  • 코로나19로 인해 비대면 사회가 일상화되고, 가상세계를 구현하는 기반 기술 등이 발전하면서 3차원 가상세계인 '메타버스'에 대한 관심이 급증하였다. 메타버스는 다양한 분야의 활동을 할 수 있다는 점에서 기존의 사이버 공간에서 발생하는 법적 문제들과는 전혀 다른 문제들이 발생할 가능성이 있는데, 현재 메타버스 내에서 이루어지는 다양한 범죄 유형들에 대한 법적 제재나 안전장치가 제대로 마련되어 있지 않다. 이에 본 연구에서는 메타버스의 의의 및 현황을 살펴보고, 주로 문제될 것으로 예상되는 법적 쟁점 등을 검토하고자 한다.

  • "윤창호법" 시행 이후 음주운전이 크게 줄지 않았을 뿐 아니라 최근에는 다시 증가하는 추세를 보인다. 이에 본 논문에서는 우리나라와 일본의 음주운전 법적 기준 및 법정 형량, 등을 비교·분석하여 시사점을 제시하였다. 현재 음주운전 사상사고가 지속해서 발생하고 있고, 아직도 음주운전의 처벌이 강하지 않다는 인식이 크다. 이에 해외 사례 등을 참고하여 우리나라 현실에 부합하는 새로운 대안을 마련하고자 하며, 나아가 미래 자동차 디지털화 시대에 맞춰 변화될 법 제도의 올바른 방향에 대하여 고찰하고자 한다.

A Study on the Factors Affecting the Success of Technology Marketing (기술마케팅 성공에 영향을 미치는 요인에 관한 분석)

  • This research aims to empirically analyze the factors that affect the success of technology marketing by Korean universities. The total of 207 universities which successfully made technology transfers from 2006 to 2008 was examined to test the nine hypotheses. For the purpose of testing the hypotheses, technology infrastructure (research costs and the number of SCIE papers), the compensation system for the patents (application and registration), the number of patents (application and registration), TLO staff (the number of people in charge of technology transfer and the job experience in industries), the compensation system for technology transfers (researchers and contributors), and attitudes of university management and industries were analyzed with structural equation methods to figure out their effects on the revenues of technology transfer. The results of this research are summarized as follows. First, technology infrastructures of universities were found to have positive effects on securing patents. As the university research costs in the field of science and technology are increases, the research capabilities are enhanced and this a larger number of researchers are conducted. Second, this research shows that compensation systems for patent application and registration in universities have motivated researchers to take out patents for the outputs of their research. Third, the number of patents universities possess was found to have a positive effect on technology transfer. An increase in the number of patents universities possess implies an increase in the diversity and excellence of the target technologies for transfer. Fourth, the number of patents universities possess turned out to have a positive effect on TLO staff. The number of experts in charge of technology transfer including technology dealers, valuation analysis and patent attorneys should be increased as target technologies for transfer increase according to the increase of patents possessed. Because the technologies are transferee from universities to businesses, businesses (job) experience of TLO staff in industries are also important. This research is meaningful because it has identified the factors affecting the results of technology transfer by employing structural equation methods. In particular, an official governmental survey data for the academic-industrial cooperation were analyzed systematically in terms of technology infrastructure, compensation systems related to patents, the number of patents, TLO staff, compensation systems for technology transfer, and attitudes of university management and industries. All these facts might could differentiate this study from the previous studies.

Problems and Improvement Directions of Fire Protection Designing and Supervising Jobs (소방 설계·감리업의 문제점 및 개선방향에 관한 연구)

  • Since many accidents have occurred in Korea in these days, many people have lost their health and have been damaged. The damages caused by fires which occur to many buildings where many people always reside takes a substantial share of the total damages. And since the proportions of the domestic fire protection designing/supervising industries are relatively much disregarded compared to other kinds of work, it is in the situation that there are many cases of serious damages because the fire protection equipment didn't exert the proper functions on fire after a building is constructed since the supervision against the poor construction along with the inadequate design. In order to improve such situations, in case of the design industry, the criteria on registration and workforce placement, the scope of operation, the design documents required when requesting the agreement to the construction permits, the responsibilities and authorities about the jobs of the fire protection facility designers must be improved and, in case of supervising industry, the registration criteria, the operation scope and the kinds, methods, targets and criteria of supervision, the criteria on the additional placement of assistant supervisors, the contents and scope of work must be improved, the PQ system and Public Supervision System must be reviewed and the systems for preventing any poor supervision must be improved in order to pursue the security of the people and their properties at the same level as the other kinds of work by preparing for the firm position and foundation of the fire protection design and supervision.

A Study on Securing Safety at Small and Medium-sized Construction Sites using The Safety and Health Register at Each Construction Stage (건설 단계별 안전보건대장을 활용한 중·소규모건설현장의 안전성 확보 방안)

  • In the past 20 years, accidents in the construction industry have declined in absolute numbers. On the other hand, disasters occurring at small and medium-sized construction sites account for more than 80% of the entire construction industry and are showing a continuous increase. A system for preparing a safety and health register in stages was enacted to preemptively prevent accidents by mandating responsibility for safety to owners with relatively strong authority in the construction industry. Considerable is needed to become an effective legal system. Although there have been many studies related to safety management plans and hazard prevention plans, there are no studies on the safety and health register. Therefore, in this study, an improved safety management procedure connected with the orderer's safety and health management procedure was presented as a plan for reducing accidents at small and medium-sized construction sites. All information was made as a data-based procedure to reduce the burden on the manager. The results of this study are expected to be used as basic data for the development of a safety management support information system for small and medium-sized construction sites.

An Analysis of the Hampering Factors of Innovation: Focusing on SMEs in Korean Manufacturing Industry (한국 중소기업의 혁신 저해 요인이 기업의 혁신 활동에 미치는 요인 분석)

  • The purpose of this study is to examine the effects of the factors that hinder innovation of SMEs on innovation activities of Korean firms. Many existing literature studies remain focused on factors that promote innovation activities. However, in order for companies to promote innovation, it is important to analyze the factors that hinder innovation as well as those that promote innovation. In this study, we analyzed the relationship between technological innovation inhibition factors and technological innovation performance of 4,075 SMEs in Korea using the Korea Institute of Science and Technology Policy statistical data. The research model and hypothesis test of this study consist of three stages. First, the reliability of the variables used was verified using exploratory factor analysis. Second, the proposed hypothesis was modeled using structural equation modeling. Finally, validity of the structural equation was verified using confirmatory factor analysis. As a result, the lack of need for innovation influenced innovation performance and the government support system mediated them. SMEs should establish technological innovation strategies to maximize the effect of technological innovation with limited resources, and government should make polices to promote innovation of SMEs. It's expected to be used in the case of establishing a support policy.

Improving Hospital Referral System based on Perception of Delivery of Healthcare by Enrollees (국민건강보험 이용자의 의료전달체계 인식에 따른 진료의뢰 개선 방안)

  • This study was carried out to suggest hospital referral system improvements based on health insurance subscriber perceptions of the delivery of healthcare. Health insurance subscriber outpatients (n = 207) referred from a stage 1 medical institution to the S university hospital located in Seoul responded to the study survey. The study's item reliability is reliable as the Cronbach's alpha coefficient was greater than 0.7. This study results showed that 5.9% of patients were referred from a higher stage hospital to a same stage hospital. The main factor attracting patients to S university hospital were physician reputation and confidence. The highest factor ($4.40{\pm}.92$) was xxxx. In addition, survey respondents reported that the concentration of patients in extra-large hospitals in Seoul ($4.24{\pm}.97$) was an important issue, and the issue with the highest priority for improvement ($4.05{\pm}1.02$). A positive correlation was detected between the recognition and improvement of delivery of healthcare (p < 0.01). Based on the results, we suggest that improvements in the delivery of healthcare should focus on patients rather than suppliers of national health insurance or other insurers. The estimation of selection probability on the preference of unbundled parking system and sales discount rate -targeted for the public apartment residents in Seoul- (공동주택 주차장 분리분양제의 선호 및 분양 할인율에 대한 선택 확률 추정 -서울시 공동주택 입주민을 대상으로-)

  • The study examinesthe hindrance factors including various laws and institutions with regard to the Unbundled Parking System (UPS) that has recently attracted the greatest attention as a way to manage traffic demand for sustainable development, efficient utilization of parking spaces, and to overcome the unstable housing market.The direction of improvement of related laws and institutions is also suggested. Its usage is proven by countries such as the United States of America and France, as they have already implemented this institution. To lay the foundation for the introduction of UPS of our own country, a survey on the preference for UPS was conducted. The survey equally divided 300 respondents into three clusters based on the sales price of apartments in Seoul. The analyses revealed that all three clusters have similar preferences (cluster 1: 68%, cluster 2: 62%, cluster 3: 65%) on UPS, and younger groups seem to answer in the affirmative more than the other age groups no matter what cluster they belong to. In conclusion, the results on the estimation of selection probability on the preference of unbundled parking system and sales discount rate are as follow. The groups of non-vehicle users have higher preference on UPS. When the discount rate is 14%, 69%, 77% and 62%ofrespondents would choose unbundled parking system for clusters 1, 2 and 3, respectively (₩6,370,000/PY,₩3,930,000/PY and ₩2,270,000/PY reduce when applying avg. sales price, respectively).

Effects of Pre- and Post-Employment Experience Factors on Individual and Organizational Priority -A Case of Korea Airports Corporation- (입사 전·후 경험요인이 개인 및 조직 우선가치에 미치는 영향 -한국공항공사 사례연구-)

  • This is a case study of Korea Airports Corporation(KAC) examining the effects of pre- and post-employment experience factors on individual and organizational priority. This study surveyed 240 employees of KAC and analyzed the results. The influence of pre-employment experience (number of times applying to public sector, reason to choose public sector, and job changing experience) and post-employment experience (years of employment, position, and job types) on personal value (authority, achievement, welfare, vacation, and personal life) and organizational value (responsibility, obligation, performance, compensation, and participation) was studied. The results indicated that organizational value is generally greater than personal value. Preference value (=organizational value/personal value) was greater than one for every group. Education, years of employment, position, reason to choose public sector were confirmed to influence preference value. For pre-employment factors, as an employee chooses to work in the public sector because of better balance of work-personal life, preference value was confirmed to be lower. For post-employment factors, when the years of employment are longer and the position is higher, preference value is significantly higher. The results imply that an organization should establish a fair evaluation and compensation system to help employees display their full capability to produce maximum performance.

A Study on the Long-term Work Guidance of Contract Students (Skin Care Major) (계약학과 학생의 장기근속 유도를 위한 방안 (피부미용 전공))

  • This study analyzed the factors related to the job satisfaction and turnover rate of students in the skin care contract department, and suggested ways to enhance long-term employee retention. Frequency analysis and multiple regression analysis were performed using the SPSS statistical program and based on the survey data of 260 skin care contract students. The main results were as follows. First, contract students had high job satisfaction because of sufficient in-service training during the internship and also received the authority to perform the job duties of their positions. Second, the regular technical education for the job of contract students gave them confidence in job performance and job confidence, which led to long-term employee retention. Third, contractual students' turnover was reduced by applying compensation such as incentives, awards, and promotion opportunities in accordance with their work performance. Therefore, the results of the study suggest that compensation based on job performance, and the confidence in job performance of skin care contract students, can lead to increased job satisfaction, a reduced turnover rate and better long-term employee retention.
