The Role of Housing Cooperatives in the Process of Neighborhood Regeneration (도시 빈민 주거지 재생에서 주택협동조합의 역할에 관한 연구)

  • This study was investigated on the basis of the role of housing cooperatives in sustainable regional business networks(SLEN) in regeneration of residential aged area where the urban poor live. For the analysis, input elements of human capital, social capital, financial capital and ecological capital were examine. For the process, the organization's structure, sustainable business and social networks, and for the result, the stability and community characteristics of the living and the payment possibility of housing construction cost were examined. Through this study, what kinds of issues can be from the housing coop's project in terms of sustainability, and what is the most important factor in order to overcome former mentioned issues were intended to find. For analysis literatures were reviewed and the in-depth interviews and survey were conducted with site visits. The result of this study finds that housing coop have community characteristics through active participation of residents during the regeneration process but the land, as financial and ecological capitals, and housing construction funds were poor. This was investigated that it makes groundless the sustainability of the project and the possibility of the payment. In order to overcome, land concession, inexpensive lental and active funning for housing construction to housing coop is required because housing coop is aiming to supply of social housing for low-income and vulnerable groups.

A Study on the Growth and Spatial Differentiation of Housing Market in Yongin City (용인시 주택시장의 성장과 공간적 분화에 관한 연구)

  • This empirical study researched the three major phenomena of differentiation of housing market under the large scale of new town construction in the metropolitan area, the spatial differentiation pattern of housing market due to the urban growth, and the relationship with the distribution of housing submarket and suburbanization. Yongin City, one of the most active growth cities among the metropolitan areas, is optimal place to investigate the spatial differentiation pattern of the housing submarket on the microscopic scale. Furthermore, Yongin City has not only the geographical benefit but also the strong influences from institutional, social, and environmental changes. This city is divided into four housing submarkets, where to Gangnam and Boondang, Gyeongbu and Youngdong expressway has significant effects. In addition, the housing tenure and size, household structure, educational background and income levels and so on also resulted in the differentiation of the housing submarket.

  • The supply of housing can be understood through a close relationship with the urbanization phenomenon. Through industrialization and urbanization, many cities have implemented systems and policies for housing supply due to population concentration in cities, poor housing quality, and lack of housing. In the case of the Netherlands, the Housing Act was enacted in 1901 to improve the residential environment during the period when the population was concentrated in the city, and various efforts were made to expand the housing supply. Through this process, we understand the background of collective housing types in the Netherlands and analyze the application stages of contemporary residential housing planning in Rotterdam and Amsterdam. On the other hand, through the experience of Western society, we examine how to view the problem of multi-family housing types in our society, where the proportion of apartments is continuously increasing.

A Study on Determinants of Use and Satisfaction of Reverse Mortgage Considering Socioeconomic Characteristics of the Elderly (고령층의 사회경제적 특성을 고려한 주택연금 이용 및 만족도 결정요인 분석)

  • The purpose of this study is to analyze the factors affecting the reverse mortgage utilization and satisfaction of the elderly. Based on the survey data of the reverse mortgage demand in 2016, we carried out empirical analysis using the binary logit model and the ordered logit model. First of all, as a result of the empirical analysis using the binary logit model, the determinants of using the reverse mortgage were age, region, assets, household member, children with financial help, and education level. As a result of the empirical analysis using the ordered logit model, the determinants of the satisfaction level of the reverse mortgage were estimated to be age, gender, and region. Based on the results of the empirical analysis, it is necessary to find a way to increase the participation rate of the reverse mortgage and to improve the satisfaction of the user.

The Politics of Scale: The Social and Political Construction of Geographical Scale in Korean Housing Politics (스케일의 정치: 한국 주택 정치에서의 지리적 스케일의 사회적.정치적 구성)

  • This paper investigates the social and political construction of geographical scale in conjunction with Korean housing politics. Recently, attention has been drawn to the issue of the social and political construction of geographical scale. Spatial scales have increasingly been regarded as socially constructed and politically contested rather than ontologically pregiven or fixed. The scale literature has paid attention to how different spatial scales can be used or articulated in social movements, with an emphasis on 'up-scaling' and 'scales of activism' rather than 'down-scaling' and 'scales of regulation.' Furthermore, the scale literature has focused on the aspect of empowerment. However, it is worthwhile to examine how scale-especially 'down-scaling' and 'scales of regulation'-can be used not only for marginalizing or excluding unprivileged social groups, but also for controlling the (re)production of space, including housing space. Under a regulatory regime, the Korean central government gained more control over the (re)production of housing space at geographical multi-scales by means of 'jumping scales,' specifically 'down-scaling.' The Korean central government has increasingly obtained the capacity to 'jump scales' by using not only multiscalar strategies for housing developments, but also taking advantage of various scales of institutional networking among the central and local governments, quasi-governmental institutions, and Chaebols, across the state. Traditionally, scale has been regarded as an analytical spatial unit or category. However, scale can be seen as means of inclusion(and exclusion) and legitimation. Choosing institutions to include or exclude cannot be separated from the choices and range of spatial scale, and is closely connected to 'scale spatiality of politics.' Facilitating different forms of 'scales of regulation,' the Korean central government included Chaebols and upper- and middle-income groups for the legitimization of housing projects, but excluded local-scale grassroots organizations and unprivileged social groups as decision-makers.

2006년 사회복지예산, 사회양극화 해소 못해

  • 2006년 사회복지 · 보건분야 재정지출이 55조원 규모로 정부 총지출 221조원에서 복지재정이 차지하는 비중이 25%에 이른다고 발표되었다. 정부예산정책처에 따르면 2006년 보건복지부 소관 예산은 10조3,88억 원으로 2005년 비해 12.7% 증가하여 이는 정부 예산 증가율의 2배에 해당된다. 그러나 이는 과거 ‘SOC분야’의 주택부문이 복지분야로 분류체계가 변하면서 발생한 통계적 수치 변화에 불과하다. 2006년 기준으로 12조 1,496억 원 규모의 건설교통부 소관 주택부문 재정이 복지 분야로 포함되었으며, 이로 인해 2006년 예산이 획기적으로 늘어난 것처럼 보이는 것일 뿐 사실상 사회복지 · 보건 분야 재정지출은 12조1,496억 원을 제외하면 42조5,042억 원이다. 정부는 이를 통해 국민기초생활보장의 내실화의 차상위 빈곤계층 지원을 통한 사회안전망의 확충, 저출산 · 고령사회에 대비한 투자 확대 및 공공보건의료 기반을 강화해 ‘사회양극화’를 해소하겠다고 하고 있지만, 여전히 소득보장 기능이 미흡하고 지역 간 복지 불평등 문제를 심화시키며, 재원조달방안이 없는 등 여러 문제점을 안고 있다.
