투명사회협약의제 가시화

  • 사회복지분야 투명사회협약체결을 위한 기관단체들의 성과를 공론화하고 의제를 심화시켜 현실성있고 효과적인 협약의제를 이끌어내기 위한 토론회가 지난 8월17일 사회복지회관 대강당에서 열렸다. 사회복지분야 투명사회협약 추진위원회가 주최하고, 투명사회협약실천협의회가 주관한 이번 토론회는 사회복지시설 운영의 투명성강화, 사회복지시설 이용자 인권 및 서비스 질제고, 사회복지단체 사회공헌활동 활성화 등의 주제로 진행되었다.

The Study on the Family-Friendly Organizational Culture for Enhancing the Job Engagement of the Married Female Social Worker in the Social Welfare Organization (사회복지기관 기혼 여성 사회복지사의 일과 가정 양립을 위한 가족 친화적 조직문화에 대한 연구)

  • The modern society has undergone the fast change of the family structure and labor market. Particularly, the compatibility of work and family life became the era's agenda while the labor force participation rate of the women increased. However, the family-friendly organizational culture was not created and the job engagement of the married female workers was decreased. The married female workers complained of suffering due to the work and family conflict. This research was conducted to study a relationship between family-friendly organizational culture and job engagement of married female social workers, and secondly to investigate if family conflict affect the relationship. From the results of the study, it was known that family-friendly organizational culture has effect on the job engagement, and work and family conflict play an intermediary role between the organizational culture and job engagement. Therefore, it can be explained that family-friendly organizational culture enhances the job engagement of married female social workers, and the culture would be a good measure of the compatibility of work and family life. Based on the study, it is suggested that public relation and education need to be preceded for the spread of family-friendly organizational culture by national initiated programs. Secondly, in terms of welfare organization, related regulations and guidelines need to be prepared, and thirdly, in the view of individual respect, members of family should have their own rights to put forth an opinion grandly with firm faith of the compatibility of work and family life.

A Study on the Work Experience of Social Workers: Focusing on Employees in Welfare Facilities in Seoul (사회복지사 근로경험에 대한 연구 : 서울시 사회복지시설 종사자를 중심으로)

  • This study analyzed the work experience of social workers employed in social welfare facilities in Seoul. We investigated key variables, including working conditions, job characteristics, workplace violence, work-related stress, and burnout experiences. Additionally, we utilized word cloud analysis to identify the primary opinions and experiences of social workers. The results showed that social workers' salaries were generally low, and there was dissatisfaction with the promotion and compensation systems. We also found that social workers pointed out issues related to time shortages, poor physical environments, and inadequate equipment. The analysis by institution type revealed that social workers in public institutions reported high job intensity and low satisfaction with their working conditions. Based on these findings, we propose policy and practical suggestions to improve the work environment of social workers.

The Gender Gap of Wages for Social Workers : An Analysis for Workers at Social Welfare Institutions in Daegu Metropolitan Area (사회복지종사자의 성별 임금격차와 그 요인 : 대구광역시 사회복지기관을 중심으로)

  • This study aims to investigate the wage gap between male and female workers at social welfare institutions and to determine its factors. For this purpose, a Blinder-Oaxaca decomposition and regression models are applied to analyze wage survey data. The results are as follows. Firstly, the gender wage gap of social workers is a bit smaller, compared to the average of wage earners. Secondly, about two-thirds of wage gap is due to differences in productivity(endowment) factors; the other part is due to discrimination. Thirdly, the most important cause of gender wage gap is career disruptions of female workers largely due to marriage and birth. Fourthly, other causes of gender wage gap include differences in education, in job grade, in employment status, and in the characteristics of institutions. Finally, among the discriminating factors worsening gender wage gap, a key factor is a gender discrimination in the compensation for age.

지역사회복지관 이제야 지역주민 위한 화합의 공간으로

  • 1821년 국내 최초로 태화기도교사회복지관이 우리나라에 설립된지 벌써 85년이 흘렀다 그간 사회복지관들은 지역 주민들의 복지증진을 위한 여러 가지 사업개발과 저소득 계층을 위해 지원해 왔으며 후원 및 자원봉사자들을 개발 발굴하여, 지역사회 운동 등의 다양한 활동을 전개해 오고 있다. 2007년 현재 전국에 395개의 지역사회복지관이 다양한 전문 복지프로그램을 개발운영하고 있으며, 이러한 지역사회복지관에 대한 지역 주민들의 관심은 나날이 증가하고 있는 실정이다. 과거 지역사회복지관이라는 단어는 경제적으로 어려운 저소득 소외계층을 위한 기관으로 빈민 구제등의 사업을 실시해왔으나 현재는 지역주민들의 욕구가 다양화 되면서 지역주민들을 위한 다양한 사업들을 전개해오고 있다.

부부 사회복지사 그들이 궁금하다

  • 부부 사회복지사들 그들은 어떤 모습으로 살아가고 있을까? 부부 사회복지사는 이미 주변에서 많이 볼 수 있다. 학교에서 혹은 같은 기관에서 서로 공감대를 형성하며 업무를 하다보니 자연스레 부부의 연도 생기는듯하다. 월간 Social Worker에서는 이러한 부부 사회복지사들의 이야기를 들어보고자 좌담회를 갖기로 하고 복지인마을 홈페이지를 통해 부부 사회복지사들의 신청을 받았다. 짧은 시간동안 많은 분들이 관심을 가져주셨고 많은 분들이 개별 신청을 해주셨다. 지난 6월 29일 총 4팀의 부부 사회복지사가 여의도의 한 패밀리레스토랑에서 자리를 함께하였다. 2시간여의 좌담 시간동안 시종일관 이야기가 끊이지 않았다.

A Qualitative Study on Public management of the Admission and Discharge of mental hospital (정신장애인의 정신의료기관 입·퇴원과 국가관리에 관한 질적 연구)

  • The purpose of this study is to understand the context of mental hospital admission and discharge related with the stakeholder and to find out issues about public management on mental health disabilities. To this process, the more effecive alternative policies for mental health will be offered. As a research tool, the qualitative study was used, and the 6 case were analyzed. Through this study, we find 5 theme such as admission type occurred outside public management, uneffective public management in mental hospital treatment, long-term treatment mechanism occured in mental hospital, helplessness and role distortion of public follow-up system. According to the mental health law, mental hospital admission and discharge on mental health disabilities is to managed public system. But public management with mental health disabilities did not work on. In this results, we are find infringement on mental health disabilities. According to these findings, several suggestions are offered for better policies about admission and discharge procedures managed by public system.

A Study on Utilizing DEA in Efficiency Evaluation of Social Welfare Agencies (자료포락분석(DEA)을 이용한 사회복지관의 효율성 평가에 관한 연구 : 부산지역 사례를 중심으로)

  • This study is to identify the efficiency in Busan social welfare agencies between input factors and output factors. For this purpose, gathered are the 2001 services reports of those study agencies. This study used 4 difference model, model 1; comparing input factor(social worker number & labor cost) about output factor(the total number of program used person), model 2; comparing input factor(the total number of social welfare agencies staff & the total working expenses) about output factor(the total number of program used person), model 3; comparing input factor(the total number of volunteer, social welfare agencies staff & a period of operation) about output factor(the total number of program used person), model 4; comparing input factor(the total number of volunteer, social welfare agencies staff, a period of operation & the total working expenses) about output factor(the total number of program used person). Charnes's study(1978) provided an analytical tool for efficiency services output of non-profit organizations, and DEA(Data Envelopment Analysis) was a analytical framework for evaluating the impact of social service outcome. the finding are as follows : (1) In the results of comparing 4 models as same standard, we can find 35-55%(16-25) efficiency agencies among the 45 social welfare agencies. (2) For all DMU becoming the efficiency 1 to standard of output factor, model 1; 33 agencies are increasing the social worker number($\Delta$0.8 number), 10 agencies are raising the labor cost of social worker($\Delta$1,189,000 Won), model 2; 30 agencies are increasing the total number of social welfare agencies staff($\Delta$1.25 number), 14 agencies are raising the total working expenses($\Delta$1,447,000 Won), model 3; 8 agencies are increasing the total number of social welfare agencies staff($\Delta$2.26 number), 14 agencies are increasing the total number of volunteer($\Delta$52 number), and 10 agencies are increasing a period of operation($\Delta$13 month), model 4; 24 agencies are increasing the total number of social welfare agencies staff($\Delta$1.8 number), 12 agencies are raising the total working expenses($\Delta$5,017,000 Won), 12 agencies are increasing the total number of volunteer($\Delta$43.2 number), and 23 agencies are increasing a period of operation($\Delta$16 month).
