This study explored the trend of higher education policy according to the change of productive populations. This study analyzes current problem on higher education policy and suggests direction of higher education policy according to decrease in productive population, focusing on the change in productive populations and related social changes. The major directions of higher education policy are enhancing competitiveness of universities, managing university enrollment quota, and activating education - industry links. This study suggests twelve detailed - policies based on the three major directions of higher education policy.

This article explores what is the genuine Koreanness in Korean arithmetic by examining what kind of influence the Chinese arithmetic had on the Korean arithmetic and how the Korean arithmetic scholars had accepted and utilized it. Because the main stream of Korean culture before the end of Chosun dynasty was located under the umbrella of the Chinese philosophy, technique, and culture, it is necessary to make researches on the historical documents and materials in order to establish the milestone in the Korean arithmetic history for the Korean arithmetic scholars. For this research, the arithmetic books published in between the sixteenth century and the end of Chosun dynasty are mainly consulted and discussed, dealing with the bibliographical introduction in the arithmetic Part in Re Outline History of the Korean Science & Technology written by Prof. Yong-Woon Kim.

In spite of important researches and translational works of the Joseon mathematical treatises in the 80's and on, these results were almost out of reach to the school teachers as well as students due to the antiquity of their contents and the terms used. In order to make our traditional mathematics approachable to the middle and high school students, it will be educationally meaningful to reinterpret them tuned at the student's level using modern terminology and symbols. In this study, we reinterpreted 9 problems from Cheukryang Dohae, which is one of the representative mathematical books of Joseon Dynasty. We used the terminology and symbols from the school curriculum. We also reconstructed two of them using modern metrologies adapted to modern situations adding illustrations and photos, so that they are useful at the teaching site.

TRIZ는 문제분석을 통한 모순을 찾아내어 이를 해결하는 Process에 역점을 두는 방법론으로 알트슐러와 그의 동료에 의해 수십만건의 특허를 분석하는 과정에서 시대와 분야를 막론하고 동일한 유형의 문제가 반복되고, 이를 해결하는 방법도 동일함을 규명하여 이를 체계화한 방법론으로, 현재 핵심기술 개발 및 창의적 문제 해결 방법론으로 각광받고 있다. 그러나 TRIZ 역시 문제점을 가지고 있으며, 그것은 초기 과제 정의가 어렵다는 것과 효과산출을 어떻게 하면 객관화 할 수 있을 것인가 이며, 또한 도출된 아이디어를 최적화 하는 방안이다 하나의 방법론만으로는 모든 과제 해결을 위해 일괄 적용 시키는 것은 모순이며, 경영기법간의 연계를 통한 경영효과 극대화가 필요하다. 이 논문에서는 6시그마와 TRIZ 방법론 분석을 통한 각 방법론의 이해를 높이고, 이를 바탕으로 서로 방법론간의 연계의 필요성을 확인 및 방법론 간 연계를 위한 연계 프로세스 모델을 제시하고자 한다.

주요 방산물자의 경우 최저가 입찰 방식의 채택은 방산업체들 간 물량부족에 따른 과다 수주 경쟁으로 인해 터무니없는 낮은 가격으로 업체가 결정되는 경우가 발생되고 있다. 이러한 제도 운영은 방산 물자의 기술 개발 촉진에 장애요인으로 작용할 뿐만 아니라 방위력 증강은 물론 방위산업 육성에도 많은 지장을 초래할 우려가 있다. 본 논문에서는 실천 가능한 방위산업 입찰제도를 도출하고 입찰제도를 개선하기 위해서, 현재 방산청에서 실시하고 있는 최저 입찰제도의 문제점을 알아보고, 미국, 유럽과 일본의 정부조달제도와 방위산업에서의 입찰방식을 살펴본다. 그리고 협상에 의한 계약 체결시 적용하는 회계예규의 평가산식 불합리성 및 문제점을 고찰하고, 국내 방산업체가 느끼는 입찰제도의 문제점을 설문을 통해 파악/분석함으로 방위사업청 제안서 평가 지침에 대한 적절한 방식을 제안하고자 한다.

본 논문은 이종의 이동통신 시스템에서 멀티미디어 서비스의 QoS를 보장하기 위한 D-ISHO(Degradation reason Intra-System Handover)를 다룬다. 이를 위하여 D-ISHO 시, QoS 보장하기 위한 제어 모듈을 제시한다. 이를 위하여, 각 모듈간의 상관 관계를 갖는 순서도를 기술하고, D-ISHO 시나리오가 고려된다. 시뮬레이션을 위하여 평균 지연과 패킷 손실율을 평가한다. 제안된 QGRM(QoS Guaranteed Resource Management)를 적용한 시스템이 각각의 서로 다른 이동통신 망보다 더 좋은 성능을 보인다.

본 논문에서는 $10K_2O$-30CaO-$60P_2O_5$ mol%를 기본조성으로 하여 Fe, Cu, Zn의 미량성분을 첨가하여 유리를 제조하고 용출 특성을 평가 하였다. 제조된 유리는 미량성분의 첨가량에 따라 유리의 투명도가 변하는 것이 관찰되었다. 용출특성은 측정 4시간 뒤 pH값 증가되는 것으로 16시간 후 pH가 증가하는 것으로 관찰되었다. 여기서 pH의 증가는 염기성산화물이 용출되는 것으로, 감소는 $P_2O_5$구조인 망목형성구조가 붕괴되어지면서 산성이온이 용출되어지는 것으로 판단되어진다. ICP관찰시에는 함량이 증가하면서 K, Ca, P이온의 용출량이 감소되었고, Zn, Cu, Fe이온의 용출량이 증가하는 경향이 관찰되었다.

This paper proposes a modified IMC-PID controller that introduces controlling factor of the system identification to the standard IMC-PID controller in order to meet the design specifications such as gain, phase margin and maximum magnitude of sensitivity function in the frequency domain as well as the design specifications in time domain, settling, rising time and overshoot, and so on.

인터넷의 이용이 보편화 되면서 사용자들은 유 ${\bullet}$ 무선에 관계없는 다양한 인터넷서비스를 요구하고 있다. 그러나 이러한 서비스 제공을 위해서는 서로 다른 트래픽 특성 및 전송속도 등에 대한 충분한 고려가 있어야 하며, 그 이전에 유 ${\bullet}$ 무선 네트워크의 통합이 전제되어야 한다. 현재 이러한 문제점을 해결하기 위해 다양한 연구가 진행되고 있으며, 이 중 가장 유력한 대안으로 떠오르고 있는 것이 ALL-IP 네트워크이다. ALL-IP 네트워크는 인프라 구성과 다양한 RAN 지원 등의 장점을 가지고 있지만, 근본적으로 IP 전송 기술을 기반으로 하고 있기 때문에 서비스 품질 보장 측면에서는 많은 취약점이 있다. 따라서 서비스 품질 보장에 대한 문제는 다가오는 ALL-IP 기반의 유 ${\bullet}$ 무선 통합 네트워크 환경에서 시급히 해결해야 할 문제로 인식되고 있다. 이를 위해 본 논문에서는 유 ${\bullet}$ 무선 통합망의 서비스 품질을 보장에 관하여 최적의 방법을 연구하였다

언제 어디서나 초고속으로 무선인터넷 사용을 목표로 하는 휴대인터넷 시스템이 곧 상용화될 예정이다. 휴대 인터넷 시스템은 서로 다른 특성을 가지고 있는 UGS, rtPS, nrtPS, BE 서비스들을 제공하므로 QoS를 고려한 효율적인 스케줄링 기법을 필요로 한다. 본 연구에서는 다양한 파라미터 값들에 대한 스케줄링 기법의 성능을 평가할 수 있는 시뮬레이터를 개발하였다. 모델을 변경하지 않고 시스템을 구성하는 다양한 특성치들을 쉽게 변경하면서 시뮬레이션을 실시할 수 있도록 일반화 한 것이 제안 시뮬레이터의 장점이다.
