The purposes of this research are to examine the theoretical background and industrial policy issues with regard to building a Innovation System for encouraging industrial competitiveness and fostering regional industry in Korea. Knowledge has become the driving force of economic growth and the primary source of competitiveness in the world market. So since 1990s, Innovation Systems have been put emphasis on as new industrial development strategy in a knowledge-based economy. It can be understood that Innovation System is composed of National Innovation System(NIS) and Regional Innovation System(RIS) and interrelated the concept of clusters and networks, which are contribute to industry development throughout boosting innovation. As for the Korean industrial policy, when the former centralized policy decision making process became decentralized through the implementation of local autonomy, the role of local or state government in relation to regional industrial promotion intensified. But with the impotance of for fostering strategic industry in the region. new industrial policy issues in Korea are needed as follows; $\circled1$ Building a market-oriented support system for industrial cluster through providing the resource of innovation. $\circled2$ Establishing agency for regional industrial development. $\circled3$ Making a evolutionary vision for broader region including 2 or 3 province, $\circled4$ Fostering strategic industry which is selected in term of specialization and potential of the region. The RIS model for industry development is outlined in this paper but policy initiatives for building a RIS have to be extracted from further case studies.

현대물류에 있어 가장 효율적 시스템인 유닛로드 시스템(Unit load System ULS)의 구축과 보급 확산은 국내 물류시장에 시급한 과제다. ULS는 일관파렛트화와 컨테이너화가 그 핵심이며, 일관파렛트화와 컨테이너화는 파렛트와 컨테이너의 표준화로 가능하다. 올해는 APSF 아시아 유닛로드시스템 컨퍼런스를 개최하여 APSF 회원국들 및 국내 우수기업의 유닛로드시스템 개선사례를 소개하였다. 한편, 같은 시기에 한국파렛트컨테이너산업대상을 함께 개최하여 산업 물류 혁신을 위해 표준파렛트와 컨테이너 생산 및 사용에 있어 가장 모범이 되는 우수한 업체와 이러한 활동에 헌신한 개인 또는 단체를 발굴, 시상하였다.

The service industry is drawing economic growth, and the financial service sector among service industry takes major share. So it is needed to increase the productivity and efficiency through the service innovation of making a good process, standardization, automation. But contrary to manufacturing industry, the difficulty to measure the characteristic of productivity, quality and innovation in service sector requires more scientific and systematic method for service innovation. This paper will search for financial service innovation strategy with service science by the case review of KOTEC's technology rating system. The case may infer that strategic technology management capability along with customized financial service infrastructure is important.

The purpose of this study is to verify the impact of government subsidies and technological innovation on the business performance of Chinese cultural industry enterprises. Therefore, this study takes 238 listed cultural industry enterprises in China from 2015 to 2020 as the object, collects 1175 samples, and uses Stata16 software for empirical analysis. The analysis results are as follows. First, government subsidies have a positive impact on the business performance of Chinese cultural industry enterprises. Second, government subsidies have a positive impact on the scientific and technological innovation of Chinese cultural industry enterprises. Third, scientific and technological innovation has a positive impact on the business performance of Chinese cultural industry enterprises. Fourth, scientific and technological innovation plays a partially mediating role in the relationship between government subsidies and business performance of Chinese cultural industry enterprises. Based on the research results, measures to improve the business performance of cultural industry companies are as follows. First, establish a modern cultural industry market system. Second, the government should expand financial and tax support for cultural industry companies. Third, promote the integration of cultural industries with scientific and technological innovation.

미 국방무의 무기체계 획득 및 군수지원에서 시작된 CALS가 전세계로 확산되고 있다. CALS는 정보 통신기술을 이용하여 제조단계에서부터 후속지원에 이르는 전 과정의 정보(설계도면에서부터 메뉴얼에 이르기까지)를 공유함으로써 제조원가를 혁신적으로 개선시킬수 있는 시스템으로 평가되고 있다.

This study analyzes the necessity of integrated innovation policy for post catch-up innovation. The integrated innovation policy solidifies its position as an infrastructure innovation policy which forms the foundation of all kinds of policies. The Korean government is currently under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries, which in turn reveals various limits of the existing policy framework. Integrated innovation policy for post catch-up innovation involves a continual process demanding changes in political, organizational and procedural activities. To ensure long-term and cross-sectoral innovation policy, overall changes and improvements in policy and its implementation are needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

오늘날 우리사회는 컴퓨터기술과 통신기술의 발달로 인하여 정보사회로의 이행이 급속히 진전되고 있으며, 기업들은 치열한 경쟁에서 살아남기 위하여 정보기술을 이용한 경영혁신에 많은 노력을 기울이고 있다. 정보기술의 급속한 발달에 따라 정보시스템의 기능이 조직의 내부에서 점차적으로 조직외부의 고객과 공급자 그리고 경쟁자 등으로 그 초점이 이동되어가고 있는 실정이다. 기업조지간에 통신망기술로 연결하여 정보를 교환하는 조직간정보시스템(Interorganizational System : IOS) 은 산업의 구조를 변화시킬 뿐만 아니라 , 기업에 잠재적 경쟁우위를 제공하는데 중요한 역할을 수행한다. 조직간정보 시스템이 특수한 형태인 전자자료교환(Electronic Data Interchange : EDI) 시스템은 표준양식에 의한 기업간의 거래문서를 전자적으로 컴퓨터와 컴퓨터간 통신 네트워크에 의해 교환하는 것으로서, 기업간 정보거개의 혁신적인 개선과 업무절차의 간소화에 의한 생산성의 향상 및 업무의 효율성 증대 등 획기적인 성과를 가져온다. 본 연구의 목적은 EDI 시스템의 성공적 구현에 영향을 미치는 주요요인에 대한 중요도 순위를 설문을 통하여 조사하고자 하는 것이다. 우선 EDI 시스템의 개념을 살펴본후, EDI 시스템구현의 성공요인에 대한 선행연구들을 고찰하고, 선행연구에서 도출된 주요요인들을 연구자별로 분류하여, 본 연구에서 조사하고자 하는 요인들을 설정한다. 다음으로 EDI를 이용하고 있는 국내기업의 70여개 기업체를 대상으로 설문조사를 실시하여 자료를 수집하고 본 연구에서 조사하고자 하는 19가지 주요요인에 대한 중요도를 실증적으로 분석하고자 한다.

최근 우리나라 제조업체는 국제화, 개방화, 소비자 욕구의 다양화, 제품 라이프 사이클 단축 등에 직면하여 제품 개발기간 단축, 품질향상, 제조원가 절감을 위한 혁신적 개념의 관리기법이 요구되고 있다. 본 논문에서는 국내 외 많은 기업들이 제품 개발 프로세스를 혁신하기 위해 도입 중인 동시공학에 대한 내용을 연구 개발 부분의 사례를 들어 제시하고자 한다.

4차 산업혁명에서 핵심은 지능정보기술이다. 데이터를 처리하고 활용하며 새로운 유형의 정보를 생성하여 보유하여야만 급변하는 정보사회를 선도할 수 있다. 이제는 자급자족식의 데이터 수집에서 벗어나, 개방형 혁신환경을 조성하여 외부의 기술, 지식, 아이디어 등을 수용하여야 한다. 내 외부의 유연한 관계형성과 소통창구를 마련하여 유기적인 협의체를 구성하는 것이 중요하다. 이를 위하여 인천국제공항공사에서는 개방형 혁신 플랫폼 기반의 연구관리지원시스템을 구축하였다. 스타트업 플랫폼, R&D 협업지원, 연구관리지원 등 세 가지 요소로 구성된 본 시스템을 통해 기업의 사회적 책임 완수와 일자리 창출에 기여할 것으로 기대된다. 또한 프로세스 정립을 통한 연구 관리로 표준화된 연구과제관리 플랫폼을 마련하였다. 이를 통해 인천공항은 미래를 준비하는 공항 R&D 추진 체계 구축을 완료함으로써 일류 혁신 기업의 기반을 조성하였다.
