reviews and legal standard of ecological park suggested by laws. Field survey on Suncheon Bay Ecological Park was conducted, The results suggesting analytical and practical implications are as follows. First, guided handles of any facilities were not equipped, so urgent supplementation is needed with legal standard of universal design. Especially, detailed criterion of universal design focusing on visitors' convenience should be reflected. Second, all facilities for the blind were not equipped and the floor height of entrance was also unsuitable. It implies that the disabled and the senior are restrained from doing independent activity, therefore, appropriate standard focusing on 'universal design' for the wide open activity space such as the park area should be re-provided. Finally, guidelines for applicable universal design of the activity space for the experience on the ecological park should be re-established.
