The comparative study between Korea's S&T security provision and China's (중국의 과학기술보안규정과 대한민국 국가연구개발사업 연구보안제도 정책과의 비교 연구)

  • Recently China's science and technology development is accelerating, and some technologies have the world's best technology. With the rapid development of science and technology, China has been deeply aware of the importance of science and technology, and many efforts are being made to legislate security regulations to protect their technologies. Korea and other countries are also interested in research security, and research and development cooperation with China is also on the rise. In this paper, we derived some implications by comparing and analyzing China's science and technology security regulation and Korea's national R&D project management regulations. China is also enacting science and technology security regulations as a subordinate to the laws and regulations of science and technology. However, it should be reflected in future legislation that the difference from Korea is composed of separate independent regulations. In particular, the fact that the science and technology security regulations have been enacted separately may be a hint that can be reflected in the nation's future legislation processes. In this paper, major contents of the science and technology security regulations, points to division of knowledge property into scientific and technological cooperation or security tasks, designation of regulations on the characteristics of research security guidelines, and operation of individual national security agencies In addition, in the event that the contents of the related statutes, confidentiality provisions, and import and import control are recorded in this paper, and the results of the joint R&D project are not utilized, or the technology transfer is not carried out.

A Study on the Effective Countermeasures for Preventing Computer Security Incidents (기업의 침해사고 예방을 위한 관리 모델)

  • The level of information protection is relatively low, in comparison with the informatisation in this country. The budget for information protection is also quite marginal at 5% of the entire information-related policy budget. The passive information protection practices by companies, which focus more on the aftermaths, lead to repeated expenses for risk management. The responses to the violation of information protection should be changed from the current aftermaths-oriented focus to prevention and early detection of possible violations. We should also realize that the response to a violation of protected information is not a responsibility of an individual but a joint responsibility of the nation and the industry. South Korea has been working towards to building a systematic foundation since 2004 when guidelines were announced regarding the information protection policy and the safety diagnosis. The current level of safety policies cannot provide a perfect protection against actual violation cases in administrative, technological and physical ways. This research evaluates the level of prevention that the current systematic protection policy offers, and discusses its limitation and possible ways for improvement. It also recommends a list effective measures for protection against information violation that companies can employ to maintain the actual target safety level.

  • In Korea, national information infrastructure has been grown well because of the rapid growth and supply of Internet, but threats of cyber terror and cyber war are also increasing. Cyber attacks on knowledge information society threaten industry, economy and security. Major countries realize that cyber attacks can cause national heavy loss. So, they are trying to adopt policy on their cyber safe. And natural environmental crisises are increasing around the world. Countries such as India and Philippine in which tsunami, typhoon and earthquake are often occurring have national systematic disaster management system that can prevent and recover. We need systematic management for prevention and recovery from cyber terror, and need to establish national cyber disaster management system. Therefore, in this paper, we analyze major countries's cyber security policy and suggest a method of establishing the national cyber disaster management system.

An Vulnerability Analysis and Countermeasures for Security in Outdoor Risk Management System based on IoT Technology

  • Following the development of Internet of Things (IoT) technology, the scope of application of IoT technology is expanding to industrial safety areas that detect and prevent possible risks in outdoor environments in advance, away from improving the convenience of living in indoor environments. Although this expansion of IoT service provides many advantages, it also causes security problems such as data leakage and modulation, so research on security response strategies is being actively carried out. In this paper, the IoT-based road construction risk management system in outdoor environment is proposed as a research subject. As a result of investigating the security vulnerabilities of the low-power wide-area (LPWA, BLE) communication protocol applied to the research targets, the security vulnerabilities were identified in terms of confidentiality, integrity, and availability, which are the three major elements of information security, and countermeasures for each vulnerability were proposed. This study is meaningful in investigating and analyzing possible vulnerabilities in the operation of the IoT-based risk management system and proposing practical security guidelines for each vulnerability.

Development of an open source-based APT attack prevention Chrome extension (오픈소스 기반 APT 공격 예방 Chrome extension 개발)

  • Advanced persistent threat (APT) attacks are attacks aimed at a particular entity as a set of latent and persistent computer hacking processes. These APT attacks are usually carried out through various methods, including spam mail and disguised banner advertising. The same name is also used for files, since most of them are distributed via spam mail disguised as invoices, shipment documents, and purchase orders. In addition, such Infostealer attacks were the most frequently discovered malicious code in the first week of February 2021. CDR is a 'Content Disarm & Reconstruction' technology that can prevent the risk of malware infection by removing potential security threats from files and recombining them into safe files. Gartner, a global IT advisory organization, recommends CDR as a solution to attacks in the form of attachments. There is a program using CDR techniques released as open source is called 'Dangerzone'. The program supports the extension of most document files, but does not support the extension of HWP files that are widely used in Korea. In addition, Gmail blocks malicious URLs first, but it does not block malicious URLs in mail systems such as Naver and Daum, so malicious URLs can be easily distributed. Based on this problem, we developed a 'Dangerzone' program that supports the HWP extension to prevent APT attacks, and a Chrome extension that performs URL checking in Naver and Daum mail and blocking banner ads.

  • 사이버테러는 전세계적으로 시공간을 초월하여 동시다발적 공격이 가능하고 발생시각, 발원지, 침입자 추적 등이 어려우며, 한 곳의 피해가 다른 곳으로 대규모 확산이 우려되고 효율적인 차단 및 복구에도 어려움이 가중되고 있다. 이에 본 논문에서는 행정정보인프라의 불법침입에 대한 즉각적인 대응체계와 사이버테러의 사전 예방을 위한 정부고속망의 연결기관에 대한 보안정보제공 및 침해사고 공동대응 체제를 갖춘 정부차원의 정부정보공유분석센터의 효율적인 구축 방안을 제안한다.

  • 최근 정보통신망을 이용한 해킹사고가 급격하게 증가하고 있으며, 그 피해의 파급효과가 매우 커지고 있다. 따라서, 해킹사고로부터 네트워크와 시스템 등의 자산을 보호하는 것이 더욱 중요해지고 있다. 크래커들은 네트워크와 시스템에 존재하는 취약점을 찾아내고, 그 취약점을 이용하여 네트워크 및 시스템에 침투하여 악의적인 행동을 한다. 정보통신망에 대한 취약점 분석$.$평가에서는 네트워크 및 시스템에 존재하는 기술적, 관리적, 물리적 취약점을 분석하고, 각각의 취약점을 이용한 침투의 가능여부와 피해 파급효과에 대한 위험도 평가를 수행한다. 취약점 분석$.$평가를 수행함으로써 대상 기관에 적합한 보안대책을 수립 및 적용하여 해킹사고를 사전에 예방하고, 사고 발생시 적절히 대응할 수 있도록 한다. 본 논문에서는 정보통신망 취약점 분석$.$평가 방법론을 제시하고자 한다.

The Design of Military Security Audit based on the M-ISMS Model (M-ISMS 모델 기반의 군(軍) 보안감사 설계에 관한 연구)

  • We propose an improved M-ISMS(Military-ISMS) model which is based on common ISMS model for regarding military's unique characteristics. Our model focuses on 'Internal Security Audit' and 'Management of external activity' as military circumstances. So, we added the six control new items as internal security audits. Because the confidentiality is more important than availability in military service as compared with private sectors. In addition, we propose some control suggestions for establishing security management standards and keeping level maintenance when it will becomes to lose a value as confidential. The M-ISMS model in this paper has effectiveness which prevents security incidents in advance rapidly throughout a variety of common ISMS's advantages and security incidents of private sectors in consideration of military characteristics.

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

Establishment of a public safety network app security system (재난안전망 앱 보안 체계 구축)

  • Korea's security response to application service app is still insufficient due to the initial opening of the public safety network. Therefore, preemptive security measures are essential. In this study, we proposed to establish a 'public safety network app security system' to prevent potential vulnerabilities to the app store that distributes app in public safety network and android operating system that operate app on dedicated terminal devices. In order for an application service app to be listed on the public safety network mobile app store, a dataset of malicious and normal app is first established to extract characteristics and select the most effective AI model to perform static and dynamic analysis. According to the analysis results, 'Safety App Certificate' is certified for non-malicious app to secure reliability for listed apps. Ultimately, it minimizes the security blind spots of public safety network app. In addition, the safety of the network can be secured by supporting public safety application service of certified apps.
