Optimal Road Congestion Pricing under Inter-dependent Market Conditions (Theoretical Review) (상호의존적 교통시장하의 최적 도로혼잡통행료 연구(이론적 고찰))

  • In order to incorporate substitution effects between different transport modes in optimal road Pricing, relating economic theories and models have been reviewed. It includes unconstrained optimization problem of maximizing separable and non-separable social net benefit functions of different substitutable urban transport modes. In doing that, the problem and limitations such as path-independent conditions with the asymmetric Jacobian of the objective function have been reviewed. Consequently, a plausible way of deriving optimal road price under interdependent market conditions has been suggested so that the idea can help identifying desirable and acceptable urban transport policy alternatives in a more comprehensive way.

Technology Standardization, Government Intervention, and Public Electronic Certificate in Korea (기술표준화, 정부개입, 그리고 공인인증서)

  • Korea witnesses continued debate over the policy that mandates the use of the public authentication certificate (electronic certificate) in electronic financing. The debate mainly centers on the rationale of the government compelling, as a standard, a public electronic certificate based on a specific technology, among several user authentication technologies. This paper looks into the impacts of both adoption and abolition of this mandatory policy and thereby analyzes the effects of government intervention in technology standardization. To that end, two main questions are presented: what conditions would enable a single technology to serve as a standard in the market without government intervention; and what conditions would make the standard determined in the market contribute to maximizing social welfare. This paper demonstrates that the attitude and preference of market participants towards each technology determine the level of market equilibria and social welfare caused by the adoption and abolition of the mandatory policy on electronic certificate.

An Estimation of the Congestion Tolls Considering External Costs in Seoul (외부비용을 반영한 도시내 도로의 혼잡통행료 추정: 서울시를 대상으로)

  • This paper formulates the methodologies to estimate optimal congestion tolls from long-run and short-run perspectives and applies them to the highways of Seoul. An optimal long-run congestion toll is estimated with an optimal volume-capacity-ratio to minimize the total costs which consist of two components: road construction and maintenance costs and traveler costs. By contrast, an optimal short-run congestion toll is estimated with a supply-demand equilibrium which is determined by using a speed-flow function and a disaggregate modal choice model. The results of a long-run analysis for the Seobu urban expressway suggest the optimal volume-capacity-ratio of 1.35 and the optimal congestion toll of 503 Won per automobile kilometer. By contrast, those of a short-run analysis for the Mia-ro urban arterial suggest 1.31 and 420 Won, respectively. Although our results are to some degree dependent on the interest rate and time value assumed, one basic conclusion holds up: the congestions toll tested could generate substantial gains in social welfare if applied to Seoul.

  • NGN은 기존의 회선교환망이 가지는 높은 신뢰성과 IP 망의 유연성을 양립시킨다는 기본 이념을 바탕으로 IP 기술을 활용한 통신망이다. 상호접속은 서로 다른 통신망의 가입자간 통신을 가능하도록 통신설비를 물리적으로 연결하여 사업자간 경쟁환경을 조성하고 사회 후생을 극대화를 위한 중요한 정책수단이다. NGN에서는 사용대역차이와 QoS의 유무 및 수준 등 성격이나 품질이 다양한 서비스가 종합적으로 제공되는 네트워크로 기존 상호접속체계에 비해 복잡할 수 밖에 없다. 일본에서는 NGN 기반 서비스가 상용화 됨에 따라 구체적으로 상호접속체계를 정립하였다. 본 논문에서 NGN 상호접속체계를 정립하기 위한 NGN 서비스 및 설비 기능 세분화, 설비 비용 산정방법, 서비스 비용 산정기준에 관하여 살펴보고 상호접속체계 검토시 고려사항을 제시하고자 한다.

Modeling of Electricity Market based on Cournot Theory in consideration of Emissions Trading (배출권 거래를 고려한 쿠르노 모형 기반의 전력시장 모델링 기법에 관한 연구)

  • This paper proposes a Cournot model that can be used to analyze the strategic behaviors of generation companies which try to maximize their profits in an imperfectly competitive electricity and carbon markets. The proposed model consists of two parts. First, the strategic behaviors of generation companies are modeled based on the Cournot theory. Second, the market operation is modeled based on the assumption that the market operator tries to maximize the total social welfare in consideration of environmental welfare. To find the Nash equilibrium of the proposed model, the two-level optimization technique is used. The proposed method has been applied to an illustrative example of oligopolistic markets. We found that the proposed method has strong potential to analyze the influence of the strategic biddings of the generation companies and the impact of renewable generator on markets where the competitiveness of the markets is not fully developed.

  • 치수사업에서 실시하는 경제성분석은 계획하고 있는 사업의 사회적 후생의 극대화 측면에서 경제적 타당성을 분석 평가하는 것으로서 일반적으로 편익${\cdot}$비용분석이 사용되고 있다. 이러한 경제성분석시의 문제점으로 직접편익뿐 아니라 간접편익 및 비계량편익에 해당하는 사업의 효과도 편익부분의 계산에 포함할 수 있는 방법이 필요한 실정이다. 이에 따라 본 연구에서는 홍수에 의한 교통두절로 인한 피해를 간접편익으로 고려하여 오산천지역에 적용해 보았다. 교통두절피해 편익의 항목으로서 주로 차량운행비용 절감과 통행시간비용 절감의 두 항목을 고려하였으며, 이 두 항목에 내한 결과에서 홍수지체시간당(단위 1일당) 적지 않은 편익이 발생하는 것으로 나타났다. 본 연구를 통해 일반적인 치수사업 경제성분석에서 이뤄지지 않았던 교통두절에 의한 피해항목을 간접편익으로 고려함으로써 홍수로 인한 교통두절피해를 정량적으로 계량할 수 있었으며, 실질적으로 편익에 영향이 가장 큰 편익가치(재화가치, 시간가치)에 대한 연구가 계속적으로 수반된다면 이후의 다른 치수사업 경제성분석시에 효과적인 분석이 이뤄질 것으로 판단된다.

Optimum Population of Korea from the Perspective of Social Welfare (사회복지적 관점에서 본 한국의 적정인구)

  • This study aim to examine the optimum population in Korea, which has the lowest fertility rate in the world. This study has significance because this rapid decline in the fertility rate is expected to bring the decrease of the population and unbalance in the population composition in Korea. From the social welfare perspective, the optimum population is guided by maximization of the social welfare level per person or the social welfare level in a society. The optimum population can be defined as follows: The proportion of older adults 65 and over is 15-17%, the proportion of work force is 64-69%, the index of aging is 72-104. Within the current population and population composition, the optimum population is estimated as 4.85-4.95 million. These findings imply that we need to remove causes of low fertility rate and prepare for policies encouraging immigration of labor force from foreign countries. In addition, policies and programs where children can be grown up in good environments and women and older adults can participate in labor force should be established.

An Analysis of the R&D Investment Efficiency in Power Industry (전력산업의 연구개발투자 효율성 분석)

  • The R&D investment of power industry has significant influences on the social welfare as well as national economy. It is necessary to analyze how efficient the R&D investment has been performed. The objective of this study is to verify the efficiency of the R&D investment in the domestic power industry. A formula was introduced to by calculate the appropriate amount of R&D investment of monopolistic industry under the regulations which are determined by the proportion of R&D elasticity and price elasticity. It has resulted that there would be no economy of scale as the sales of electricity increases at the same rate of the increasing cost. The R&D investment in the present electricity industry has been performed inefficiently by showing the negative impact on price-cost margin of the intensity of R&D investment, which is the extent of R&D investment to reinforce economy of scale.
