A Study on the Measurement of Industry Agglomeration for the Census on Basic Characteristics of Establishments (사업체 기초통계조사에서 산업활동의 공간집적도 측정 연구)

  • According to economic growth theory, location configuration of business enterprises engaged in specific industries has spatial affinity. In this research we defined industrial concentration index to measure industry agglomeration using the characteristics of dispersion parameter of negative binomial distribution, and used the industrial concentration index to examine aspect of spatial configuration change. We utilized Census on Basic Characteristics of Establishments of 1995 and 2000 to deduce industrral concentration indices of 7 knowledge-based industries and 9 strategy-based industries of Choongbuk Province and analyzed the aspect of spatial configuration change.

방사성 폐기물 처분장 입지 후 지역 변화 모델 구축

  • 본 연구는 방사성폐기물 처분시설(radioactive waste repository)의 입지를 가정하여, 처분시설이 경상북도 경주시에 발생시키는 경제적, 사회적 효과를 분석하는데 목적이 있다. 정부는 처분장 유치의 유인책(incentives)으로서 경주 지역주민들을 위하여 다양한 정책적 수단을 마련하였다. 처분시설 입지에 따른 특별지원금 3,000 억원 지원, 수거물 반입 수수료 지원(년당 50-100억원), 한국수력원자력(주) 본사이전, 양성자가속기 사업 추진 등이 그것이다. 이들 지원사업들이 가져오는 변화를 시스템 다이내믹스(System Dynamics) 기법을 적용하여 지역사회의 인구, 산업, 토지, SOC, 지방재정 등이 어떻게 변화하는지 추적해 봄으로써 도시체제의 동태성(urban system dynamics)을 이해하고 처분장 시설이 지역에 입지했을때, 미래에 발생 가능한 문제점이 없는지 밝혀내고자한다. 이를 위하여 시뮬레이션 모델링에 입지 지역의 특성과 현황을 반영하여 처분장입지에 따른 지역의 동태적인 변화과정과 경향을 추정해 보고, 현재 예정되어 있는 지원사업이 충분한지, 이외에 다른 정책적 지원이 필요한지를 알아본다. 본 연구의 의미는 이처럼 경주지역 주민들이 처분장의 지역입지를 만족스럽게 행각하고 소외감 없이 생활을 영위할 수 있도록 정책적 지원 프로그램을 작성하는데 기초가 되는 연구라는 점에 있다고 하겠다.

Plant Locations and Production Networks of the European Civil Aviation Industry: Focus on the Airbus (유럽 민간 항공산업의 생산입지와 생산네트워크: Airbus를 사례로)

  • The European civil aviation industry, which had lower technical skills, capital strength and market scale than the U.S., adopted the production system of joint development and division labor between the nations of Europe. Each plant locations strengthened their specialization of the production branch in the past 40 years with a geographical accumulation of the specialized manufacturing facilities, suppliers, universities and laboratories by the logic of geographical proximity and learning effect. The cargo plane transportation system in the production of short- and medium-haul aircraft facilitated the geographical dispersion of manufacturing process and the logistical linkage among the various plant locations. But the production of long-haul large aircraft(A380) chosen the transportation system by the cargo ship because of the size and weight. Considering the transportation system by the cargo ship, the choice of Toulouse as a final assembly plant location was the irrational locational decision from a locational point of view. This locational choice is explained by the merging process of the European civil aviation industry, the logic of learning effect and geographical proximity, and the active attraction support policy.

Locational Characteristics of Venture Industry in the Chungbuk Region (충북지역 벤처산업의 입지적 특성)

  • Recently, the venture industry in Korea has grown so rapidly because of the economic restructuring and the governmental inducement policies. This study first attempts to investigate the governmental policies for venture business development. Secondly, this study probes into the characteristics and the locational conditions of the venture business in the Chungbuk region. Lastly, this study tries to formulate the policies to develop the venture industry in the Chungbuk region. This study finds that the governmental inducement policies for venture business are various and extensive. From the cross-sectional and spatial-distributional analyses of venture business statistics for the Chungbuk region, it is found that the most venture businesses in the Chungbuk region are concentrated in the manufacturing sector rather than the information technology sector and they are geographically concentrated around the Joongbu expressway. Since the vicinity of the Joongbu expressway provides fast access to the capital region and cheap land, many manufacturing firms have moved from the capital region to that area in the Chungbuk region.

The Strategies and Outcomes of Welsh Development Agency for Attracting Companies (영국 웨일스개발청의 기업유치 전략과 성과)

  • This paper examines the regional economic development policies of the Welsh Development Agency for attracting companies from the perspective of industrial location theory. The Welsh Development Agency has succeeded in attracting domestic or international capital, as a core actor for the regional economic development, and responded to the changing business environment and to the specific and various needs of the investors. The analysis of the Welsh case provides an important theoretical and practical implications. First, the Welsh case shows the importance of the role of the public sectors for the regional economic development. As the behavioral approach and the industrial location theory argue, the attraction of domestic or international capital led to the regional economic development. Second, the effective activities for attracting capital played an important role in the development. The quality and quantity of the information, in the industrial location theory, and the capacity of the business groups, in the behavioral approach, are significant factors of the development. Third, incentives by the Agency are also important. This finding not only supports the classical location model based on the cost and profits, but also the behavioral approach. Finally, the Welsh case could not succeeded in gaining regional economic competitiveness, even though attracting companies, by disregarding the industrial specialization strategy at the local level. This implies that we need to build industrial clusters. In sum, the behavioral approach has significant implications to the understanding of the public policies for attracting companies.
