Folate: 2020 Dietary reference intakes and nutritional status of Koreans (엽산: 2020 영양소 섭취기준과 한국인의 영양상태)

  • Folate, a water-soluble vitamin, acts as a coenzyme for one-carbon metabolism in nucleic acid synthesis and amino acid metabolism. Adequate folate nutritional status during the periconceptional period is known to prevent neural tube defects. In addition, insufficient folate intake is associated with various conditions, such as anemia, hyperhomocysteinemia, cardiovascular disease, cancer, cognitive impairment, and depression. This review discusses the rationale for the revision of the 2020 Korean dietary reference intakes for folate, and suggestions for future revisions. Based on the changes in the standard body weight in 2020, the adequate intake (AI) for infants (5-11 months) and the estimated average requirements (EARs) for 15-18 years of age were revised, but there were no changes in the recommended nutrient intakes (RNIs) and tolerable upper intake levels (ULs) for all age groups. Mean folate intake did not reach RNI in most age groups and was particularly low in women aged 15-29 years, according to the results of the 2016-2018 Korea National Health and Nutrition Examination Survey (KNHANES). The percentages of folate intake to RNI were lower than 60% in pregnant and lactating women, but serum folate concentrations were higher than those in other age groups, presumably due to the use of supplements. Therefore, total folate intake, from both food and supplements, should be evaluated. In addition, the database of folate in raw, cooked, and fortified foods should be further expanded to accurately assess the folate intake of Koreans. Determination of the concentrations of erythrocyte folate and plasma homocysteine as well as serum folate is recommended, and quality control of the analysis is critical.

A Study on the Equity of the Charges Established to be Imposed on Damaging Activities of Natural Resources -A Comparative Study of Ecosystem Conservation Cooperation Charge and Replacement Charge for Forest Resources Creation- (자연환경 훼손에 관한 부담금의 형평성 제고방안 -생태계보전협력금과 대체산림자원조성비의 비교를 중심으로-)

  • These days, environmental policies have changed from being command and control systems toward economic incentive systems, with various incentives having been established by OECD countries. In Korea, many environmental charges have been established in order to diminish activities which damage natural resources. Among them, the Ecosystem Conservation Cooperation Charge and the Replacement Charge for Forest Resources Creation are considered to be representative environmental charges. These charges, along with a few others, were designed to encourage efforts to protect natural resources. The charges include a number of different features, utilize varying methods, and altered ranges of jurisdiction. However, the charges may pose serious inequity problems in terms of their estimated values and their conditions of reduction and exemption. For instance, although the Ecosystem Conservation Cooperation Charge is a primary charge applied to natural resource damage, the charge does not fully secure its original objectives due to its low levy and limited range of provisions. Moreover, the Replacement Charge for Forest Resources Creation has been criticized because of similar reduction and exemption provisions. Therefore, this study analyzes the inequity problems associated with the charges and proposes solutions. First of all, the Ecosystem Conservation Cooperation Charge should be redesigned in such a way that it reflects the substantial value of natural resource damage through either abrogate or increased maximum limits of the charge. With regard to the Replacement Charge for Forest Resources Creation, the cases and ranges of reduction and exemption provisions should be narrowed. Finally, the charges collected should be expended in conformity with their original objectives, and their expenditure should be restricted to either restoration activities or activities directly related to compensation and mitigation of damaged natural resources.

The Promotion State and Measures to Improve the Record Information Disclosure System (기록정보공개 제도 개선 추진 현황과 방안)

  • The right to know is not satisfied merely by making or improving laws or systems. The right to know is a matter of culture rather than system. Nevertheless, consistent system improvement measures are required. There are many laws relating to the right to know. In particular, at the core are the Official Information Disclosure Act, the Record and Archives Management Act, and the Presidential Record Management Act. The fact that systems relating to official record management and presidential record management are related to the right to know is understood by the promotion of records and archives management reform after the year 2004, as a result of which the national archives management innovation road map was established. Reflecting the many opinions of the "Information Disclosure System Improvement Task Force" composed with participation of the government and the press after the participatory government's announcement of "Measures to Advance the Support System for News Coverage," amendments to the Information Disclosure Act have come forward with system improvement measures in connection with issues that had arisen until then. Such improvement measures have not resulted in actual improvements. This thesis proposes several system improvement measures, focusing on those that have arisen until now but have not been reflected in discussion, such as converting the concept of information non-disclosure into disclosure postponement, preparing and disclosing particular information disclosure standards, specifying personal information for non-disclosure, specifying and strictly applying any information that has not been disclosed for purposes of internal review, deleting non-disclosure items in stenographic records that do not have a reason to exist, and establishing limits and terms of non-disclosure. Of the most remarkable system improvement measures that have been made until now is our recognition that the right to know is not limited to the information disclosure system but that the "cause" of archive management should be systematic and scientific. In other words, the right to know is understood to establish not just accidential factors, such as with a whistle-blower, but the inevitable factors of systemization of production, distribution, preservation, and use of archives. Much more study should be pursued regarding disclosure of archives information. In particular, difficult issues to be resolved regarding reading records at permanent archives management institutions, such as the National Archives of Korea, or copyrights that arise in the process, require constant study from academia and relevant institutions.

정부의 부채지급능력과 물가

  • 1997년 외환위기 이후 우리나라의 정부부채는 급속히 증가하여 왔다. 일반적으로 재정적자 및 정부부채의 증가는 여러 가지 거시경제적 부작용을 초래할 것으로 예상된다. 본 연구의 목적은 그중에서 특히 재정악화의 결과 물가상승이 유발될 가능성을 실증적으로 살펴보는 것이다. 정부의 예산제약을 고려하면 재정악화는 궁극적으로 미래의 재정수지 흑자나 물가상승을 통하여 해소될 수 밖에 없다. 재정주의적 물가결정이론은 바로 이러한 점에 착안하여 재정이 물가의 결정에 대항 중요한 역할을 할 수 있음을 강조한다. 즉, 미래의 정부기초수지에 대한 예상이 일정하다면 물가는 궁극적으로 통화가 아니라 재정에 의하여 결정된다는 것이다. 그러나 반대로 미래의 통화정책에 대한 예상이 일정하다면 현재의 재정적자는 미래의 재정흑자를 유발할 뿐이며 물가에는 영향을 미치지 못할 것이다. 따라서 실제로 재정악화가 얼마나 물가상승을 유발할 것인가는 실증적으로 결정될 수밖에 없다. 기존의 OECD 국가들에 대한 실증분석에 의하면 재정수지는 통화량이나 물가에 대하여 뚜렷한 영향을 미치지 않는 것으로 나타난다. 그러나 기존의 실증분석들은 대부분 미래의 재정수지에 대한 예상을 제대로 고려하지 않고 있으므로, 이러한 결과가 재정주의적 물가결정이론에 대한 정확한 검정을 제공하는 것이라고 볼 수는 없다. 본 연구에서는 이러한 문제의식하에 선진국과 개도국의 자료를 이용하여 재정주의적 물가결정이론의 타당성을 재검토해보고자 한다. 먼저 선진국에 대해서는 VAR모형의 충격반응(Impules Response)을 이용하여 재정수지에 대한 예상을 직접 고려함으로써 앞서 설명한 편차의 가능성을 줄일 수 있을 것으로 예상된다. 한편 개도국의 경우에는 일반적으로 재정규율이 낮을 것으로 예상되므로 미래의 재정수지에 대한 명시적인 고려가 없이도 재정적자 및 정부부채의 확대가 물가 및 통화량에 미치는 관계가 비교적 용이하게 관찰될 수 있을 것으로 예상할 수 있다. 본 연구의 실증결과에 의하면, 먼저 비교적 재정규율이 강할 것으로 예상되는 OECD 국가들에서는 기존의 실증분석결과와 마찬가지로 정부부채의 증가가 주로 그 이후의 기초수지의 개선을 통하여 보전되며 물가에는 큰 영향을 미치지 않는 것으로 나타난다. 그러나 OECD 국가들 가운데에서도 재정규율이 비교적 약한 나라들에서는 부채 증가 후 기초수지에 뚜렷한 변화가 관찰되지 않으며 따라서 물가가 상승하는 것으로 나타난다. 또한 재정규율이 일반적으로 약한 개도국들에서는 예상대로 부채수준이 높은 국가일수록 물가상승률이 높게 나타난다. 특히 개도국에서 GDP 대비 정부부채가 10%포인트 증가할 경우 물가상승률은 장기적으로 약 1.5~2%포인트 확대되는 것으로 추정된다. 이러한 결과는 정부부채에 일정한 상한이 존재함을 시사하는 것으로서, 대체로 재정주의적 견해와 일치하는 것으로 판단된다. 따라서 우리나라에서도 만일 정부부채의 증가추세가 지속된다면 결국은 일반 국민의 조세부담이 증가하거나 아니면 물가상승이 유발될 수밖에 없을 것이다.

The Comparison between Ziegler-Natta and Zirconocene Catalyst on Reaction Conditions and Physical Properties in Polymer in Propylene Polymerization (프로필렌 중합에 있어서 Ziegler-Natta 촉매와 Zirconocene 촉매의 중합 조건과 중합체의 물성 비교)

  • Propylene polymerizations were carried out by using rac-Et(Ind)$_2$ZrCl$_2$ (Zirconocene catalyst) and a commercial third generation Ziegler-Natta catalyst in a semibatch reactor. From the polymerization reactions, the optimum reaction conditions and the physical properties of polymers produced from each catalyst system were investigated. The optimum reaction temperatures of rac-Et(Ind)$_2$ZrCl$_2$ and Ziegler-Natta catalyst were 5$0^{\circ}C$, 4$0^{\circ}C$, respectively. On the basis of the results for the produced polymer particle size distributions and the catalytic activities of polymerization reaction, the reaction temperature should be considered as an important factor for the successful polymerization reactions. Especially, the polymer was conglomerated in the higher reaction temperature. It was found that there was an upper limitation to co-catalyst concentration. Reaction rates and polymer yields rather decreased with increasing the concentration of to-catalyst, i.e., MAO and TEAl affected only polymerization activities, but the PEEB in Ziegler-Natta catalyst system affected isotactic indexes of produced polymer as well as activities. Based on these observations, the production yield seems to exhibit a first order lineal relationship to the partial pressure of monomer.

Protection of Diversity through the Control of the Delimitation of the Audience Share in German Television (독일에서의 시청점유율제한을 통한 다양성 보호 연구)

  • The regulation of media concentration which is provided in the German Interstate Treaty on Broadcasting (RStV) is part of the rules forming the "positive broadcasting order" required by German Constitutional Law. This control ensures that the diversity of viewpoints can be articulated to the public. Broadcasting must operate independently from the state and from particular social groups if it is to be a genuine service to the public. One risk of economic competition in the media is a tendency towards the concentration of business enterprises. Moreover, economic competition is no guarantee for journalistic diversity. The aim of balanced diversity in the broadcasting sector can only be pursued by creating conditions under which different voices obtain the chance to be heard in an equitable manner. Within the framework of the meaning of section 26, it shall be assumed that there is a predominant impact on public opinion if the programs attributable to one company reach an annual audience share of 30 percent. The same shall apply if the company reaches an audience share of 25 percent and holds a dominant position in a related media-market or an overall assessment of its activities in television. The restriction of audience shares has limits such as that the audience shares of news programs and education and entertainment programs are pooled. Therefore, there is a vagueness about the productivity of different program branches.

왕숙화(王叔和)"맥경" 여장중경"금궤요약" 관계고(關係考) -왕숙화(王叔和)"맥경"과 장중경(張仲景)"금궤요약방"의 관계 고찰

  • 왕숙화(王叔和)의 저작으로 알려진 ${\ulcorner}$맥경${\lrcorner}$은 중국의학사상 매우 중요한 지위를 차지하고 있다. 현재 사람들이 이 책을 중시하는 것은, 진단학의 저작일 뿐만 아니라, 그 가운데 장중경(張仲景) ${\ulcorner}$상한론(像寒論)${\lrcorner}$, ${\ulcorner}$금궤요약방${\lrcorner}$의 내용을 수록 하고 있기 때문이다. 따라서 이 책의 연구를 통해 장중경(張仲景)의 의학문헌 발전사를 살펴볼 수 있다. 본문에서는 ${\ulcorner}$맥경${\lrcorner}$과 중경(仲景)의 ${\ulcorner}$금궤${\lrcorner}$의 편장(篇章)의 목록사이의 관계를 비교하여 토론하였다. 고보혀(高保衝) 등 송신(宋臣)의 교정을 거친 ${\ulcorner}$맥경${\lrcorner}$은 비록 권수가 바뀌지 않았지만 그 내용이 여러 전적을 참고하여 이루어졌다. 중복된 글을 삭제하고 빠진 곳을 채워서 편제가 많이 바뀌어서 부류에 따라 귀속하였으므로 중대한 변화가 발생하였다. 인용문의 통계분석에 따르면, 현본 ${\ulcorner}$${\lrcorner}$ 가운데 제 1, 5, 9, 13, 19, 23편 외에, 나머지는 모두 혹은 대부분 ${\ulcorner}$맥경(??)${\lrcorner}$에 나온다. 둘의 글자를 비교하면, 조문이 같은 것이 대부분이며, 글자가 다른 곳도 있다. 이들을 ${\ulcorner}$맥경${\lrcorner}$의 글자가 분명히 ${\ulcorner}$금궤${\lrcorner}$보다 많은 것, ${\ulcorner}$맥경${\lrcorner}$${\ulcorner}$금궤${\lrcorner}$의 동일 조문을 서로 교정한 것 ${\ulcorner}$맥경${\lrcorner}$${\ulcorner}$금궤${\lrcorner}$에서 피해(避害) 인해 같은 조문의 글자가 다른 것 등의 세 가지로 나누어 토론하였다. ${\ulcorner}$맥경${\lrcorner}$과 중경의서(仲景書件)의 편장목록의 비교하여 필자는 만일 왕숙화(王叔和)의 ${\ulcorner}$맥경${\lrcorner}$ 권7의 원래의 존재에 대해 완전히 부정한다면 받아들이가 어려울 것으로 본다. 본문에서 설명한 것처럼, 송신(宋臣)이 ${\ulcorner}$맥경${\lrcorner}$을 정리할 때 당시의 몇 종류의 류핸본(流핸本)을 참고하였으며, 그들은 원래의 구조에 의거하여 이 책을 10 권으로 교간(校刊)하였다. 아마도 원서의 권 7 내용이 풍부하지 않았으므로, 송신은 기타의 책을 참조하여 보충하고 수정하였으며, 추측컨대 권8, 권9도 또한 이러한 가능성이 있다. 이러한 점은 송선이 이미 서문에서 강조하여 설명한 ‘중복된 것을 제거하고, 빠진 것을 보충하였으며 그 편제도 또한 상당히 개역하여 부류에 따라 맞추도록 하였다’ 라는 것이다. 어쨌든, 중경(件景)의 ${\ulcorner}$금궤요약방${\lrcorner}$의 유전과정에서 ${\ulcorner}$맥경${\lrcorner}$은 매우 중시할 만한 문헌의 하나인 것이다.

Dissipation characteristics of mandipropamid and thiamethoxam for establishment of pre-harvest residue limits in lettuce (상추의 생산단계 잔류허용기준 설정을 위한 농약 Mandipropamid 및 Thiamethoxam의 잔류소실특성 연구)

  • The dissipation characteristics and kinetics of fungicide mandipropamid and insecticide thiamethoxam in lettuce under greenhouse conditions were investigated at three different lettuce-growing fields for estimating the pre-harvest residue limits (PHRLs). The analytical methods were fully validated for the quantitation of pesticide residues using High-Performance Liquid Chromatography-Photo Diode Array detector or Ultraviolet-Visible Detector and applied to real samples. The lettuces suitable for shipment were harvested during 10 days including pre-harvest interval after treatment at the recommended dose by safe-use guidelines. The initial mean residues in different fields were 6.68-17.87 and 4.96-8.31 mg/kg for mandipropamid and thiamethoxam, respectively, which decreased to 16-54 and 14-44% in 10 days. The clothianidin, a metabolite of thiamethoxam, was detected in <0.02 to 0.37 mg/kg. The dissipation of both pesticides followed first-order kinetics over a period of 10 days after application. Based on the residue data, the mean dissipation rate constant (λ) and biological half-lives (T1/2) were estimated to be -0.1060 and 6.5 days of mandipropamid and -0.1236 and 5.6 days of thiamethoxam. The PHRLs for lettuce on the 10th and 5th day before harvesting were calculated to be 63.24 and 43.56 mg/kg for mandipropamid, and 44.66 and 25.88 mg/kg for thiamethoxam, with -0.0746 and -0.1091 of the upper 95% confidence intervals of dissipation rate constant, respectively. This work would be useful as guidance for adjusting the shipment date and contribute to stabilizing the income of farmers in Korea.

Evaluation of Kinetic Energy of Raindrops at Daejeon city using Laser-optical Disdrometer (레이저-옵티컬 디스드로미터를 활용한 대전지역의 강우에너지 특성 평가)

  • To evaluate the kinetic energy of the raindrops, the drop size distribution and the terminal velocity of the raindrops had been measured from January to September 2010 using the laser-optical disdrometer in KIGAM, Daejeon, Korea. The relationship between kinetic energy (KE) and rainfall intensity (I) was computed as logarithmic and exponential model, respectively, under the rainfall intensity of about 142mm/h. The exponential model is more suitable for the relationship of KE-I than the logarithmic model, because the exponential model presented better fit for KE over 50mm/h of rainfall intensity. Meanwhile, the differences of the total kinetic energy existed in rainfall events with almost same total rainfall depth, and KE values of Daejeon at high rainfall intensity underestimated rather than the others under temperate climate. Therefore, these differences of KE in rainfall events and geographical regions imply the result from the variations of rainfall intensity within a rainfall event.

A Study on the Original Position of Wibongmun and Joyangru and Signboard Handwriting in the Chuncheon (춘천 위봉문(威鳳門)·조양루(朝陽樓)의 원위치 비정과 현판 글씨 고찰)

  • This study aims to investigate the original position, the writer of signboard handwriting and the period of Wibongmun and Joyangru in order to restore Wibongmun and Joyangru which have been designated as tangible cultural properties (有形文化財). They also have to be moved in the Gangwon Provincial Office. Wibongmun and Joyangru were established as government offices in chuncheon(春川官衙) and they were used as attached buildings in Chunceon (春川離宮) in 1890. Wibongmun was moved to Gangwon Provincial Office 5 times and Joyangru was moved twice. In order to move them back to the original place, by using the topographic map made by the Japanese Government-General in Korea, we find out Joyangru was located in the exit of Gangwon Provincial Office and greenhouse and we also figure out Wibongmun was located in the garden. While we study historical evidence on handwriting, we also find out the handwriting of Joyangmun was written by Songhaong (松下翁) Jo, Yun-Hyeong (曺允亨). Especially, Joyangru had played a role as a government office and it may be called 'Joyangru' after reconstructing 'Joyangmun' when attached buildings were established. Through this study, we found that the first period and reason of establishing Wibongmun and Joyangru was at least before 1788. Through this study, we can find the period of both and its historic meaning more clearly.
