A Study on Mapping Forest Fire Risk Using Combustion Characteristic of Forest Fuels : Focusing on Samcheok in Gangwon-do (산불연료의 연소특성을 활용한 산불위험지도 작성에 관한 연구 : 강원도 삼척 시를 중심으로)

  • In order to predict about forest fire behavior we constructed a database for combustion characteristic of forest fuels in Samcheok, Gangwon-do and prepared fire risk map and fire risk rating using GIS method in this study. For the mapping autoignition temperature, ignition time, flame duration time, total heat release and total smoke release are selected as the standardized parameters and the overall risk rating was made up of the ignition risk parameters(autoignition temperature, ignition time) and the spread risk parameters(flame duration time, total heat release, total smoke release). Forest fire risk was classified into 5 grades and lower grade of fire risk rating mean to correspond to more dangerous forest fire. As a result, the overall risk rating of Samcheok was classified into three grades from 1 to 3 and Nogok-myeon and Miro-myeon were turned out the most dangerous areas for forest fire. Because of the colony of pine and oak trees and the higher fire loads, the flame propagation will be carried out quickly in these areas.

  • 본 연구에서는 산불위험도를 예측하기 위하여 GIS를 이용하여 산불위험지도를 작성하였다. 산불위험지도 작성을 위한 자료 수집은 수종별 및 부위별 착화시간과 착화 후 화염지속시간 데이터, 강원도 삼척시 식물군락명 속성정보가 이용되었다. 연구결과, 가지와 수피부위는 유사한 구역에서 착화위험성이 높은 것으로 나타났으며, 착화 후 화염지속시간이 긴 것으로 분류되어 산불위험도가 높은 것으로 나타났다. 생엽의 경우는 동일 구역에서 착화위험성은 높으나 화염지속시간이 짧은 상반되는 결과를 보이는 것으로 나타났다.

Forest Fire Risk Analysis Using a Grid System Based on Cases of Wildfire Damage in the East Coast of Korean Peninsula (동해안 산불피해 사례기반 격자체계를 활용한 산불위험분석)

  • Recently, forest fires have become frequent due to climate change, and the size of forest fires is also increasing. Forest fires in Korea continue to cause more than 100 ha of forest fire damage every year. It was found that 90% of the large-scale wildfires that occurred in Gangwon-do over the past five years were concentrated in the east coast area. The east coast area has a climate vulnerable to forest fires such as dry air and intermediate wind, and forest conditions of coniferous forests. In this regard, studies related to various forest fire analysis, such as predicting the risk of forest fires and calculating the risk of forest fires, are being promoted. There are many studies related to risk analysis for forest areas in consideration of weather and forest-related factors, but studies that have conducted risk analysis for forest-friendly areas are still insufficient. Management of forest adjacent areas is important for the protection of human life and property. Forest-adjacent houses and facilities are greatly threatened by forest fires. Therefore, in this study, a grid-based forest fire-related disaster risk map was created using factors affected by forest-neighboring areas using national branch numbers, and differences in risk ratings were compared for forest areas and areas adjacent to forests based on Gangneung forest fire cases.

  • In order to decrease the area damaged by forest fires and to prevent the occurrence of forest fires, we are making an effort to improve prevention measures for forest fires. The objective of this study is developing the forest fire occurrence probability model by means of forest site characteristics such as soil type, topography, soil texture, slope, and drainage and forest fire sites. Conditional probability analysis and GIS were used in developing the forest fire occurrence probability model that was used in the classification of forest fire occurrence risk regions.

  • In order to decrease the area damaged by forest fires and to prevent the occurrence of forest fires, the forest fire danger rating system was developed to estimate forest fire risk by means of weather, topography, and forest type. Forest fires occurrence prediction needs to improve continually. Logistic regression and spatial analysis was used in developing the forest fire occurrence probability model. The forest fire danger index in accordance to the probability of forest fire occurrence was used in the classification of forest fire occurrence risk regions.

Regional Optimization of Forest Fire Danger Index (FFDI) and its Application to 2022 North Korea Wildfires (산불위험지수 지역최적화를 통한 2022년 북한산불 사례분석)

  • Wildfires in North Korea can have a directly or indirectly affect South Korea if they go south to the Demilitarized Zone. Therefore, this study calculates the regional optimized Forest Fire Danger Index (FFDI) based on Local Data Assessment and Prediction System (LDAPS) weather data to obtain forest fire risk in North Korea, and applied it to the cases in Goseong-gun and Cheorwon-gun, North Korea in April 2022. As a result, the suitability was confirmed as the FFDI at the time of ignition corresponded to the risk class Extreme and Severe sections, respectively. In addition, a qualitative comparison of the risk map and the soil moisture map before and after the wildfire, the correlation was grasped. A new forest fire risk index that combines drought factors such as soil moisture, Standardized Precipitation Index (SPI), and Normalized Difference Water Index (NDWI) will be needed in the future.

  • 이 연구에서는 강원도 삼척시를 대상으로 산불취약지역 분석모델을 개발하고, 개발된 분석모델을 기반으로 산불취약지역을 표출하였으며, 이를 위한 전산프로그램을 개발하였다. 산불취약지역 공간분석자료로는 NGIS 사업을 통해 구축된 1/25천 축척의 수치지형도, 수치임상도 그리고 과거 산불발화위치자료를 사용하였다. 산불발화위치에 대한 공간적 분포특성(지형, 임상, 접근성)을 기반으로 모델을 설정하였으며, 공간분석은 간단하면서도 일반인들이 이해하기 쉬운 Conditional probability, Likelihood ratio 방법을 사용하였다. 그리고 각각의 모델에 대한 검증(cross validation)을 실시하였다. 모델 검증방법으로는 과거 산불발화위치자료를 발생시기에 따라 두 개의 그룹으로 나누어 하나는 예측을 위한 자료로 사용하고, 다른 하나는 검증을 위한 자료로 사용하였다. 모델별 예측성능은 prediction rate curve를 비교·분석하여 판단하였다. 삼척시를 대상으로 한 예측성능에서 Likelihood ratio 모델이 Conditional probability 모델보다 더 낳은 결과를 보였다. 산불취약지역 분석기술로 작성된 상세 산불취약지역지도와 현재 산림청에서 예보하고 있는 전국단위의 산불발생위험지수와 함께 상호보완적으로 사용한다면 산불취약지역에 대한 산불감시인력 및 감시시설의 효율적인 배치를 통하여 일선 시군 또는 읍면 산불예방업무의 효율성이 한층 더 증대될 것으로 기대된다.

Spatio-temporal enhancement of forest fire risk index using weather forecast and satellite data in South Korea (기상 예보 및 위성 자료를 이용한 우리나라 산불위험지수의 시공간적 고도화)

  • In South Korea, forest fire occurrences are increasing in size and duration due to various factors such as the increase in fuel materials and frequent drying conditions in forests. Therefore, it is necessary to minimize the damage caused by forest fires by appropriately providing the probability of forest fire risk. The purpose of this study is to improve the Daily Weather Index(DWI) provided by the current forest fire forecasting system in South Korea. A new Fire Risk Index(FRI) is proposed in this study, which is provided in a 5km grid through the synergistic use of numerical weather forecast data, satellite-based drought indices, and forest fire-prone areas. The FRI is calculated based on the product of the Fine Fuel Moisture Code(FFMC) optimized for Korea, an integrated drought index, and spatio-temporal weighting approaches. In order to improve the temporal accuracy of forest fire risk, monthly weights were applied based on the forest fire occurrences by month. Similarly, spatial weights were applied using the forest fire density information to improve the spatial accuracy of forest fire risk. In the time series analysis of the number of monthly forest fires and the FRI, the relationship between the two were well simulated. In addition, it was possible to provide more spatially detailed information on forest fire risk when using FRI in the 5km grid than DWI based on administrative units. The research findings from this study can help make appropriate decisions before and after forest fire occurrences.

  • Recently as recognition to prevent nature disasters is reaching the climax, the most important job of government official is to provide information related to the prevention of nature disasters through the Web and to bring notice to prevent disaster under people. Especially, if the case of daily forest fire hazard index is provided within visualization on Web, people may have more chances to understand about forest fire and less damages by large scale of forest fire. Forest fire hazard index presentation system developed in this paper presents daily forest fire hazard index on map visually also provides the information related to it in text format. In order to develop this system, CBDP(Component Based Development Process) is proposed in this paper. This development process tries to emphasize the view of reusability so that it has lifecycle which starts from requirement and domain analysis and finishes to component generation. Moreover, The concept of this development process tries to reflect component based method, which becomes hot issue in software field nowadays. In the future, the component developed in this paper may be possibly reused in other Web GIS application, which has similar function to it so that it may take less cost and time to develop other similar system.
