유럽 및 제외국의 상호접속 정책 현황을 조사한 결과, 각 국가들은 상호접속에 대한 경험에 따라 접속정책의 차이를 나타내고 있다. 이러한 경험의 차이에 따라 각 국가별로 몇 개의 정책항목으로 비교 분석하고, 이를 바탕으로 우리가 나아갈 방향을 제시해보았다.

This paper discusses current internet interconnection issues according to radical changes of internet traffic pattern. In this context, the recovery of network investment cost for network provider becomes hot issue. For recovery issues of investment cost, there are many disputes among stake holders. Therefore, it is necessary to investigate this issues in the context of internet interconnection. Also, it is important to develop the current regulation about internet interconnection under traffic changing environments. This paper selects four issues to deal with and analyzes the present situations and problems about these issues, and provides alternatives for internet interconnection corresponding to these four issues.

As the mobile telecommunications service market grows rapidly, interconnection opportunities from the fixed network to the mobile network increase and the land-to-mobile (LM) interconnection charge becomes critical factor in competition between fixed and mobile telecommunications service providers. This paper aims to evaluate the LM interconnection charge level in Korea in comparison with those of 36 foreign countries and suggest the regression model for the LM interconnection charge. Based on the regression analysis, we found that regulation, GDP per capita, wire telephone penetration, liberalization are identified as significantly affecting factors on the LM interconnection charge level, and the level of the LM interconnection charge is comparatively low.

지난 3월 19일에 개최된 제61회 TTC 이사회에서 ''상호접속기술기준'' 과제검토위원회의 최종보고가 있었습니다. 본 검토위원회는 전기통신심의회 답신 ''접속의 기본규칙 형태에 대해''(1996년 12월 19일)의 주요 취지를 토대로 작년 5월부터 활동을 시작, 영미의 동향조사를 포함하여 12번의 회의를 통해 사업자간 상호접속에 관한 문제점과 그 해결책에 대해 심의를 했습니다. 최종보고의 요점을 살펴보면 다음과 같습니다.

NGN은 기존의 회선교환망이 가지는 높은 신뢰성과 IP 망의 유연성을 양립시킨다는 기본 이념을 바탕으로 IP 기술을 활용한 통신망이다. 상호접속은 서로 다른 통신망의 가입자간 통신을 가능하도록 통신설비를 물리적으로 연결하여 사업자간 경쟁환경을 조성하고 사회 후생을 극대화를 위한 중요한 정책수단이다. NGN에서는 사용대역차이와 QoS의 유무 및 수준 등 성격이나 품질이 다양한 서비스가 종합적으로 제공되는 네트워크로 기존 상호접속체계에 비해 복잡할 수 밖에 없다. 일본에서는 NGN 기반 서비스가 상용화 됨에 따라 구체적으로 상호접속체계를 정립하였다. 본 논문에서 NGN 상호접속체계를 정립하기 위한 NGN 서비스 및 설비 기능 세분화, 설비 비용 산정방법, 서비스 비용 산정기준에 관하여 살펴보고 상호접속체계 검토시 고려사항을 제시하고자 한다.

This study explores reasonable alternatives to internet interconnection policy. Due to the development of information and communication technology, patterns of the Internet usage are changing rapidly, including increase of video streaming services. For this reason, there is a lively discussion of the Internet interconnection policy, which integrates various Internet service operators into one ecosystem. We conducted an Analytic Hierarchy Process(AHP) analysis with 16 experts in government/public, and academic sectors, and alternative selection criteria and their corresponding alternatives and detailed tasks were evaluated. According to the results, the most important alternative selection criteria was a "fair charge against foreign service operators", and the most desirable alternative was "partial revise". Moreover, the experts responded that "reassessment of the principle of the charge" is the most urgent task to improve the Internet interconnection policy.

정보통신서비스산업이 공기업 독점체제에서 전면적인 경쟁체제로 변화하면서 서비스의 공공성 확보, 국민의 기본용구충족 및 국제경쟁력 확보, 서비스 질적 수준 향상 등으로 변화하고 있다. 국제적으로도 WTO 기본통신협상(Basic Telecommunications Agreement)에 의해 외곽의 사업자들에게도 동등한 접속제공 및 접속료 산정을 요구받고 있다. 본 연구에서는 정보통신 서비스의 실효성 제고를 위한 방법 중에 하나인 상호접속 기술의 개념 및 접속기준을 고찰한다. 또한 상호접속 현황을 분석하고 현행 접속료의 산정방식인 대표원가 계산방식을 살펴본다. 결과적으로 대표원가 계산방식의 문제점을 지적하고 선진국들이 채택하고 있는 장기증분원가 (LRIC : Long Run incremental Cost)개념의 도입이 필요성을 언급한다.

일본은 TTC에 의해 제정된 표준을 기초로 하여 개발된 전기통신장비 또는 시스템의 상호접속성을 확인하기 위해, '고도 통신시스템 상호접속 추진회의(Promotion Conference of Harmonization of Advanced Telecommunication System: HATS Conference)' 를 설립하였다. HATS Conference에는 전기통신사업자, 표준화기관, 제조업자 등 여러 기관이 참여한 가운데, 상호접속성 대한 사용자의 요구사항과 기술적 문제를 다루기 위해 6개의 실무그룹과 디지털전화, 터미널 어댑터, 디지털 PBX, G4 팩스 등과 같은 장비 또는 시스템간의 실제적인 시험을 위해 상호 접속성 '시험구현연락회(Test Implementation Liaison Committee: TILC)' 가 구성.운영되고 있다. 따라서, 본 고는 HATS Conference가 주관하고 있는 전기통신장비 또는 시스템간의 상호접속성 시험체계를 분석한 것이다.

The interconnection network is an integral part of parallel processing system. The multistage interconnection networks(MINs) have been the objects of intense research in recent years. In this paper, simulation techniques for circuit switchign MIN are extended to allow the performance evaluation of partitioned ADM/IADM network. Based on simulation data, the relationship between the netwrok performance, the partitioning scheme employed, and the conflict resolution strategies used within the network is enumerated. It is shown that IADM network coupled with the use of the hold strategy produces the best network operation in terms of RST (Request Service Time).

Internet is composed of many independent networks referred to as Internet Service Providers (ISPs) and each provider is generally interconnected based on a commercial agreement. Though many countries are engaged in deregulation in internet interconnection, there is still debate whether the large ISPs are unwilling to peer with small providers, have incentives to lower the quality of data transmission of transit operators or set the interconnection charge regarding the actual costs incurred by the interconnection. Korean government introduced regulations in internet interconnection after observing noticeable anti-competitive behaviors from 2005. This paper analyzes whether there is margin squeeze problem/market concentration, and suggests political proposals in Korean regulation status.
