This paper is empirically to examine the effects of project manager's competencies (intellectual, managerial, and emotional competencies) on the performance for planning and outcome of NPD (new product development) project in project matrix organization. To achieve this purpose, we employ a field survey of project managers in project matrix organization and PLS (partial least square) structural equation modelling to test hypotheses of our research model. The results show that intellectual competency positively affect both of performances for planning and for outcome, whereas managerial and emotional competencies have not significant effect on them. Our attempt is to provide theoretical implications to current studies related to project management and helps for practitioners to develop a program for selecting and training capable and promising project managers.

The "Intelligent Railroad Alignment Design Program (ei-Rail) developed in 2013 has been adopted in the planning and the evaluation/validation of design results of oversea railroad construction projects. Target countries of Korean railroad industries requires the operating speed increase with alignment improvement and the double tracking of prevailing single track railroads as well as new railroad construction. This study is to develop an additional module for double tracking project of prevailing single track railroads in the ei-Rail. The developed method is based on the geometrics of prevailing railroad, and the definition of planned project determines the project cost based on the unit cost by work type, and provides the draft design of double track. The module was validated with a oversea case. It is then expected for oversea railroad double tracking project more efficiently in planning and the evaluation of design results.

National Defense & IT Convergence is ensuring actual force integration by developing new IT Convergence Technology for the purpose of realizing the concept of Network Centric Warfare. The Ministry of Defense has appointed National Defense & IT Convergence Center of Defense Agency for Technology and Quality as a specialized agency for the National Defense & IT Convergence development, a mission in the creative economy era and has been active in military demand inquiry and prior technology plan with the industrial-academic research institute for discovery of National Defense IT Convergence projects based on the Convergence Center. Further, it is promoting focused on the timely introduction of private IT new technology by operating the project planning team comprised of defense domain specialists and by applying the advanced planning method etc. Accordingly, for the development of National Defense & IT convergence, developmental strategy is urgently required to be utilized effectively after considering theoretically on the national IT Convergence policy enforcement and phenomenon of National Defense & IT Convergence technology and analyzing them comprehensively. This thesis promotes in phases the IT Convergence projects which are identified for the development, improves the efficiency of newly created National Defense & IT Convergence center and suggests training program of IT Convergence personnel related to the defense reforms. With such, it will achieve smart defense in advance and will also contribute largely for the realization of the immediate paradigm shift and of the creative economy.

This research focus on estimating the economic effects of TOD system development from the perspective of new market creation, R&D planning cost reduction and increase of R&D projects' commercialization success rates. The research is conducted through simulation and scenario analysis with assumptions about economic effect parameters. Scenario analysis shows that scenario 1 (the application ratio of the new TOD system to total Korean R&D programs' planning is 1.4%) results in total economic effects, 921.3 billion won in 2011 price with B/C ratio 6.15, that scenario 2 (the application ratio is 1.9%) results in total economic effects, 1,250.3 billion won in 2011 price with B/C ratio 8.34, and that scenario 3 (the application ratio is 0.9%) results in total economic effects, 592.2 billion won in 2011 price with B/C ratio 3.95. The research contributed to the prior evaluation of economic validity of "R&D on Technology Opportunity Development (TOD) system" and to cultivating the new methodology of economic benefit estimation in the area of R&D on system development.

Recently, due to the increasing necessity of developing core parts for weapons systems, the project for localization of parts for weapons systems is expanding. In order to apply the developed core parts to the domestic weapon system and advance into the overseas market, it is necessary to plan a project that reflects the technology trends in advance. This study derived trend of technology development through conducting the patent research and analysis. Also, suggested plan for applying the analysis results when project planning and selecting. As a detailed method, patents related to the 2019 year selection project were investigated. The number of patent applications by year and number of applicants from the time of the first application to the present were analyzed. And the growth stage of the technology market was derived. The comprehensive result was derieved through the portfolio analysis by arranging the parts localization technology in each area of the matrix consisting of market growth stage and the criteria for the selection of parts localization project. This research suggested the applying plan for improving project selection process. we expect the promotion of defense industry and the effective task planning.

Technology planning in the defense field aims to develop core technologies in order to develop weapon systems to satisfy the force integration period by researching and analyzing necessary technologies for weapon systems. In the past, core technology development projects were conducted by deriving core technology based on the main required operational capability. But in this case, there is the limitation that technologies which are necessary to develop weapon systems but do not directly affect required operational capability, such as system integration technologies, are not considered. In this paper, we propose a work breakdown structure-based technology research and analysis methodology that prevents vacant technologies by identifying core technologies that must be secured for the development of weapon systems at the component level. With the proposed methodology, it is possible to identify technologies that must be acquired to realize the required operational capability of systems or which must be secured even they do not affect the required operational capability.

Technology roadmapping is one of the widely used technology planning methodologies. Using a technology roadmap, the researchers can increase the possibility of the project success by systematic management of research contents, budgets, and commercialization strategies. Currently, Ministry of Land, Transport and Maritime Affairs has a plan to increase the research fund to improve the construction industry. As a result, the number of long term research projects with more than five years of research period, is increasing. This entails the need for a methodology for the systematic planning and management of research. However, the construction industry has the characteristics that the research results should ultimately be implemented in an outdoor environment. Through processes of diverse literature reviews, questionnaire-based survey, and pilot research, this paper presents a systematic procedure for the development of construction technology roadmaps, which can consider the unique nature of the construction industry. Based on the procedure, a technology roadmap for intelligent construction monitoring is also developed.

Thereason to choose this field is due to the importance of the next generation OLED, and wide scope connected by various fields. Besides, to measure application and technological fields by using bibliographical method and technology is as important as in a basic research field.

자동판매기 매매 관련 분쟁은 한국소비자단체협의회 자율분쟁조정위원회에서 조정을 한다 이 위원회는 사법적 판단과 중재결정이 갖는 단점을 보완하기 위한 사전적 분쟁 해결 장치로서, 분쟁의 당사자가 다른 당사자에 대해 승리를 얻은 게 아니라 서로가 수용할 수 있는 해결책을 발견하여 당사자 모두에게 이익(win-win)이 되는 방향으로 분쟁 해결을 도모하고 있다. 한마디로 합리적으로 분쟁을조정하고 있는 것이다. 과거 방문판매의 비중이 높았을 당시 자판기 관련 분쟁도 많이 발생했다. 특히 소비자들 기망하는 사기 판매도 많아 피해를 당한 억울한 사람들이 조정을 요청하기도 했다. 방문판매의 비중이 줄어들자고 고정 건수도 급감했다. 자판기가 실수요 위주로 재편이 되다보니 꼭 필요한 사람이 자판기를 구매하는 행태가 일반화된 것이다. 이렇게 절대 건수를 줄었지만 분쟁은 여전히 발생하고 있다. 자판기 구매자가 운영을 하다가 계약해지를 하고 싶은 쪽으로 마음이 바뀌는 경우가 가장 많다. 자판기 방문판매는 사업권유거래에 해당되어 소비자가 계약해지를 원하면 판매자는 수용을 해야 한다. 공정거래위원회와 한국자동판매기공업협회가 제정한 <자판기 매매 표준약관>을 기준으로 손율을 적용하고 있는데 계약해지 하는 입장에서 이 손율도 무척 아까울 수밖에 없다. 가능하면 손율을 많이 받으려는 판매자 입장과 적게 적용받으려는 소비자 입장의 중간에서 합리적인 조정활동이 이루어진다. 이 자율분쟁조정위원회에는 한국자동판매기공업협회 임원도 조정의원으로 참여하고 있다. 사업자와 소비자 상호 신뢰를 바탕으로 건전한 소비문화를 만들어 나가기 위해서는 다양한 분쟁 발생 사례에 대한 모범 조정 해결 사례를 명확히 이해하는 게 중요하다. 지금부터는 과연 어떠한 분쟁유형이 발생하고, 조정은 어떻게 이루어지고 있는지 사례들을 예시한다. 한국소비자단체협의회가 발간한 <2010년 자율분쟁조정위원회 조정사례집>에서 발췌를 했다. 이 사례들은 자판기 관련 분쟁에 있어 해결기준을 제시하는데 도움이 되리라 판단된다.

This study analyzes current situation of Korean comics market, emphasizes the necessity of studying comics audience. Presenting the differentiated methodology for comics study, the alternative solution for Korean comics market is given. The theoretical foundation is based on the cultural approach for audience studies. This study aims to find out the changing environment of taking comics contents and using behavior of it. Most audience of comics make use of them in various ways and try to use them in new experimental method. To analyze the tastes and using behavior of comics audience is necessary for preplanning of comics production.
