ESG management should consider environmental sustainability (환경 측면의 고려가 절실하게 요구되는 ESG 경영)

  • ESG, which stands for Environmental, Social, and Governance, becomes a keyword in managing a company as it becomes an "indicator" that judge companies. Since the environment has suffered so much damage for economic development, it is now to reflect the enormous environmental costs of the future in the management standard rather than the immediate financial benefits at the expense of the environment. Compared to the days when corporate social responsibility (CSR) was discussed, ESG management has improved significantly as it requires practice beyond the declarative level, but the level of consideration for the environmental field is still not high. There may be many backgrounds, but the biggest problem may be the lack of understanding for other fields. Accordingly, this study aims to inform corporates of the need for investment in the environmental field by explaining ESG reviewed in the environmental field and ESG management required in the environmental field. Furthermore, another purpose is to inform them that ESG management is a win-win strategy that can have a meaningful effect not only in the environmental field where investment is received but also in terms of companies by explaining the benefits that companies can gain through this. To reach this goal, this study proposed a method of restoring a damaged ecosystem based on corporate investment, evaluating its effects based on carbon absorption capacity, and using it as a means of carbon neutrality practice as well as ESG management performance of a company.

A Study on the Measurement of Startup and Venture Ecosystem Index (창업·벤처 생태계 측정에 관한 연구)

  • The importance of startups and ventures in the Korean economy is growing. This study measured whether the start-up and venture ecosystem is growing, including the growth of startups and ventures. The startup and venture ecosystem consists of startups and ventures, investors, and government, which are the main actors of the 'ecosystem', and their movements were measured with 25 quantitative indicators. Based on the original data of the time series from 2010 to 2020, the startup and venture ecosystem index was calculated by applying weights through the comprehensive stock index method and AHP. In 2020, the startup and venture ecosystem grew 2.9 times compared to 2010, and the increase in the government index had a significant impact on growth. Also, the individual indicators that make up each index in 2020, the corporate index had the greatest impact on the growth of the number of 100-billion ventures, while the investment index had a recovery amount and the government index had a significant impact. Based on the original data, the startup and venture ecosystem index was analyzed by dividing it into ecosystems (startup ecosystem and venture ecosystem), industry by industry (all industries and manufacturing industry), and region (Korea and Busan). As a result, the growth of the startup ecosystem over the past decade has been slightly larger than that of the venture ecosystem. The manufacturing was lower than that of all industries, and Busan was lower than that of the nation. This study was intended to use it for the establishment and implementation of support policies by developing, measuring, and monitoring the startup and venture ecosystem index. This index has the advantage of being able to research the interrelationships between major actors, and anyone can calculate the index using the results of official statistical surveys. In the future, it is necessary to continuously update this content to understand how economic and social events or policy support have affected the startup and venture ecosystem.

Characteristics of Satellite-Based CO/CO2, CO/NO2 Ratio in South Korea and China (한국과 중국의 도시별 위성기반 CO/CO2, CO/NO2 비율 특성)

  • This study analyzed the ratio of carbon monoxide (CO) and carbon dioxide (CO2), CO and nitrogen dioxide (NO2) for cities and regionsin Korea and China using column-averaged carbon dioxide dry-air mole fraction (XCO2) of the Orbiting Carbon Observatory-2/3, CO and NO2 vertical column density (named XCO, XNO2 in thisstudy) of TROPOspheric monitoring instrument from April 2018 to April 2022, and presented the relationship between socioeconomic indicators (population, number of vehicles, Gross Regional Domestic Product) and ratio, and differences in characteristics between Korea and China. First, CO2 and CO were analyzed after calculating ΔXCO2 and ΔXCO removing the background value and trend line due to the difference in atmospheric residence time of three gaseous substances (CO2, CO, and NO2). Comparing the three values by regions, ΔXCO and ΔXCO2 were relatively higher in China and XNO2 were higher in Korea and the ratio of both values (ΔXCO/ΔXCO2, ΔXCO/XNO2) was higher in China than in Korea. ΔXCO/ΔXCO2, ΔXCO/XNO2 and socioeconomic indicators have a positive correlation suggesting that the concentration of air pollutants and greenhouse gases is higher as the city is large and the economic activity is active. Regarding the differences in the ratio characteristics of Korea and China, the relationship between ΔXCO and ΔXCO2 showed a negative correlation in Korea and a positive correlation in China. When the relationship between ΔXCO and XNO2 was examined for summer and winter, the change of ΔXCO by season was not significant in Korea, whereasthe change of ΔXCO and XNO2 by season waslarge in China resulting in the relationship between two countries appeared differently. These results suggest that seasonal variability and national emission characteristics should be considered in the process of analyzing the ratio of greenhouse gases to air pollutants.

The Development of the Sustainability Appraisal Indicators for Clean Development Mechanism(CDM) Projects by Multi-Criteria Analysis(MCA) (청정개발체제(CDM)사업의 지속가능성평가 지표 개발 -다 기준분석법(MCA)을 활용하여-)

  • Clean Development Mechanism(CDM) projects under the Kyoto Protocol have two objectives. One is to assist the Parties included in Annex I in achieving compliance with their quantified emission limitation and reduction commitments in cost-effective ways by allowing them to implement emission reduction projects in Non-Annex I countries and receive CERs, which will offset their reduction commitments. The other is to assist Parties not included in Annex I in achieving sustainable development and technology transfers through investments by Annex I countries. However, in reality, it is said that the former objective is achievable but the latter is not. In this light, this article suggests sustainability appraisal criteria applicable for Korea. Among various methodologies, we used the 'multi-attributes utility theory(MAUT)'; one of the 'multi-criteria analysis (MCA)' methodologies judged to be the most practical and relevant. Based on the guidelines of the MAUT methodology, we identified sustainability criteria that meet the guidelines. We took two tracks, the first to find the preferences of Korean experts, and the other to check foreign cases. In all, 37 preliminary criteria were suggested to Korean experts and each criterion was scored, from between 1 and 3, in terms of relevance, possibility of real improvement, easiness of data collection, and preferences. We combined foreign cases and the results of a survey conducted in Korea and selected 12 core criteria and 10 additional criteria. After that, all the criteria were converted into indicators. The indicators were applied to a CDM project for case study. We chose the "Sihwa Tidal Power Project", which is currently the biggest tidal power plant in the world. Twelve core indicators and 3 additional indicators were applied. In order to weight each indicator, the 'analytical hierarchy process (AHP)' was used. A total of 30 experts were asked to suggest weights and 21 answered. Among them, only 14 respondents were proven to meet the consistency ratio. We analyzed the 14 responses through Expert Choice and the CDM project was scored (+)53.082. In addition, sensitivity analysis was undertaken with the result of (+)44.667 to (+)65.522. As a result of this study, it was proven that this project would contribute to the sustainable development of Korea.

  • 수문학적 의미의 일반적인 물순환은 증발, 응결, 강수 등 태양에너지와 중력에 의해 전지구적으로 반복되는 물의 재생산과정을 의미한다. 최근 들어 토목분야에서 언급되기 시작한 물순환시스템은 수문학적인 물수지(water balance)에 저류, 공급, 처리, 재이용 등 인공적인 요소를 감안하여 대상지역의 적절한 수요, 공급을 유지하는 시스템을 의미한다. 생활에서 물이 차지하는 중요성을 감안할 때, 지역의 수문학적 특성과 문화, 경제적 여건을 고려한 효율적인 물순환시스템의 구축은 지역발전의 정도를 가늠할 수 있는 지표라 할 수 있다. 본 연구는 물산업 선진국인 영국과 미국의 지역 물순환시스템 설계사례를 조사하고 초기단계인 국내사례와 비교하여 향후 설계지침 개발의 기초자료로 활용하기 위하여 수행되었다. 선진사례 조사는 2009년 이후 미국과 영국에서 수행된 세 건의 물순환 현황조사(water cycle study)와 미국에서 개발된 설계최적화 프로그램을 분석하였고, 국내사례로는 파주운정지구와 광교신도시 개발 시 수행된 물순환시스템 구축사례를 조사하였다. 해외 선진국 사례조사 결과, 물순환시스템 구축은 공통적으로 물순환망 현황조사, 물순환 계획수립, 지역현황 조사, 적용가능 기술조사, 설계 등 5단계를 거쳐 수행되었다. 이 중 가장 중요한 단계는 지역의 물수지와 가용 물 수요 및 공급 시스템을 조사하는 물순환망 현황조사로, 지역의 needs를 정확히 파악하고 양적, 질적 공급목표를 적절하게 선정하여 가장 효율적인 물순환망 계획을 수립하는 바탕이 되었다. 지역현황은 지역 법규 및 투자계획, 사회변화 예측 등 사회적 요소를 고려하는 단계로, 물순환 설계 선진사의 설계 최적화 프로그램의 경우 이러한 지역현황과 사회적 변화 예측의 반영에서 차별성을 갖고 있었다. 적용가능 기술조사의 경우 친환경, 저에너지 기술이 부각되던 추세에서 최근에는 지속가능성이 주요 고려사항 이었다. 국내사업 사례의 경우 규모가 작아 직접적인 비교가 불가하였으나, 5단계의 복잡한 최적화단계가 아닌 물순환망 분석결과와 이해당사자(stakeholders)의 needs를 바탕으로 치수안정성, 친수환경 보장 등의 목표를 수립하였다. 국내에서도 향 후 유역규모(watershed scale)의 대형 물순환기반 복합개발사업이나 대규모 해외사업 참여 시 필요한 기술력 축적의 차원에서 단계별 check list를 포함한 한차원 높은 물순환 설계지침 마련이 필요한 시점이라 하겠다.

A Study on the Relationship Between Child Poverty Rate and Family Policy Expenditure of Welfare States -Focused on OECD Countries- (복지국가의 아동·가족복지지출과 아동빈곤율의 관계 -OECD 국가를 중심으로-)

  • The main purpose of this study is to analyze the relationship between child poverty rate and family policy expenditure of welfare states (focusing on OECD countries). We analyzed not only the total social & family policy expenditures but the components of the family policy expenditure. OECD SOCX and calculated data from the LIS & OECD data were utilized for child and family policy expenditures and the poverty rate. One-way correlation and cluster analysis were employed for the analysis. The analytic results are as follows: Southern European and Anglo-Saxon countries' child poverty rates were higher and Scandinavian countries' child poverty rates were lower than any other clusters. The countries with high child poverty rate had higher child poverty rate than the entire nation's poverty rate, but Scandinavian countries' child poverty rate was lower. There was a strong correlation between family policy expenditure and child poverty rate. Especially the service expenditure and leave benefit expenditure were highly correlated with child poverty rate. On the other hand, cash expenditure was not significantly correlated with child poverty rate. We can suggest the policy implications from these results. Based on the analytic results, policy implications that the government should increase the family policy budget, especially the budget for family services and leave benefit to decrease child poverty rate and should make effort to support the employment of parents through policies such as active labor market strategies can be suggested.

A Study on the Influencing Factors of High Risk Drinking by Gender in Single Adult Households (성인 1인 가구의 성별에 따른 고위험 음주 영향요인에 관한 연구)

  • This study sought to analyze factors influencing high-risk drinking in single-person households. For this, data from the 2018 community health survey were used. Subjects were 32,389 adults above the age of 19 in single-person households. For the data analysis, high-risk drinking groups were extracted according to the high-risk drinking rate index of the survey to arrive at influencing factors and differences in health-related and sociodemographic characteristics. The IBM SPSS 25.0 software was used for analysis and a complex sampling design was applied. The results showed that the high-risk drinking rate of Korea's single-person households was 15.0% (male: 25.8%, female: 5.8%) and age, education under high school level, service-industry employees, smokers, people with depression, high blood pressure, and irregular breakfast eaters appeared as common elements for both genders. Stress appeared to only affect males while being diabetic only affected females. High-risk drinking was higher for males in their 30~40s and women in their 20~30s. The younger generation showed the highest numbers in high-risk drinking and factors like stress or depression appeared to be influencing factors for high-risk drinking. Hence, mental health programs along with customized health policies through health forms and lifestyle changes will be required to lower the high-risk drinking rates of single-person households.

Site Suitability Analysis for Riverbank Filtration Using Game Theory (게임이론을 활용한 강변여과 개발 적지선정)

  • The tap water supply in Korea mainly depends on the surface water. However, the advanced water purification process becomes a necessity due to the deterioration of surface water quality and the risk of accidental spill. High cost of water treatment and public concerns make the decision makers turn to riverbank filtration as an alternative to the surface water. Riverbank filtration has been employed for water supply in many developed countries for more than 150 years. In Korea, riverbank filtration has drawn attention since 1990s as a supply source having potential to stably meet the ever-increasing water demand. Some cities located in the Nakdong River Basin are currently supplying water through riverbank filtration. This work studies the site suitability analysis for riverbank filtration using game theory. Theory of games, which is a branch of applied mathematics used in social sciences (most notably economics), biology, engineering and computer science, was applied to candidate locations for the selection of riverbank filtration site. We proposed a policy game model as a new method adopting a probabilistic approach. The model developed turned out to be an effective tool for site selection.

Prioritization of National R&D Investment Using Estimation Results by CGE Model (CGE모형 추정결과를 이용한 국가 R&D 투자 우선순위 설정)

  • We suggested industry-specific priorities of R&D investment with R&D investment elasticity to GDP calculated from the ripple effect of 28 large-sized industry R&D investment, using a Computable General Equilibrium(CGE) Model. Priority orders apply to only 12 industries, because 16 industries with less than 1% of total investment have been excluded. First, R&D investment elasticity to GDP says that priorities are ordered as Basic metal products, Chemicals, drugs and medicines, Food, beverages and tobacco products, Electronic and electrical equipment, Transportation equipment, Precision instruments, Electrictity, gas, steam and water supply, General machinery and equipment, Communications and broadcasting, Construction, Other services, and Real estate and business services. These priorities show the status quo of Korean industry structures well. The GDP growth rate to 2030 year reference equilibrium, which is an auxiliary index, says a similar priority to results from R&D investment elasticity to GDP. In the end, two criteria of priority order can be functioned as a good index for National Science and Technology Commission deciding what industry to invest and what budget to allocate.

  • A great need for comprehensive solutions for the promotion of construction technology, and it can be true through active societies. Corresponding to these needs, it is need to prepare globalization by gathering and concentrating societies quote ability, through these efforts, it is possible to ensure research effectiveness and to secure competitive position in consisting regional network like Asian Pacific Economic Cooperation, APEC. This research analyzes and suggests are enrolled in The Korean Federation of Science and Technology Societies (KOFST) to find reasonable solutions for international engineer's mutual certification and growth of domestic construction related societies. This study also analyzes department structure and relationship of Civil engineering and construction related societies. This paper suggests reasonable development strategy, governmental policy and roles of construction related societies by analyzing multi dimensional problem set.
