As a new facet of international security realm in 21C, Information Warfare(IW) has rised new way of warfare and demostrated its efficiency in battelfield. With the rapid development of information technology, indeed, it is difficult to estimate the future of IW. While there are a lot of discussion on the clear concep of IW, it is clear that IW has the factor of psychological warfare, so-called cyber psychological warfare. Considering the security environment of Republic of Korea(ROK), the cyber psychological warfare has the significant importance for national security. While it has to deal with the cyber psychological warfare of North Korea, it also try to cope with the various threaten of international conflicts to protect Korean people and national interest.

With the rapid progress of information technique, it is getting more difficult to protect information systems from cyber terrorism, because of bugs and vulnerabilities of software and the properties of cyberspace such as anonymity. furthermore cyber terror techniques are highly developed and complicated and their use for a malicious intent and a military purpose are increasing recently. Therefore a study of warfare attack technology on the cyber space is necessary for establishing trusted society and further national security. Specially, worms/viruses are becoming a more common occurrence on the cyber space. Also, The worm caused a great deal of damage to the large number of networks around the world in a very short period of time. Therefore, we will describe worms/viruses in the warfare attack technique in this paper.

정보전의 개념이 도입된 90년대 중반이후 세계 각 국에서는 사이버 공간을 이용한 다양한 사이버 위협을 대처하기 위한 많은 노력을 기울이고 있다. 그러나, 9ㆍ11 테러를 겪으면서 미국을 비롯한 각 국에서는 사이버공간을 이용한 사이버테러 및 사이버전이 국가안위를 위태롭게 할 수 있다는 인식하에 기존 보안정책을 강화하거나 새로운 보안정책을 계획하거나 시행하고 있다. 본 논문에서는 미국, 일본 등을 중심으로 한 사이버 공간의 안전성 확보를 위한 최근의 노력을 소개하고자 하며, 우리나라의 사이버 공간 안전성 확보를 위한 참고자료로 활용되었으면 한다.

미래의 분쟁은 비대칭적인 형태로 나타날 것이며, 특히 사이버공간에서 사이버수단을 이용하여 전개될 것으로 예측되고 있다. 특히, 군사 강대국들뿐만 아니라 분쟁의 주체가 되는 여러 국가들은 정보전을 새로운 국가 전력의 핵심 요소로 판단하고 관련 능력 확보에 박차를 가하고 있다. 본 고에서는 정보전 위협과 사례를 고찰함으로써 이러한 국제 상황하에서 우리가 대비하여야 할 방향을 정립하는데 도움이 되고자 한다.

While a expenditure of carrying out the cyber information warfares is the lowest expenditure, a effect of carrying out the cyber information warfares is the greatest effect in side of a interruption of information, a confusion, a terror, a pillage and crime of the people. 사이버 공간이라는 새로운 국가 영역이 창조되었고, 고 영역에서의 각종활동이 국내는 물론 국제사회의 경쟁력에서 가장 중요한 국가 영역이 되고 있다. 반면에 사이버 공간에서의 침해사고 내지는 공격행위가 사이버 공간에서의 활동을 방해하고 사회의 혼란을 초래할 뿐 아니라 사이버 공간을 통해 국가 안보를 위협하는 테러, 정보전 양상이 뚜렷하게 증가하고 있다. 또 민주화와 인터넷의 개방 구조로 개인과 기업, 조직의 정보보호와 기밀 보호의 요구가 높아지고 있다. 이를 보호하고 국가 안보를 강화하는 사이버 공간의 안보체계를 제시한다.

지난해 등장한 정보보호 관련 사건의 특징 중 하나는 금전적 이익을 목적으로 한 사이버 범죄가 본격적으로 등장했다는 점이다. 이런 유형의 범죄는 비단 국내뿐만이 아니라, 미국, 유럽 등 전 세계적인 관심사로 떠올랐다. 이런 의미에서 지난 10월 경찰청 주최로 개최된 '국제 사이버테러 대응 공동심포지움' 참석차 한국을 방문한 독일 BKA소속 Mirko Manske로부터 독일 및 EU 지역의 사이버 범죄 현황에 대한 의견을 들어봤다. Mirko Manske는 독일 연방 범죄 경찰국(Bundeskr-iminalant, BKA) 소속으로 지난 2006년부터 국내 경찰청 사이버테러대응센터에 해당하는 BKA 내 National High Tech Crime Unit(NHTCU)의 정보분석 및 수집 전문가로 활동하고 있다

북한은 사이버공간을 해방구로 보고 지난 2003년도에 인터넷 대란 공격을 실시한 이래 사이버 공격을 지속적이고 강력하게 감행하고 있다.1) 지난해에는 농협전산망을 공격하였으며 최근에는 서해상에서 GPS교란 공격을 실시하여 인천 국제공항에 이착륙하는 항공기에 심각한 위협을 초래하기도 하였다. 이처럼 북한을 포함한 전 세계적인 사이버 공격이 이제는 국가안보상의 심대한 위협이 되고 있어 각국은 사이버전 대비에 심혈을 기울이고 있다. 이제 우리나라는 사이버공격을 가장 많이 받는 국가 중의 하나가 되고 있다. 국가적인 사이버위협이 지속되는 상황하에서 국방차원에서의 사이버대응 실태를 살펴보고 발전책을 제시하고자 한다.

본 논문에서는 전 세계적으로 사이버공간에서 발생하는 위협 등에 대한 대응으로 다각적인 방식에서의 사이버공간 내 행위에 대한 제재와 통제에 대한 법제변화에 대한 연구를 토대로 최근 사회주의체제 국가들에서의 적극적인 사이버공간 내 규제를 위한 입법동향을 비교·분석하고 있다. 더불어 현재 사이버안보법, 사이버기본법 등 사이버공간상 보안과 안보에 연계된 관련 입법안들이 사회적으로 논의가 지속되고 있는 상황에서 개인정보 등 헌법상 가치를 보호함과 동시에 국가차원의 사전적 방어를 위한 방안으로 '사이버 아이언돔(가칭)' 구축과 이를 위한 제도화를 제안하고 있다.

미래 전쟁에서 정보작전의 전 범위에 걸쳐 정보우세를 성취하기 위하여, 실시간 전투원의 공격 혹은 방어적인 조치를 가능하게 하기 위하여 실시간 탐지/타격 체계(sensor to shooter systems)의 기반구조가 국방정보통신체계로 구성되어야 한다. 또한 이러한 아군의 국방정보통신체계를 적의 공격으로부터 보호할 수 있는 능력을 구비하여야 하며, 반면에 유사시 적의 국방정보통신체계를 마비시킬 수 있는 정보공격 무기인 해커, 바이러스, 전자기파 폭탄(electromagnetic pulse bomb : EMP), 기타 사이버 무기 등을 확보하여야 할 것이다.
