This study investigates the wage determination process of regional labor markets in order to understand the regional dimension of labor market processes in Korean metropolitan cities. Since the financial crisis in late 1997, the interplay between labor market restructuring such as unemployment and skill polarization and income disparity has been shaped by the labor market process in the metropolitan cities. This is also closely related to the fact that both industrial restructuring and expanding information technologies in the metropolitan region have reshaped the labor demand structure and finally resulted in structural unemployment due to skill mismatch and spatial mismatch and wage inequality across different occupations. In addition, since wage determination process clearly has a regional dimension, wage determination and its influence on income profile in a certain regional labor market need to be understood by investigating its labor market characteristics including labor supply and demand structure, industrial changes, changing unemployment, etc. This is why labor market policy as a regional policy needs to be redefined and it can be much enhanced by geographical investigation on regional labor market.

Recently, the boundaries between people who produce and consume digital contents disappears due to the massive developments in information and communications technology (ICT) and the rapidly increasing spread of smartphones unlike in the traditional mass media (e.g., newspapers, radios, and TVs). Through the open service platform, the problem perception for each individual remains the same, but the problem solving methods varies as the service types have been diversified. The creation of added value through the growth of the new media platform industry is expected to enrich our lives, but it can also cause severe social side effects. For example, communication problems between social classes due to the information gap have led to generational conflict, and if such problems persist, it can cause national and social losses. Therefore, this paper analyzes the policy efforts to resolve the information gap and the necessity of the legalization of multimedia literary education to maximize the synergy effect through psychological model.

This study aims to examine the factors influencing the satisfaction of life, digital information competency, digital information utilization, awareness of future knowledge and information technology, the need for knowledge and information technology, confidence in new technology, and attitude to middle and old people classified as vulnerable to digital information. For the research, raw data of the digital divide survey were used in 2019. Studies have shown that digital information utilization varies depending on the level of awareness of the future intelligence information society. Group with high awareness of the future intelligence information society showed high ability to use information in various fields. The more people recognize the need for future intelligent information technology as a factor that affects the satisfaction of life among middle and high-aged people, and the more confident and active their confidence and attitude toward new technology, the higher their satisfaction with life. It is believed that a policy focusing on digital information capabilities and utilization will be needed to actively respond to changes in the environment of middle and old people from the perspective of digital inclusion.

본 논문은 지구의 지속적인 발전을 위해서 지구환경문제인 지구온난화 방지에 대한 방법으로 이산화탄소 저감을 위한 방안에 관해서 검토하였다. 지속가능성을 위협하고 있는 빈부의 격차를 축소하고 동시에 지구온난화에 대한 환경개선을 국제적인 틀 안에서 환경비교우위에 기초한 산업구조의 조정과 공동이행활동이라고 하는 방안을 제안하고, 이러한 방안에 관해서 분석평가하고 비교한 것이다. 구체적으로는 이산화탄소 문제를 지구 전체 문제라고 가정하고 방안을 강구하였다. 국가간의 GNP와 고용에 미치는 영향은 최소한으로 하면서 이산화탄소 배출량을 줄이는 양국의 산업구조를 명확하게 한 것이다. 더욱이 남북문제도 동시에 해결한다는 것에 착안해서 이론전개를 하고 있다. 따라서, 여기서는 환경비교우위의 개념을 응용해서 부가가치단위당 이산화탄소 배출이 상대적으로 적은 부문(환경적 우위 부문)에 생산을 특화하고 이것과 반대의 환경적 열위부문에 대해서는 상대국으로부터 수입에 의존하는 것에서 국제적으로 이산화탄소 배출이 적은 산업의 재배치를 실현하는 것이 가능하다라고 하는 논리전개로부터 그 결과를 명확하게 하였다. 또한, 지구환경개선을 목표로 하는 또 하나의 전략인 공동이행활동에 관해서 분석하였다. 이것에 관해서는 경제적으로 온실효과가스를 줄인다는 것뿐만 아니라 선진국에서 개발도상국으로의 기술이전을 촉진하고 남북격차를 시정한다는 점에서 기대가 크다는 것에 착안하고 게임이론을 통해 일본과 중국의 실제 데이터를 사용하여 공동이행활동의 가능성을 평가하였다. 이러한 두 가지 방책의 특징을 검토하여 효율적인 방안을 제시하고 그 방안에 대하여 고안하고 시뮬레이션 분석을 하였다. 그 결과 융합방안에서는 상술한 환경비교우위의 정학적 분석결과와 공동이행의 게임분석결과를 고려하고 확장된 공동이행 게임의 균형점까지 자원의 원조를 한다는 전제조건하에서 2010년까지 이산화탄소 배출량 추이를 산정한 결과 융합방안이 보다 효율적이라는 것이 판명되었다. 이러한 내용을 바탕으로 본 논문에서는 현재 지구 온난화 문제의 해결에 있어서 걸림돌이 되고 있는 남북문제의 격차와 협력에 관한 곤란한 문제에 착안해서 환경적 우위와 융합방안이라고 하는 새로운 방안을 제안하였다. 그리고 각각의 방안에 대해서 상세히 분석하고 일본과 중국을 모델로 실제 정책으로의 실현가능성을 분석하였다.

This study calculates comprehensive regional innovation potentials of the 16 provincial governments of Korea based on the 20 indices from 3 fields such as regional innovation infrastructure, regional innovation activities, and regional innovation performance. Except regional innovation activities supported by the central government's regional innovation grant program, there are disparities of the 3 innovation fields between the Seoul Metropolitan Area and non-Seoul areas. In some local provinces where the comprehensive innovation capacities are low, there are significant disparities among the 3 innovation fields. These provincial governments should support a policy to adjust the disparities for the sustainable regional innovation.

현재 제네바에서는 미.소간에 긴장완화를 내세우고 전략무기제한협상이 진행되고 있으나 불행히도 두나라간의 무기경쟁은 점점 그 열도를 더해가고 있다. 흔히들 현대전은 과학기술의 전쟁이라고들 한다. 이는 최근에 일어났던 일련의 분쟁이 이를 입증하고 있다. 그런데 소련과 그의 위성국들은 자유세계(서방국가)에 비해 병기개발에 필요한 핵심기술이 낙후되었을 뿐아니라 미래병기의 모체가 되는 침단기술에 있어서도 그 격차가 심화되어 가고 있다. 이는 공산진영의 사활에 걸린 심각한 문제가 아닐 수 없다. 따라서 공산국가들은 서방의 기술획득을 위하여 수단과 방법을 가리지 않고 있다. 다음의 글은 미국방성, 국제경제, 무역 및 안보정책국장으로 있는 D.J, Goldstein박사가 "소련의 서방기술입수"(Sovit Acquistion of Western Technology)라는 제목하에 강연한 내용을 "소련의 서방기술입수내막"이라고 제목을 바꾸어서 요약한 것이다. 우리에게 많은 도움이 되리라 믿는다.

This paper uses patent data of OECD countries in order to investigate if there is converging tendency in renewable energy area. We used the concepts of sigma convergence and beta convergence to measure the convergence. GINI coefficient, HH index are also borrowed from other area of economics. The results show that technology level does not seem to have been converging in this area. Even though the number of patent in relatively less advanced countries has been increased a lot, we could find no evidence that there is the tendency that the gap among the countries have been narrowed. This is quite different from the results of IT industry or other industry since we could find the converging tendency in the data of those industries. Instead, it seems that there is the convergence club among most advance countries in renewable energy area.

제주지역은 8,000여종의 생물종다양성 자원을 가진 생물유전자원의 보고로 알려져 있으며, 종다양성자원을 활용한 산업개발 잠재력이 크다고 평가 받고 있다. 특히 아열대 생물자원에 대한 산업개발 가치는 매우 높다 할 수 있다. 현재, 제주지역 생물산업 분야 연구인력은 430여명, 연간 학 석 박사 졸업생은 600여 명으로 전문인력 배출면에서 양적으로는 풍부한 상황이며, 도내 생물산업 관련 연구기관은 45개로 양적으로는 적은 편이 아니나 질적인 측면에서는 기술혁신역량이 다소 부족 형편이다. 도내 생물산업체는 250여 개로 대부분 저부가가치 농수산물 단순가공 및 식품가공업이나, 최근에 향장품산업체를 포함하는 중견기업이 유치되고 있다. 특히, 지방산업기술 혁신을 통한 지역 산업간 기술 격차를 완화하여 광역경제권 실현을 앞당기고 지역 균형발전 및 지역경제 활성화에 기여하기 위한 사업으로 제주의 다양한 생물자원을 활용한 건강 뷰티 생물산업을 지역 특화산업으로 육성하기 위해 산업화 소재를 발굴하고 기술개발을 전담하는 연구기관이 절실하게 필요함에 따라 국가균형발전 및 지역산업기술 고도화를 위한 지식경제부의 지자체연구소육성사업계획으로 제주생물종다양성연구소가 설립되었으며, 본 연구소에서는 생물자원 정보 구축, 보존 관리 체계 확립으로 생물주권을 확보하고 1, 3차산업 중심의 산업구조를 개선 및 기업 유치 보육을 통한 건강 뷰티 생물산업 육성을 목표로 고용창출 및 균형발전에 이바지 하고 있다. 현재, 제주생물종다양성연구소는 (재)제주테크노파크 부설연구소로 통합 운영 중에 있으며, 제주 향토생물자원 산업화 거점 연구기관으로서 제주자생식물 및 잉여 농수산물을 활용한 기능성 제품 개발 지원, 향토생물자원 발굴 및 고부가가치 산업 소재화 기술개발을 통해 향토산업 육성 등 지역 경제발전에 이바지하고 있다. 이에 본 연구소에서 수행 중인 제주 특산 향토자원을 이용한 산업화 현황을 소개하고자 한다.

산업자원부 중기거점 사업으로 수행한 "50Mbps급 고속전력선 통신망 기술 개발"사업의 성공적 수행에 맞추어 그 중간 결과물을 소규모 단지 내에서의 적용을 통해서 문제점을 보완하며, 해외 수출 등 국내외에서의 사업 확산에 기여할 목적으로 시범마을을 구축, 운용하게 되었다. 우리나라에서는 본 실증시험망이 최초의 사례로서 시험망을 국내업체에 제공하여 경쟁력 있는 제품 개발을 가능케 함으로서 국내외간의 기술격차를 줄이는데 기여할 수 있을 것이다.

This study diagnoses the industrial varieties and innovation capacity of the Korean regional economy and discusses how the priority for autonomous regional development can be set. Since the late 1990s, regional development policies in Korea have been attempted from various angles to reduce the economic gap between the metropolitan area and non-metropolitan areas, but the establishment of a development strategy in consideration of regional industrial characteristics and innovation capabilities has been insufficient. With the advancement and diversification of technologies and industries, regions must seek strategic diversification to prepare for economic shocks, away from strategies that specialize in specific industries. In this study, industrial varieties in regional basis is characterized using unrelated and related varieties. Variety indices show different patterns between the metropolitan area and non-metropolitan areas and between manufacturing and service sectors, which raises the need to consider industrial characteristics in regional development. Lastly, using the variety index and the innovation capacity index as two dimensions, the regional economic status at the municipal level is categorized into four types, and proper regional development policy priorities are suggested for each type.
