  • Being dealt in Alfred Weber's Theory of the location of Industries, a lot of economic benefits can be obtained through aggregation and clustering of industrial facilities, which derived to the development of industrial complexes in Korea. However, with the IMF economic crisis as well as various institutional changes, the framework of aggregation and clustering of industries is broken, which led to individual developments that took place without any consideration of surrounding industries. For reformation of these condition of industrial complexes, national government-led regeneration projects are being carried out currently. However, national government-led projects mainly focus on profitable projects such as officetel and hotel that are irrelevant to exist composition of industrial complexes which is usually manufacturing base industries and are unable to solve the fundamental problems of industrial complexes. Thus, a necessity of industry clustering is deduced through case analysis of actual private-led manufacturing industry cluster with governance and analysis of benefits on financial, spatial and environmental aspects. In addition, implications on the necessity follow base on factorial analysis on the benefit of clustering development than individual development as well as analysis on the measures taken for successful clustering.

Development & Application of Generator Control System Models of EUROSTAG for Stability Study of Power Systems (전력계통의 안정도 해석용 발전기제어계의 EUROSTAG 모형 개발 및 적용)

  • Because of the difficulty of acquiring new generation sites and right-of-way, additional units have been added to the existing generation sites and the transmission system has been developed into highly meshed configuration. This structural characteristics may cause restriction on the reliable operation of power systems. In other to meet with this problem, the enhancement of system analysis techniques and establishment of appropriate measures have been required in this situation. In addition the deregulation of electric power industry in Korea would require better tools for power system analysis and control. In this paper, exciter system models, speed governor system models and PSS models of EUROSTAG for stability study are developed. Comparison with simulation results of PSS/E is performed for verification of EUROSTAG models.

Performance and Alternative Policies of Techno-Park Built-up Project in Korea (테크노파크 조성사업의 성과와 정책과제)

  • The techno-park built-up project of Korea had begun in order to support regional enterprises since 1997. The number of techno-parks increased from 6 in 1997 to 17 in 2009 with various enterprise supporting services such as a new enterprise breeding, pilot production, and education and training. By way of renewing regional innovation promoting system, revising technopark law, and starting second step techno-park project, techno-parks have become centers for regional technology innovation, and cultivation of regional technology-based companies. Alternative policies for the development of techno-park projects are as follows: revitalizing the network among enterprises, universities, research institutes, and government; strengthening the ability to draw up projects in nurturing regional industry; and the establishment of fixed channels to support SME in the region.
