This paper introduces two concepts, specialization and representation, to evaluate activities of standing committees in Korean Assembly. Previous studies have criticized the committees based on frequent change of committee membership. After analyzing the empirical data of Finance and Economy Committee, it turns out that different from the previous arguments, the committee reaches the high level of activities in the perspective of specialization and representation. Changing of committee membership, after considering direction of the change and period of leaving the committee, is less happened than they are supposed. If voting by proxy or absentee voting were allowed, the frequency of the changing membership would be decreased. Study on Finance and Economy committee reveals that the extent of participation of the committee members is similar to the that of the floor meeting and that the number of participants and hours for each meeting display the characteristics of deliberative democracy of committee. Unanimous decisions outnumber majority ones. Therefore, this paper insists that standing committees in Korean Assembly works much better than what they have been criticized

In this paper, numerical values are derived using topic modeling among data-based evaluation methodologies discussed by various research institutes. In addition, we will focus on the ICT field to see if there is a difference in policy perception between the national R&D project and standing committee. First, we create model for classifying ICT documents by learning R&D project data using HAN model. And we perform LDA topic modeling analysis on ICT documents classified by applying the model, compare the distribution with the topics derived from the R&D project data and proceedings of standing committees. Specifically, a total of 26 topics were derived. Also, R&D project data had professionally topics, and the standing committee-discuss relatively social and popular issues. As the difference in perception can be numerically confirmed, it can be used as a basic study on indicators that can be used for future policy or project evaluation.

The degree of delegation related to the social security acts is involved in the candidate selection methods and the standing committee system. The social security acts with a small amount of delegation have an affinity with the bottom-up selection methods and the standing committee to guarantee long term in office. In Germany, the bottom-up selection method which guarantees the right of party members to nominate candidates and the standing committee to guarantee long term in office have an affinity with the Social Acts with less delegation. But the social security acts with a large number of delegation have an affinity with the top-down selection methods and the standing committee not to guarantee long term in office. In Korea, the top-down selection method in which the central headquarter of the party dominates the selection process, and the standing committee whose members are to be selected every two years have an affinity with the Social Security Acts with the excessive delegation.

The purpose of this study is analyzing the network of the National Assembly based on the bill data in 18th, 19th National Assembly lawmakers submit to Committees. By using bipartite projection we find out a strong committee and understand the relationship of committees. We focused on bills that ten or more of the legislators propose and compare between the first opposition party and the ruling party, which accounts for more than 80% of the overall structure of the National Assembly. We point out an influential legislator and committee in the network. This result presents which committees and lawmakers have a significant effect on process of legislation. This work gives a reasonable source as qualified to judge whether the committee and legislators group enact positively or not.

This study aims to examine whether committee preference and negotiation group affiliation have an effect on proposals and passages of legislators' bills. Previous studies points out predominances and reflections of partisan interests, but analytic result shows legislators' preferences work on introductions and passages of bills through committee and negotiation group as assembly institutions. The rates of proposals and passages were high in the committee that legislators would like to belong to. The same result was found in negotiation group affiliation. However, active activities of legislators works in only their committees, not in a general meeting. This result shows that committee and negotiation group are significant institutions of national assembly.

국가과학기술위원회(국과위)가 출범한 지 6개월이 지났다. 현 정부 출범 후 과학기술부가 교육과학기술부(교과부)로 통합되면서 '과학정책이 실종됐다'는 비판을 받기도 했는데 국과위가 출범해 정부 전체의 연구개발을 총지휘하기로 조직이 바뀐 것이다. 그동안 문제가 됐던 과학정책에서의 '컨트롤 타워' 역할을 국과위가 잘해낼 수 있을지, 김차동 상임위원을 만나 소회와 앞으로의 계획을 들어봤다.

최근 사회는 과학의 발전으로 빠르게 변화하고 있다. 이에 따라 국회 상임위 가운데서도 과학기술정보통신위원회야 말로 가장 핵심이면서도 가장 중요한 위원회라 할 수 있다. 이러한 중요성 때문에 최근 국회 파행과 상관없이 테헤란 밸리를 찾아가 벤처 기업들의 애로 사항을 들어주는 등 꾸준히 활동을 벌이고 있는 과기정위가 주목을 받고 있는 것은 당연한 일일지도 모른다. 이 상임위를 이끌고 있는 수장, 이상희 의원을 만나 정보통신의 현재와 미래를 들어본다.
