Effects of Local Governments Social Security Network on Safety life satisfaction - Mediating effect of regional disorder - (CPTED와 지자체 안전교육이 지역 무질서 및 안전생활 만족도에 미치는 영향: 지역 무질서의 매개효과)

  • This study is designed to examine the relationship between the social safety net and the 'satisfaction level of safety life' conducted by local governments and to examine the effects of anarchy on the indicators. To do this, 300 people were sampled using the random sample method in the metropolitan area using the population of residents in the metropolitan area in 2017, and a total of 276 copies were extracted except 24 copies in the final analysis. Regression analysis and path analysis were conducted through structural equation modeling. Bootstrapping was performed to investigate the significance of the mediator effect. In summary, 'CPTED' has a positive effect on 'disorder' and 'safety life satisfaction', but 'municipal safety education' has a positive effect on 'safety life satisfaction' Respectively. 'Local disorder' has a negative effect on 'safety life satisfaction'. As a result of path analysis, the same effect was found. In order to examine mediating effect, bootstrapping showed that regional disorder was mediated only in 'CPTED' and 'safety life'. This result suggests that there is a need for change in the safety education of the community and it supports the precedent study that it is an effective means of safety net for the safety life of the CPTED community in the community. It is one of the nation's most important policies to prepare measures for the safety of the people. The local governments should also ensure the safety of local residents. In this study, the relationship between the local safety net and the disorder and safety life satisfaction was investigated.

A Study on the Types and Determinants of Longitudinal Changes in the Economic Preparations for the aging Among People with Physical Disabilities: Using Latent Class Growth Model (지체장애인의 경제적 노후준비에 대한 종단적 변화유형과 결정요인에 관한 연구 : 잠재계층성장분석을 활용하여)

  • This study aimed to explore the trajectories of economic preparations for the aging among people with physical disabilities and to identify the determinants according to the Andersen model. For this study, data were drawn from Panel Survey of Employment for the Disabled (PSED). A total of 1,847 samples were used from the second to the eighth wave. Latent class growth model was conducted to explore the longitudinal change classes for the disabled, and the multinominal logistic regression analysis was conducted to examine the influence of the determinants. As a result, four classes were identified: preparation decrease group, continuous non-preparation group, preparation increase group, and continuous preparation group. Each group was found to be associated deferentially with education level, family income, socioeconomic status, employment, home ownership, national basic livelihood security recipient status, and ADL. These findings proposed the practical and political implications for the strategies concerned with facilitating the economic preparations for the aging among the disabled.

  • Public institutions and governments develop discussions on the premise that they can facilitate smooth public communication with the socially vulnerable by promoting citizens' welfare by providing voice-based service chatbots to citizens. The purpose of the study is to propose a plan for intelligent governments to provide quick and efficient administrative services by efficiently managing knowledge and information within and outside government organizations based on ICT and facilitating access and use of information for citizens, especially vulnerable groups. This paper confirms that citizens' attitudes, perceptions, and expectations for public institutions ahead of voice-based service provision are positive through small surveys and interviews with experts with knowledge of artificial intelligence, discuss the technical aspects of voice-based services, the significance and necessity of public institutions. In addition, the government and public institutions are considering the implications of using and providing voice-based services. As a result, chatbot's voice-based service is of great significance in providing an opportunity and platform for wider citizens to participate in intelligent government, to strengthen information accessibility, guarantee and strengthen human rights and basic rights of the socially vulnerable.

Trajectories of the elderly's life satisfaction after their retirement: A longitudinal Growth Curve Model (은퇴 후 생활만족도의 종단적 변화와 예측요인 : 잠재성장모형을 이용하여)

  • This study has a purpose to analyze trajectories of life satisfaction of the elderly after their retirement and how the characteristics of individual, retirement and family relationship have an effect on the life satisfaction. This study has investigated the Korean elderly, who had been retired, using the data from three waves(1st wave(2005)~3rd wave(2009) of the Korean Retirement and Income Panel(KReIS). Data analysis has been used to identify the predictors of the intercept and slope related to the life satisfaction after retirement, focusing the trajectories of the life satisfaction after retirement and individual characteristics, retirement characteristics and family relationship with application of the growth curve model by Amos 20.0. First, the intercept of the life satisfaction after retirement was somewhat below average. Life satisfaction averagely increased little by little from 1st wave to 3rd wave. Second, by conducting the conditional growth curve model, the study revealed that the intercept of the life satisfaction after retirement is high on individual characteristics(sex, educational level, income, health status) and in retirement characteristics(voluntary retirement) and satisfaction with family relationship and married life). Furthermore, health status, voluntary retirement, and satisfaction with family relationship asserted the meaningful variables in the slope of life satisfaction after retirement.

  • 1970년대 중반 세계 주요 연안국(沿岸國)들이 배타적(排他的) 어업수역(漁業水域) 또는 경제수역(經濟水域)의 선포를 통하여 해양관할권(海洋管轄權)을 확대할 때까지 한국은 원양어업(遠洋漁業)의 발전과 어획량 증대에 박차를 가하였다. 그 당시 정부의 주요 정책은 재정 지원을 통하여 원양어선(遠洋漁船)의 선복량을 확충하는 것이었지만, 새로운 해양법질서(海洋法秩序)가 도입된 후로는 원양어업(遠洋漁業)에 대한지원 정책을 재검토하지 않을 수 없게 되었다. 그 당시 한국의 원양어업(遠洋漁業)에 가해진 압박을 타개하기 위하여 연안국(沿岸國)의 규제를 최소화하는 노력과 함께 경제성 있는 대체어장(代替漁場)의 개발에 주력한 결과 성공을 거두었는데, 그것은 바로 수산자원(水産資源) 보유국(保有國)과의 쌍무협정(雙務協定) 체결을 통한 어업의 계속과 더불어 공해어업(公海漁業)으로의 전환이었다. 최근에 한국의 원양어업(遠洋漁業)이 당면하고 있는 현안은 공해어업(公海漁業)에 대한 국제사회(國際社會)의 규제 강화와 더불어 국내 수산물 시장의 개방이라는 내우외환(內憂外患)이 겹친 위기상황(危機狀況)이다. 이러한 난국을 타개함으로써 원양어업(遠洋漁業)의 지속적인 발전을 추구하기 위하여 한국정부(韓國政府)는 새로운 전략을 마련하였는데, 그 구체적인 내용은 다음과 같다. 첫째, 자원을 보유하고 있는 연안국(沿岸國)과의 협력을 강화함과 동시에, 국제수산기구(國際水産機構)에서의 적극적인 활동을 전개하는 것이다. 현재 한국은 14개 연안국(沿岸國)과 쌍무적 어업협정(漁業協定)을 체결하여 기술이전 및 재정 지원을 통한 공동번영(共同繁榮)을 추구하고 있으며, 10개 국제수산기구(國際水産機構)에 가입하여 수산자원(水産資源)의 보존과 해양환경(海洋環境)의 보호에 노력하고 있다. 둘째, 원양어선(遠洋漁船)의 감축과 연근해어업(沿近海漁業) 구조 조정을 통한 합리적인 수산업 체제를 구축해 나갈 것이다. 즉, 원양어업(遠洋漁業)의 양적 팽창보다는 장기적인 안목에서 질적인 수준을 제고함으로써 안정적인 산업으로 내실을 기할 수 있도록 경영의 합리화와 같은 업계 자체의 체질 개선 노력을 지원할 것이다. 셋째, 현대의 해양법질서(海洋法秩序) 하에서 한국원양어업(韓國遠洋漁業)의 활로는 주로 자원보유국(資源保有國)과의 합작사업(合作事業)에서 찾을 수 밖에 없다. 이것이야 말로 연안국(沿岸國)과 원양어업국(遠洋漁業國)에게 공통적으로 이롭다는 사실이 입증된 것이기 때문이다. 따라서, 원양어업(遠洋漁業)을 해외합작사업(海外合作事業)으로 전환하는 데에 있어서 정부가 지원해야 할 부분은 다음 세 가지로 요약된다. 즉, 장래성 있는 사업 분야에 대한 적극적인 재정지원(財政支援), 생산된 수산물의 국내시장반입(國內市場搬入)에 대한 특별한 배려, 그리고 기업의 해외투자의욕(海外投資意慾)을 고취시키는 정책의 수행이다. 수산자원(水産資源)은 그 자체가재생산성(再生産性)을 갖고 있기 때문에 합리적으로 보존관리(保存管理)한다면 영속적인 이용이 가능한데, 이와 같은 이념은 1982년 유엔 해양법협약(海洋法協約)에서도 최선의 과학적 증거로써 "보존(保存)"과 "이용(利用)"의 조화를 유지하는 것으로 구현되어 있다. 따라서, 한국정부(韓國政府)도 그러한 차원의 국제협력(國際協力)에 기꺼이 동참함과 동시에, "투명성(透明性)"과 "책임(責任)"을 이행하는 어업 활동을 보장하기 위한 제도적 개혁을 진행 중이다.

Predicting Success of Government Policy in the Future with Futures Wheel and Text Mining : Predicting the Future Policy of Wage Peak System (텍스트 마이닝과 퓨쳐스 휠 기법을 활용한 정부정책의 미래 성공 예측 : 임금피크제의 미래 정책예측)

  • The purpose of this study is to predict future of wage-peak system by using text mining, futures wheel and polarity voting (+, -) techniques after reviewing a variety of documents. For this study, we collected articles, news articles, SNS(Twitter, Blog), research report documents. Above all, we extracted keywords for main subject words by utilizing text mining techniques. Next, we drew a final conclusion about future of wage-peak system by using futures wheel and polarity voting techniques. The result showed that future of wage peak system is positive. Two of five main topics were negatively predicted (favor/oppose of wage-peak system, solving task of wage-peak system), however, three of five main topics were positively predicted (background of wage-peak system, purpose/reason of wage-peak system, alternative wage-peak system). Therefore, because three of the five main topics were positively predicted, the future for wage-peak system is positive.

An Analysis of the Managerial Level's Gender Gap and "Glass Ceiling" of the Corporation (기업 관리직의 젠더 격차와 "유리천장" 분석)

  • This study agrees with the idea that a situation centered perspective provides a useful contribution in understanding women's attitude on organizations. Women's occupational experiences are less related to their "femaleness" than to the structural constraints inherent in the occupational positions women fill. So characteristics of the organizational situation including gender composition and hierarchical status may "shape and define" women's experience on the job. The present study examined the managerial level's gender gap and "glass ceiling" of the corporation. According to Kanter, if the ratio of women to men in organizations begins to shift, as affirmative action and new hiring and promotion policies promised, forms of relationships and corporate culture should also change. However, the mere presence of women on workplace may not, in itself, result in women-friendly work condition. This study analyzes "Korean Women Manger Panel survey(2010 3rd. wave)" to examine how much gender gap of the managerial level persists and when the glass ceiling effect emerges. Using t-test and ANOVA, various aspects of the gender gap within managerial level were verified. The most significant finding is the glass ceiling effect starts from very low level of management. Policy implications from the statistical analysis of the Panel survey are: 1) We need to increase the absolute number of the women managers for securing middle level women leadership pipe line. 2) We need to confront the fact that the glass ceiling starts from the very low managerial level, and to explore more realistic way to break up the vicious circle for the tokenism. and 3) We need to looking beyond numbers in approaching women's matter at work. At the cultural and institutional level, work-family programs and policies, women's ratings of their competence, and family-friendly organization's climate should be considered.

A Study on the Implications of Korea Through the Policy Analysis of AI Start-up Companies in Major Countries (주요국 AI 창업기업 정책 분석을 통한 국내 시사점 연구)

  • As artificial intelligence (AI) technology is recognized as a key technology that will determine future national competitiveness, competition for AI technology and industry promotion policies in major countries is intensifying. This study aims to present implications for domestic policy making by analyzing the policies of major countries on the start-up of AI companies, which are the basis of the AI industry ecosystem. The top four countries and the EU for the number of new investment attraction companies in the 2023 AI Index announced by the HAI Research Institute at Stanford University in the United States were selected, The United States enacted the National AI Initiative Act (NAIIA) in 2021. Through this law, The US Government is promoting continued leadership in the United States in AI R&D, developing reliable AI systems in the public and private sectors, building an AI system ecosystem across society, and strengthening DB management and access to AI policies conducted by all federal agencies. In the 14th Five-Year (2021-2025) Plan and 2035 Long-term Goals held in 2021, China has specified AI as the first of the seven strategic high-tech technologies, and is developing policies aimed at becoming the No. 1 AI global powerhouse by 2030. The UK is investing in innovative R&D companies through the 'Future Fund Breakthrough' in 2021, and is expanding related investments by preparing national strategies to leap forward as AI leaders, such as the implementation plan of the national AI strategy in 2022. Israel is supporting technology investment in start-up companies centered on the Innovation Agency, and the Innovation Agency is leading mid- to long-term investments of 2 to 15 years and regulatory reforms for new technologies. The EU is strengthening its digital innovation hub network and creating the InvestEU (European Strategic Investment Fund) and AI investment fund to support the use of AI by SMEs. This study aims to contribute to analyzing the policies of major foreign countries in making AI company start-up policies and providing a basis for Korea's strategy search. The limitations of the study are the limitations of the countries to be analyzed and the failure to attempt comparative analysis of the policy environments of the countries under the same conditions.

Evolution of the National Pension Scheme in Korea: Uniqueness and Sustainability of the Korean Model (국민연금제도 전개의 한국적 특징과 지속가능성)

  • The goal of this paper is to define the distinguishing characteristics of Korea's National Pension Scheme compared to the National Pension types of other countries and sees if those characteristics are significant enough in order to warrant calling these the "Korean Model". Also, another point to consider is, if this "Korean Model" does indeed exist, whether it is a 'sustainable' model or not. The National Pension Scheme, which was implemented in 1988, is similar to the public pension system formerly used in Japan. The National Pension Scheme broke away from this 'Japanese Model' in 1995 with implementation of the Farmers and Fishermen Pension, and the unique "Korean Model National Pension" was completed in 1998 with revision of the National Pension Law. The characteristics of the Korean National Pension can be defined as being balanced equally on ability and equality, possessing strong intergenerational income redistribution, having a nationally integrated structure, an incomplete funded method financial neutralism of the government and also as being a Monroe-oriented pension system. There are several limits to the sustainable development of this Korean Model National Pension, though. Even though the precondition of "the income determination problem of self-employed persons", which has strong intra-generational income redistribution. in actuality there are still many policy issues to be confronted such as the structure which 'transfers the burden to the future generation', the 'inter-generational inequity' of the incomplete funded system, persons excluded from coverage under the national integrated structure, 'compulsory loaning of the public sector by the National Pension Fund' under the government's principle of finance neutralism, the separate existence of the 'Monroe-oriented National Pension' from other pensions, etc.,. Therefore, it need to reform of NPS once again to sustainable development of KMNP.

A Study on the Vocational High School-to-Work Opportunities System and Training of the Department of Landscape Architecture (특성화고 조경과 학생들의 기능인력 양성에 관한 연구)

  • The goal of vocational school is to provide students with basic skills and help develop them to have satisfactory careers. With the knowledge they have learned, it helps them to find their interests and aptitudes when they graduate. The government is putting a lot of effort into clarifying the goal accomplishment and the vision proposals of vocational schools, and the structure-oriented guidance controlled by the government is thought to be very influential to the social structure and individual perceptions. Social stereotypes(discrimination) and perceptions that can be the core of a social structure need to be transformed for people to be fulfilled in their careers in the upcoming advanced Korean society. The important solution is to form correct values and a system of career selection which can ensure a stable future for students. Therefore, to carry out research regarding training human resources in terms of students from vocational schools' landscape architecture majors in an approaching method with a new perspective, we analyzed education plans from vocational schools in 11 regions, textbooks used in common, governmental publications regarding career education policies of vocational schools and questionnaires from students who are majoring in landscape architecture at vocational schools. As a result, we were able to find out the types and the frequencies of career-occupation education at each school through analysis of education plans and the necessity to control the amount and the level of the contents for high school students to have careers in analyzing textbooks. In addition, in Ministry of Education, Science and Technology's analyzing career education policies of vocational schools, we figured out the government's policies and directions of training. From the questionnaires from students majoring in landscape architecture, we were able to compare and analyze the satisfaction level of students on career education(education plans), textbooks, governmental career policies and career selection.
