Italian welfare in the aftermath of economic crisis: Understanding welfare reforms in the light of alternative theoretical approaches (경제위기의 이탈리아 복지 현황: 복지개혁을 이해하기 위한 이론적 접근의 고찰)

  • The 2008 world economic crisis had unprecedented consequences in European societies, with repercussions on Southern European countries in particular. In Italy, the crisis itself provided a plausible rationale for policy makers to push forward long needed welfare cuts, resulting in the neoliberal austerity trend fostered by the Monti government (years 2011-2012). In the light of the fact that Bismarckian welfare states from continental Europe are generally difficult to reform, understanding these policy dynamics requires an adequate theoretical framework. This paper seeks to understand the logics behind welfare reforms in Italy after the 2008 economic crisis, by reviewing available theoretical approaches in literature. It is argued that external forces (notably, the European Union) represented the main trigger factor, and that political elites marginalized the role played by civil society, with social problems such as unemployment worsening as a result.

A Study on the near poor's life actual conditions and welfare policy improvement way (차상위 계층의 생활실태와 복지정책 개선방안 연구)

  • 본 연구는 기초생활수급자 외에 복지 사각지대에 있는 차상위 계층 대상의 경제와 교육생활실태 그리고 복지욕구를 파악하여 사회복지전달체계의 복지안전망을 구축함으로써 기초생활수급자로 전락되지 않도록 하기 위한 연구이다. 이를 위해 경기도 고양시 거주민 중 차상위 계층 주민 408명을 대상으로 조사한 결과, 경제부문 중 전세금과 생활비 지출 부담으로 경제적 지원, 교육부문 중 양육비와 교육비 지원, 복지욕구 부문 중 방과후 교실과 무료 및 치과진료, 명절지원, 취업연계 및 교육서비스, 후원금 지원 등에 대한 욕구가 높았다. 따라서 차상위 계층에 대한 지역사회보호체계 확충과 서비스 대상자의 역량강화 모색, 가족구성별 맞춤형 프로그램 개발 및 운영 확대, 빈곤탈출을 위한 지원서비스 확대가 이루어질 수 있도록 사회변화에 맞는 사회복지정책 방향이 모색되어야 할 것이다.

An Evaluation on Karl Marx's View on Social Policy (칼 맑스와 사회정책)

  • This article aims to find Karl Marx's views on the social policy and to reorganize them into a systematic social policy theory. His views on the welfare state are scattered in diverse works including Capital and Communist Manifesto, and are very complicated and sometimes contradictory. This article further aims to reinterpret his contradictory views on social policy and to attempt to show what he really meant on social policy. By so doing, this article will contribute to re-establishing Karl Marx's status in the field of social policy study. Karl Marx's social policy theory is one of the least researched area in social policy, although several Western scholars introduce and evaluate his views on the welfare state in social policy textbooks and articles. In particular, it is very difficult to find a work attempting to reorganize and reinterpret Karl Marx's contradictory views on social policy. In this regard, this article deserves a significant academic concern.

Korean Welfare System and the Welfare Model of Yoon Seok-yeol government, focusing on social security policies (한국 복지체제 발전과 윤석열정부 복지정책의 방향, 사회보장정책을 중심으로)

  • The purpose of this study is to examine the socal policy of the Yoon Seok-Yeol government from the perspective of both policy and theory. Theoretically, the analysis reveals that the Yoon government attempts to build and implement a welfare system model that was distinctly different from the previous Moon government. The newly elected government adopted a welfare model known as 'welfare for the vulnerable.' This model inherits the welfare ideology of the conservative parties in Korea, which is the self-reliance welfare. The Yoon government continues to expand welfare and family support, which were promoted by the Moon government. However, in most other areas, the Yoon government pursues different policies than the previous government. In terms of policy, this study demonstrates that the social security policies of the Yoon government is insufficient to solve the welfare blind spot problem that is widespread in the Korean welfare system. Among the Yoon government's policies, there are only a few policies that can eliminate welfare blind spots, such as improving social assistance systems, introducing parental allowance, and promoting sickness allowances.
