초고속통신망에서 서비스 사업자 시스템에 적용될 번호체계, 상호접속 기준에 대한 기본적 요건과 기술적 표준 규정 등에 관한 연구가 미비한 실정이다. 초고속 서비스 사업자 망과 초고속 통신망에 접속 및 운용되는 시스템에서 초고속망의 번호계획을 위하여 연동을 고려할 대상 망은 기존의 전화망, 데이터망, ATM 망 및 ISDN 등이 있다. 본 고에서는 인터넷망과 ATM 망과의 연동시 발생할 번호체계의 상호접속 및 연동방안에 대하여 논한다. 현재 제정된 ITU-T 표준 규격을 중심으로 현존하는 망과 초고속 번호체계간의 상호 연동방안을 기술하였다. 또한 ATM 포럼 등의 사설기관에서 사용하고 있는 번호체계도 추가적으로 검토하였다.

선진국의 요금규제는 이미 자유화 내지 신축적인 규제로 탈바꿈한 지 오래다. 그리고 이러한 추세는 접속료 규제에까지 파급되어 현재 다양한 형태의 신축적 규제가 시행 또는 검토되고 있다. 대부분의 해외 전문가들은 앞으로 접속료가 원가주의의 직접 규제에서부터 신축적 규제를 통해 효율적 접속료로 이행될 것으로 전망하고 있다.

선발사업자 또는 지배사업자의 접속자금 지원 방식은 주로 이 사업자들의 시장 영향력에 대응하여 유아기 산업을 보호가기 위해서 도입되었다. 비대칭 유무선접속료에도 해당되며 유선서비스에서 이동서비스로 지원하는 과도한 접속자금 지원은 이동서비스 시장의 급성장으로 인하여 그 정당성을 상실하고 역으로 시장경쟁의 왜곡현상을 불러오게 되었다. 본 연구에서는 과도한 비대칭 유무선 접속료로 인한 “접속지원자금” 규모를 알 수 있는 방법을 살펴보고자 한다. 또한 영국, 프랑스, 독일을 중심으로 과도한 비대칭 유무선 접속료에 따른 시장 경쟁 환경을 분석하고 이를 해소할 수 있는 방안을 살펴보고자 한다.

In this paper, the performance evaluation on the throughput and the delay between station under the interconnected LANs environments is studied. The connection is formed through bridges. Interconnected system is modelled as single-chain and multiple-chain closed queueing networks. For performance enaluation the iteration algorithm, which is based on the MVA(Mean Value Analysis)is proposed, Various system parameters, such as chain population interconnected communication link capacity, and service times of several queues, are used for the investigation of their influence of the station to station performance, Transport and MAC layers are mainly taken into consideration for the layer modeling. The analysis is shown as a graph by computer programming.

Internet and mobile traffic continues to surge exponentially in recent years due to popularization of smart devices, the appearance of various internet services carrying large amount of traffic from richer content and applications. This phenomenon leaded to various network problems such as the congestion delay, the non-balanced traffic ratio between ISPs, the continuous network investment cost and the Internet access problems. In light of changed data-driven communication ecosystem, There are growing concerns by both academia and industry that settlement-free peering and full transit regime have the limitations such as not only difficulties in maintaining mutual benefits but also difficulties in securing investment incentives for upgrading network performance and quality. Thus, it becomes more necessary for introducing the evolved internet interconnection regime which can fulfill the All-IP network environment. This study derives core issues regarding internet interconnection regime in Korea and suggest new evolved alternatives based on three point of view(traffic optimization, cost optimization, network investment optimization) through the empirical analysis.

This paper analyses the effects of mobile telecommunications market's interconnection charge on consumer welfare between 2000 and 2010 by estimating price elasticity of demand with using log linear model and augmented Alexander et al(2000)'s model. The results show that consumer welfare is about 6 trillion won in 2009 and an upward trend. In the 2nd analysis, the decline in interconnection charge raise consumer welfare but, asymmetric interconnection and current TD-BU LRIC system have negative(-) relation with consumer welfare. Hence we need to revise interconnection policy frame.

공중육상이동통신망(PLMN)은 계속적으로 발전중에 있는 통신분야이다. 현재 다른 데이터 통신망의 추세를 비추어 볼 때, 이러한 공중육상이동통신망은 기존의 고정형 통신망인 공중교환전화망(PSTN)과 도입관계에 있는 종합정보 통신망(ISDN)과 연동이 필수적이라고 하겠다. 현재 데이터망과의 연동에 대한 개정작업은 진행중에 있다. 이러한 추세에 맞추어 새로운 서비스의 망간접속에 대한 연구가 필요하며 그에 따른 상호 접속 공정 경쟁의 국내 현황과 사업자간 협정을 분석하였다. 이 결과는 추후 망간연동에 대한 표준(안) 및 기준(안)을 작성하는데 기초자료로 사용할 계획이다.

Mobile VoIP(이하 m-VoIP) 서비스의 도입에 따른 이동통신 사업자에게 미치는 영향을 크게보면 음성통화 서비스의 요금정책의 영향, 상호접속제도의 영향 그리고 음성통화 수익성에 영향으로 나누어 생각해 볼 수 있다. 본 논문에서는 m-VoIP 도입에 따른 이통사의 수입변화를 분석함으로서 그 영향력을 파악 하였다. 분석방법은 이통사의 수입을 접속료 수입과 음성통화 수입으로 나누고, 각각의 손실분 및 이익분을 추산해보는 방법을 사용 하였다.

오늘날 인터넷기술의 급속한 발전으로 인하여 IP Phone서비스의 활성화가 기대되며 이러한 IP Phone 서비스시장의 확대는 기존 PSTN망에 의한 전화서비스시장에 지대한 영향을 미친다. 따라서 IP Phone 서비스시장에 있어서도 상호접속제도 도입의 필요성이 점증되고 있다. 이에 따라 본고에서는 IP Phone 서비스의 상호접속유형을 살펴보고 관련된 사업자간 정산문제에 대한 해결방안을 제시하고 있다.

EC(European Commission)는 유럽의 이동전화시장에서 전반적으로 경쟁이 이루어지고 있지만 호착신시장과 같은 상호접속시장에서는 경쟁이 불충분하다고 판단하고 있다. 이로 인하여 착신접속료를 설정하는데 있어서 경쟁인센티브가 결여된다는 입장이다. 따라서 EC는 이동망 비용규제 방안을 모색하고 비용산정에 관한 지침을 마련하기 위하여 활발히 연구진행중이며 이의 일환으로 EE(Europe Economics)에게 Bottom-up 방식의 이동망 LRIC 모형 개발을 위탁하였다. 본 연구에서는 유럽 각국의 상호접속시장 비용규제 현황을 파악하고 EE에서 개발한 LRIC 비용산정모형을 살펴보고 모형 개발과정에서 발생하는 쟁점이 되는 사항들을 파악하여 국내 이동망 LRIC 비용모형개발에 대한 시사점을 살펴보고자 한다.
