경기도는 경기도형 복지축산 실현과 ICT 기반 스마트 축산 구축으로 변화의 시작을 만들어 경기도형 탄소중립, 지속가능한 미래축산을 통해 도약의 기회를 마련한다는 계획이다. 경기도는 이를 위해 가축행복농장을 확대하고 안전한 사료를 공급하는 한편 축산 ICT 융복합을 확산하고 재난으로부터 안전한 가축 사육기반을 조성한다는 복안이다. 사람·환경·가축이 상생하는 경기 축산 실현을 목표로 하고 있는 경기도의 축산정책을 살펴보고 오리관련 정책을 톺아본다.

지난 몇 달간 대중소기업간 상생협력이 또다시 세간의 관심사로 부상했다. 금년 들어서 국내 대기업의 경영성과가 사상 최고치를 기록하고 있는 가운데 중소기업의 성과가 상대적으로 부진하기 때문이다 지난 몇 년간 국내 기업간 상생협력이 강조되어 왔으나, 납품단가 인하 문제를 비롯해서 대중소기업간의 고질적인 문제가 개선되지 않고 있다. 중장기적으로 대중소기업간의 문제가 과연 어떠한 요인에 의해서 발생하고 있는지를 심층 분석하고 시스템 차원에서 문제를 해결하기 보다는 사안에 따라 임기응변식으로 문제해결에 나섰기 때문이다. 또한 산업의 세계화와 기업경영의 복잡성이 심화되고 있는 가운데 과거의 잣대로 문제의 원인을 파악하고 관련 정책이 기업의 전략을 뛰어넘지 못하고 있기 때문이다. 본고에서는 최근 논란이 되고 있는 기업간 상생협력의 문제와 개선 방안을 자동차산업의 동반 성장전략 차원에서 살펴보기로 한다.

This study explored which policies can be win-win strategies among internet portals and digital content providers. With taking the professional advise by interview and descriptive Questionnaires, the study suggested which governmental policies may be the mutual and proper winning strategies in internet industry, specifically between internet portal sites and content providers. Researcher kept in contact with five opinion leaders in this field and proposed thirteen candidate policies, which can give implications to the related governmental agencies, internet portals and contents providers. Some of these suggested policies may have been done and are being done conservatively in some area. But, in order to positively activate and develop the domestic digital contents industry, this study emphasized that the related agencies should perform the progressive policies and assign the financial supports to internet industry.

The failure of company management that does not overcome the recession of shipping economy has negative impact on front-end and back-end industries in relation to shipping industry overall. This study aims to derive a measure of government policy support for win-win of ship owners and shippers by performing a survey with experts in ship owners, shippers, and port-related institutions. This study employed a consistent fuzzy preference relation (CFPR) method to provide the priority of government policies. The study results showed that out of all 14 policies, the policy perceived most important was "expansion of participation in share of shipping company or ships of shipper (0.102)" followed by "strengthening of national shipper-centered service quality (0.101)", and "providing a long-term transportation contract model of container cargo (0.085)". To recover the Korean shipping industry via win-win of ship owners and shipper, the policy enforcement is important through correct government policy establishment and priority selection. In this regard, this study contributed to proposing policies and priority of the policies. For the future study, detailed analysis on comparison of perception difference among stakeholders in the shipping industry is needed.

박원순 서울시장 취임 이후 서울의 구석구석이 변하고 있다. 그 중 하나가 '상생의 주거공동체'이라는 목표에 걸맞은 실험적 형태의 주택들이 등장했다는 것이다. 거대한 개발논리에 의해 도시가 좌지우지되는 시대를 넘어 시민이 만들어가는 도시, 개인의 삶을 담는 그릇으로서의 건축, 공동체를 기반으로 거주자가 만들어가는 주택의 시대가 온 것이다. 그리고 그 중심에는 서울시 주택정책을 총괄하고 있는 진희선 실장이 있다. 진희선 실장을 만나 서울시의 도시재생과 주택정책에 대해 들어보았다.

Over the last few years, despite the government's ongoing efforts for cooperative relationship between large firms and small and medium-sized enterprises(SMEs), their effectiveness is limited. In addition, the academic researches for addressing practical policy alternatives are also insufficient. This study aims to suggest the practical policies for cooperative relationship between large firms and SMEs. To this end, we suggest typology to know how collaboration process between large firms and SMEs for technology commercialization project with the utilization of dimensions of technology and marketing cooperaton is, and analyse the characteristics of each type, and examine the present situation of collaboration between large firms and SMEs in Korea and then finally, derive government policy guidelines. Through this research, we suggest theoretical framework to reinforce national industry competitiveness under growing global competition through suggesting how SMEs take survival basis, and also how large firms collaborate with SMEs.

Innovation in local industries and the development of public services require, among other things, shared growth with the concept of regional co-prosperity. Regional co-prosperity is essentially aimed at bridging regional balance or regional gaps, which means a relationship that can achieve shared growth through complementary cooperation. In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. Above all, one of the strategies for regional development should be linked to the establishment of a cooperative system for win-win cooperation and policy means to support it. The activation of cooperative programs with local universities, companies and local governments and the case of problem-solving using living labs. Therefore, it suggested that active participation by various stakeholders and a cooperative governance model were needed to enable Living Lab.

정부는 '건설부문 투자 지원방안'을 마련하고 지난 6월 13일 발표 했다. 이 지원 방안은 건설산업 경쟁력 제고를 위한 제도개선과 함께 공공 및 민간부문의 SOC 투자 확대를 통해 건설투자 활성화를 뒷받침하는 내용을 담고 있다. 또한 하도급업체에 저가수주 부담 전가를 방지하고 원·하도급자간 상생협력을 위한 하도급업자의 보호를 제도적으로 보완하는 방안 마련이 있다.
