This study is aimed at exploring the impact of the characteristics of the firms on firm's networking. We develop a framework theorizing firm's networking according to sales, size, research facility, the percentage of R&D staff to total employees, the percentage of R&D investment to total sales, the number of the certification, the intention of attending seminars, the experience of participating in the government subsidy program. The results of the analysis show that research capacity, openness to a variety of information source, the experience of participating in the government subsidy program are significant in determining the firm's networking. The government needs to encourage the firms to improve their research capacity, and to train the coordinators to help the firms get higher openness to a variety of information source, use the government subsidy program.

한국생명공학연구원 해외생물소재센터는 해외생물소재 확보 및 활용연구를 통하여 차세대 국가핵심전략 BT산업의 필수원자재인 생물소재의 범지구적 확보와 보존 관리의 임무를 수행하고 있다. 이를 위해 권역별 해외생물소재 공동연구센터(중국, 코스타리카, 인도네시아, 베트남) 및 37개국과의 국제협력 네트워크를 구축하고 있다. 세계적 수준의 생물소재 국가 인프라 구축을 목표로 국내 산 학 연 연구자들에게 다양한 해외생물소재 공급을 통한 지속 가능한 바이오 경제 기반 구축을 지원하고 있다. 해외생물소재센터에서는 2006년부터 특히 천연물 의약품 개발 분야에 많이 사용 되고 있는 해외 식물소재를 지속적으로 확보하고 있으며, 확보된 식물소재의 추출물 제조 및 추출물 은행을 구축, 이에 대한 생물활성 평가를 실시하며 연구자들에게 기초 자료로 제공하고 있다. 현재까지 총 36,500종의 해외식물소재를 확보하였으며, 추출물 약 320만점을 확보하였다. 확보된 소재의 분양활동을 통해 산 학 연 연구자들에게 180만여 점을 분양하였으며, 이를 활용한 다수의 논문과 특허를 획득하였고 중대형 기술이전을 실시하였다. 해외생물소재센터는 홈페이지 기반 분양 신청 시스템[https://www.ibmrc.re.kr]을 통하여 해외식물소재(Powder 와 Extact 형태) 분양서비스를 제공하고 있다. 또한 소재가치제고 연구를 통한 산업화 지원과 해외생물소재의 표본정보 서비스, 해외거점센터를 활용한 현지정보 제공 서비스를 지원하고 있다.

우리 사회는 산업혁명, 정보화혁명을 거쳐, 모든 것이 인터넷과 연결되는 사물인터넷(Internet of Things) 기반의 초연결 혁명 진행 중에 있다. 이에 정부는 사물인터넷을 공공, 산업, 개인 등 국가사회 현안 해결의 수단으로 활용하여 산업경쟁력 강화 및 창의적 IoT 서비스 제품 창출과 중소 중견 전문기업 육성을 시도하고 있다. 이에 본고에서는 사물인터넷의 핵심인 단말 플랫폼기술에 대한 글로벌 기업 및 프로젝트들의 하드웨어와 소프트웨어 융합기반 사업화 동향을 분석하고, 국내 단말 플랫폼의 개발현황 및 문제점을 살펴본다. 뿐만 아니라, 향후 사물인터넷의 단말 플랫폼 경쟁력 확보 및 생태계 구축을 위한 단말 소프트웨어 플랫폼과 하드웨어 플랫폼 구축방법으로 개발자 지향 개방형 SW-SoC(System on Chip) 융합을 통한 인프라 구축방안 제시하고, 사물인터넷 서비스의 확산을 위해 산 학 연 협력기반 기술개발 로드맵 방향을 제시한다.

IEEE 802.15.7 VLC(Visible Light Communication) 규격 이후에 카메라 기반 ISC(Image Sensor Communication) 관련 개정 필요성이 제기되어서 현재 IEEE 802.15.7m OWC(Optical Wireless Communication) TG가 표준화를 진행 중에 있다. 2016년 5월에 결정된 Baseline Document D0를 기반으로 LiFi(Light Fidelity), OCC(Optical Camera Communication) 및 LED-ID(LED Identification) 기술로 간단하게 분류하고 각 핵심 변조 기법을 소개한다. 5세대 이동통신과 함께 사용될 수 있는 다양한 IoT/ M2M 응용 서비스(LED, 디지털사이니지, 방송, 자동차 안전, 디스플레이 등)들이 포함되어 있다. 국내에서 혁신적인 비즈니스 모델 발굴과 국내 산/학/연/관이 협력하여 가시광, 적외선 및 자외선 분야에서 적극적인 연구개발이 있어야 할 것이다.

This study examines the vision/strategies of policy for the public services based ubiquitous-IT. That policy is for searching the ubiquitous based people-friendly public services and promoting the industry related u-IT. This article's purposes are below; first, making the policy for activating the ubiquitous based public services, second, looking for the core subjects focused on practical value, and finally, proposing the system for the cooperation between public and private sector.

This study is to survey on the status of human resource training programs related to ubiquitous technologies and services of domestic universities. So, this study develop a classification system about human resource related to ubiquitous technologies and services. We propose the implications and plans which are based on the status of human resource training programs related to ubiquitous technologies and services. Human resources related to ubiquitous technology are classified by the flow of information in ubiquitous environment. And human resources related to ubiquitous service are classified by ubiquitous user view. This study can be used to find collaboration alternatives for breeding up ubiquitous human resources and referred to analyzing on the supply and demand of ubiquotous human resources.

The accreditation system for engineering technology programs has not been carried out in this country. For need of accreditation for engineering technology programs and development of evaluation criteria, we need analyses of accreditation procedures, rules and evaluation criteria. So we researched accreditation system and evaluation criteria with countries. These are signatories to the Sydney Accord under which approved engineering technology programs. Accreditation procedures and evaluation criteria are characteristic of the each countries which carried out accreditation system. We have to introduce accreditation system and develop evaluation criteria in our manner for advancing our engineering technology education of community college.

인류가 달에 착륙한 이후 우주개발은 인류에 있어서의 위대한 전진이며 역사적 의의를 지니고 있다. 세계 각국에 우주가 인류의 마지막 보고라는 인식이 커지면서, 최근 우주개발을 둘러싼 세계의 경쟁은 대단히 치열하다. 각종 첨단기술의 결집과 복합응용이 필수인 우주산업을 국내기술로 이루기 위한 노력이 선진국에 비해 결코 적지 않으며 그 뜨거운 열정 또한 우주산업의 미래를 밝게 해 주리라고 믿는다. 항공우주연구소는 우리 나라의 항공.우주과학기술의 개발과 실용화를 위한 중심체 역할을 담당하고 있는 국책연구기관으로서 1989년 10월에 설립되었다. 설립이래, 수많은 업적을 이룩한 바 있으며, 특히 무궁화위성 버스 기술지원사업과 우리별 2호의 우주환경시험 등으로 국내에서는 거의 불모지나 다름없던 위성관련 분야에서 꾸준한 기술축적을 이루어 현재는 위공위성 본체설계 능력을 갖추었으며, 소형위성의 우주환경시험 시설 및 관련기술을 보유하고 있다. 또한 '94년 11월부터 시작되어 현재 추진중인 다목적 실용위성사업은 우리나라 우주기술개발의 새로운 비젼을 제시하는 대형국책사업으로 산.학.연.관의 협력으로 추진되고 있다. 이러한 중요한 시점에 항공우주연구소를 이끌어 나갈 제 4대 소장으로 취임한 장근호 소장으로부터 항공우주산업의 발전을 위한 항우연의 마스터 플랜과 추진현황, 전망 등에 대하여 들어보았다. 열정적으로 대담하시는 모습에서 우주를 향한 우리의 푸른 꿈이 큰 결실을 맺을 것이라는 확신을 가졌다.

한강 자연성 회복은 사회환경을 고려한 한강의 생태적 기능회복과 복원, 자연의 복원력을 기반으로 한 사람이 공생 공존하는 새로운 관계로의 전환점을 의미하고 있다. 본 연구에서는 한강 유역권 산·학·연 관계자 100명을 대상으로 설문조사를 실시하여 한강 자연성 회복 비전과 추진전략을 도출한 결과, '맑은 물이 흐르는 강'(1순위), '더불어 사는 강'(2순위), '생명이 숨쉬는 강'(3순위), '살아 움직이는 강'(4순위)으로 정책방향을 수립할 수 있었다. 또한 설문조사의 결과를 바탕으로 AHP 및 델파이 분석을 통해 한강 상류, 중류(서울권, 경기권), 하류별 자연성 회복 평가지표간 가중치를 산정하여 주요 추진과제를 선정하였다. 상류유역에서는 비점오염원 관리를 통한 환경오염 감소, 중류 유역에서는 도심하천의 수질관리강화 및 물 순환 체계 개선, 하류 유역에서는 생물다양성 확보 및 상·하류 지역 협력을 통한 상수원 수질 개선의 방안 필요의 결과가 도출되었다. 본 연구를 통하여 한강의 하천관리정책은 이수·치수 중심의 하천조성에서 하천생태복원 및 강과 사람과의 공존과 공생이 조화를 이룬 하천조성으로 관점이 변화되었음을 확인할 수 있었으며, 가중치 평가를 통한 최적 조합의 하천 관리방안이 도출되었다.

In this study, we identify the obstacles that occur through the relationship between I-U cooperation and look for factors that can overcome them in the 'university administration's efforts' and 'Trust between I-U'. In the study of existing I-U cooperation, the relationship between industry and university has accumulated experiences and various channels of bilateral cooperation by sustaining interactions and absorbing capacity of knowledge by path dependence. However, as cooperation increases, 'I-U cooperation barrier' are inevitable, which is explained by two perspectives: 'Difference in mutual recognition' and 'Institutional barriers'. In order to induce the achievement of effective I-U cooperation, it is necessary to overcome these obstacles stemming from mutual relations, and it will be possible to maintain the relationship of continuous I-U cooperation. The researchers conducted research on companies participating in the I-U cooperation technology development project of the 'Ministry of Small and Medium Venture Business', which is a representative I-U cooperation program in Korea. This project will be promoted in the 'Small & Medium Business I-U cooperation Center', an administration-dedicated organization of the university. The researchers measure 'University administration's efforts' and 'Trust between I-U'to overcome'I-U cooperation barrier' In order to clarify the data of the research sample, a questionnaire survey of organizational units was conducted for all companies participating in the 'I-U cooperation technology development projects' of the SMEs and Startups between 2011 and 2015, and the responses of 356 organizations were drawn. The results showed that the higher the level of 'University administration's efforts' and Trust between I-U', the lower 'Difference in mutual recognition' and 'Institutional barriers'. Particularly, it showed higher explanatory power to overcome 'Institutional barriers' among obstacles. Therefore, it should be accompanied by the interest, implementation and institutional support of I-U-R subjects to raise the level of these two factors that can overcome 'I-U cooperation barrier'.
