Library laws and code of ethics for librarians declared social responsibility ensuring equal access and available support of information resources through open services all being no discrimination due to rate, creed, gender, age or for any other reason. University libraries should accomplish the social responsibility ensuring equality of information access and intellectual freedom for all users that the cultural development of organization, community, and Nation are contributed. This study reviewed the criteria for social responsibility making such as legal, stakeholder, and information demanded approach based on Library laws, ISO 26000, and Access to Libraries for Persons with Disabilities: Checklist. This research established the basic concept for social responsibility and tried to provide the basic materials for the starting of social responsibility activities through providing of activity programs in social responsibility.

컴퓨터 및 네트워크의 급속한 성장은 정보 사회로의 발전을 이행해 왔으며, 수많은 정보들이 네트워크를 통해 공유 및 교환되고 있다. 이들은 공개된 네트워크를 전재로 수행되므로, 다양한 형태의 공격으로부터 노출되어 있다. 이를 공격에 대응하고 나아가 사용자 및 메시지 인증을 수행키 위해 각광을 받고 있는 방법 중에 하나로서 디지털 서명을 들 수 있다. 그러나 일반 디지털 서명 방식은 누구나 서명 확인이 가능하므로 서명자의 익명성과 비밀성을 보장해야 하는 전자 투표, 전자 회의 및 전자 입찰 등과 같은 응용 분야에 적용할 경우에는 문제점을 드러내고 있다. 따라서 이들 응용 분야들은 기본적으로 서명자의 신원을 보장하여야 하며, 필요할 경우 이를 확인할 수 있어야 한다. 현재 이와 관련하여 부인 방지 서명 방식과 이를 개선한 수신자 지정 서명 방식이 제안되어 있다. 그러나 이 방식들은 서명자의 익명성이 수신자에게 의존하기 때문에 수신자에 의해 신원이 노출될 수 있었다. 동시에 이들 방식은 메시지 부가형 서명에 기초하므로 전송되는 서명 정보상의 메시지가 제 3자에게 노출되는 결과를 초래한다. 본 고에서는 서명자의 익명성을 보장하면서, 오직 수신자만이 서명자의 신분을 확인할 수 있는 Crypto-Cert 디지털 서명 방식에 대해 고찰한다. 특히 본 방식에서는 필요할 경우 서명자의 신원을 확인할 수 있으며, 전송 메시지에 대해 기밀성을 확보하고 있으므로 다양한 응용 분야에 적용가능하다.

Korea, like most of other countries, is enforcing the national pension as social insurance which is a kind of the income policy. Despite the fundamental limitation on public pension or the imperfect policy, the guarantee of the minimum living standard for maintaining dignity of human being is not being reached for the standard. Poverty rate of the elderly in Korea is the first among the OECD countries and public pension dead zone is very large. The elderly low income class could become a serious social problem if low fertility and aging keep getting worse. In this study, I will analyze the present condition of the retirement security for the elderly in South Korea. Also, I will look into the present situation of old-age income security and determine problems, and propose the improvement devices for related laws.

세계 에이즈 회의는 UNAIDS, IAS(국제에이즈협회)가 주관하는 행사로서 개최 초기에는 에이즈라는 질병 자체에 대한 새로운 별견을 공유하는 데 주력했지만, 점차 에이즈 자체에 대한 지식이 축적됨에 따라 사회, 공공 보건, 공동체 기반 사회, 지역별, 국가별로 전개된 특수한 경험을 공유하고 함께 이해하는 것에 중점을 두고 전개되고 있다. 단일한 질병을 주제로 한 국제 행사로는 최대 규모라는 점에서 에이즈가 전 인류에게 미치고 있는 심각한 영향을 확인할 수 있는 자리였다.
