본 연구는 OECD회원 국가들을 대상으로 각 국의 산업재해 지표와 사회경제적 지표를 조사하여, 각 국의 산업재해의 변화 추세를 비교하고, 산업재해 지표와 산업경제적인 지표와의 관련성을 비교 분석하여 우리나라의 산업재해 예방 대책을 수립하는 데에 시사점을 도줄하고자 수행하였다.

Industrial security research has shown a rapid increase over the past decade. With the establishment of the Korean Association for Industrial Security in 2008 and the establishment of the departments of industrial security in recent years, academic interests and research on industrial security are also spreading at a rapid pace. Although academic interest and research have grown in quantitative terms, research on theoretical fields that are the basis of academic systematization is extremely limited. There is a focus on the issue of specific issues and practical solutions without worrying about the theoretical basis including conceptualization. Therefore, in most studies, the concept of industrial security remains at the level of accepting the concept applied in the previous research. Most industrial security research focuses on the specific topic of 'industrial technology protection' because it considers the concept of industrial security to be reduced to industrial technology protection. Although industrial security is composed of a wide range of fields, recognizing a specific field as an entirety of industrial security appears to be a serious problem. As a result, the concept of industrial security in industrial security research is being used ambiguously, incorrectly, and conveniently. It is necessary to accurately and recognize the concept of industrial security based on logical clarity and empirical feasibility.

ICT 기술 융합이 가져오는 초고속과 초융합, 초지능화 시대를 의미하는 제4차 산업혁명으로의 진입을 앞두고 있다. 그리고 그 시대를 선도하기 위한 국가, 기관차원의 전략수립이 치열하다. 그러나 제4차 산업혁명에 대한 불분명한 기준은 전략수립에 있어서 장애요인이 될 수밖에 없다. 이에 본 연구는 제4차 산업혁명에 관한 문헌을 토대로 전략수립을 위한 프레임워크를 제안하여, 다가오는 시대변화에 대응하기 위한 정부출연 연구기관의 역할에 대한 시사점을 얻는 데 그 목적이 있다. 특히 정부출연연구기관의 역할을 기술 인력 정보 제공자로 분명히 하고, 관련된 민간기업과의 공생을 통하여 제4차 산업혁명의 생태계를 조성하는 것을 강조하고자 한다. 제4차 산업혁명이 유연한 산업구조를 요구하고 있는 것은 분명하다. 따라서 정부출연 연구기관이 중소기업 및 기술기반 창업기업이 성장할 수 있는 생태계를 조성한다면, 제4차 산업혁명을 대기업 위주의 산업구조를 탈피할 수 있는 기회로 활용할 수 있을 것이다.

산업제어시스템에 대한 사이버보안 위협에 대응하기 위한 세계 각국의 산업제어시스템 보안기술 연구개발이 진행되고 있다. 미국은 에너지 분야를 중심으로 산업제어시스템 보안을 위한 응용기술 개발, 현장실증, 제품화 과정이 진행될 수 있는 연구개발 프로그램인 CEDS와 학계 중심의 TCIPG 프로그램을 진행하고 있으며, EU는 FP7 프로그램에서 연구소, 학계, 산업제어시스템 운영기관, 산업제어시스템 제조사 등이 참여하여 연구개발을 수행중이다. 일본도 산업제어시스템 제조사가 참여하는 제어시스템 사이버보안 센터를 중심으로 사이버보안 기술 개발을 진행 중이다. 본 논문은 미국, EU, 일본 중심으로 국외의 산업제어시스템 보안기술 연구개발 현황에 대해서 설명하고, 이러한 현황분석을 통해 산업제어시스템 사이버보안 기술 연구개발의 특징을 살펴봄으로써, 국내 산업제어시스템 사이버보안 기술 연구개발에 참고가 되고자 한다.

1989년 설립된 산업보건환경연구원(이하 연구원)은 산업보건환경의 연구와 개선에 중추적인 역할을 수행해 왔습니다. 지난 9월 15일 문옥륜 연구원장이 취임하면서 도약의 발판을 마련했습니다. 문 원장은 취임에 앞서 산업현장과 노동자에게 가까이 다가가는 연구원으로 거듭나겠다는 포부를 밝혔습니다.

This article offers a review of the major literature about sectoral innovation studies of Korea and its implications over the past 30 years. The literature on the sectoral innovation studies in Korea has focused on analysing successful technological catch-up from an evolutionary perspective and most of research has centered on the issues about entry strategies, learning mechanisms. Recently "Emerging economies" like Korea in the 2000s face major challenges as they make a transition from (a) a phase of economic development characterised by 'catching up' with the global technological frontier, involving technological "imitation", to (b) a phase of continuing development based on the development of new knowledge for globally leading (post catch-up) product and process innovation. This paper reviews those bodies of literature of patterns of sectoral innovation, technological capability accumulation and catch-up process, catch-up innovation and institutions, and patterns of growth dynamics. Finally, given the importance of sectoral innovation studies, we suggest that industrial upgrading, transition towards leadership, dark side of catch-up issues are needed for future research directions.

본 연구에서는 지역진흥기반구축사업을 추진중인 광주광산업, 경남기계산업, 대구섬유산업, 부산 신발산업을 대상으로 정보지원센터, 전자카달로그 구축사업 사례를 비교하고 그 차이점을 분석하여 본다. 이론적 고찰과 문헌연구를 통해 사례연구모델을 제시하고 지역특화산업과 정보지원센터, 전자카달로그 대한 자료를 수집하여, 본 논문에서 제시된 사례연구 모델에 입력하고 지역특화산업과 정보지원센터, 전자카달로그 구축사업과의 연계성을 알아본다. 본 논문은 국가에서 정책적으로 추진 중인 지역진홍기반구축사업을 배경으로 하고 있는 광주광산업, 경남기계산업, 대구섬유산업, 부산신발산업을 대상으로 정보지원센터와 전자카달로그 사업을 비교하여 차이점을 분석한 것으로 현재 사업을 주관하고 있는 사업추진기관에게 좋은 자료가 될 것이며, 특화산업 정보지원센터나 전자카달로그를 이용하여 전자거래를 하고자 하는 기업이나 사용자에게도 좋은 자료가 될 것이다.
