사이버 경제활동을 규율하는 법 규범은 현실세계에서의 경우보다 많은 한계점올 안고 있다. 본 연구는 사이버 경제활동에 적용되는 법제의 효과적인 정착을 위해 라이프 사이클 단축 및 생산성이라는 두 가지 문제의 측면에서 그 배경 및 문제점들을 거시적으로 검토 분석한 것이다. 이로써 한국경제시스템이 사이버 환경에 원활하게 적응할 수 있도록 일익을 주는 데에 연구목적을 둔다. 논의의 결과 각 경제주체들이 사이버 경제활동을 수행함에 있어서 신뢰성 제고 및 안전성 확보의 여부가 향후 사이버 경제활동을 견고히 할 법제 마련에 중요한 역할을 담당하고 있음을 알 수 있다. 특히 법률이란 시대적 흐름이나 기술발전에 뒤떨어지는 것이 일반적 현실임을 고려하여, 상이한 법률환경을 가진 사이버 공간에 적합한 법제를 마련 정착함으로써 이익극대화를 도모해 나가야 할 것이다.

Cyberspace is becoming increasingly important. Incidentally, there exist possibilities of the industrial secrets leaked, cyber attacks, privacy protection problems. In addition, there are growing concern of cyber war between nations. Thus potential hazards in cyberspace and the extent of damage are getting bigger. Therefore, a systematic understanding of cyber damage and damage scale is very important and damage estimation method should be developed to establish solid cyber protection system. In this study, current and potential damage types are understood and damage scales are surveyed based on the analysis of existing studies and try to develop a reasonable methods to estimate economic effects of cyber protection.

Cyber attacks expose sensitive information and cause fatal damage in both the public and the private sectors. Therefore, MKE (Ministry of Knowledge Economy) Cyber Security Center was founded on July 25, 2008, to perform three major roles. First, it detects and analyzes cyber attacks for the both sectors. Second, its ISAC (Information Sharing & Analysis Center) service analyzes and evaluates the vulnerability of the communication and network infrastructure to security threats, including control systems. Third, it provides CERT/CC (Computer Emergency Response Team Coordination Center) service to prevent and to respond to computer security incidents. This study focuses on the MKE Cyber Security Center's service analysis, which is playing an increasingly larger role in the both sectors. Based on this analysis, after grasping the response services activity and pointing out the problems, this study suggests improvements to the MKE Cyber Security Center.

Cyber attacks can be classified by type of cyber war, terrorism and crime etc., depending on the purpose and intent. Those are mobilized the various means and tactics which are like hacking, DDoS, propaganda. The damage caused by cyber attacks can be calculated by a variety of categories. We may identify cyber attackers to pursue trace-back based facts including digital forensics etc. However, recent cyber attacks are trying to induce confusion and deception through the manipulation of digital information or even conceal the attack. Therefore, we need to do the harm-based analysis. In this paper, we analyze the damage caused during cyber attacks from economic and political point of view and by inferring the attack intent could classify types of cyber attacks.

This study attempts to analyze the critical issues of globalization and present an alternative framework that places ICT in the function of development in comparative perspective. To adjudicate the controversies concerning the effect of developmental factors, it examines the determinants of global trend that leads to the comprehensive mechanism of ICT and cultural residues. The advent of the global community in cyber space requires a new balancing point by the mode of communication and culture among all societies and operation with decentralized authority. This interdependence, by providing diverse network structures and participating in cyberspace, includes the power shift from the dynamics of international relations with voluntary collaboration and brings some important implications for a global empathetic society.

In Korea, national information infrastructure has been grown well because of the rapid growth and supply of Internet, but threats of cyber terror and cyber war are also increasing. Cyber attacks on knowledge information society threaten industry, economy and security. Major countries realize that cyber attacks can cause national heavy loss. So, they are trying to adopt policy on their cyber safe. And natural environmental crisises are increasing around the world. Countries such as India and Philippine in which tsunami, typhoon and earthquake are often occurring have national systematic disaster management system that can prevent and recover. We need systematic management for prevention and recovery from cyber terror, and need to establish national cyber disaster management system. Therefore, in this paper, we analyze major countries's cyber security policy and suggest a method of establishing the national cyber disaster management system.

대부분의 온라인 게임에서는 아이템이나 사이버머니를 얻는 생산활동과 아이템을 구입하는 소비활동이 일어나는 등, 일종의 경제 시스템을 이루고 있다. 특히 최근에는 플레이어들이 아이템 현금 거래를 통해 현실과 게임간의 경제적 상호활동을 하고 있기 때문에, 게임 내에서 발생하는 경제 문제가 실제 게임업체의 매출과 수익성에도 영향을 줄 수 있다. 온라인 게임 내의 사이버머니 통화량 및 아이템 유통량에 대해 어떤 경제 정책을 세우는가에 따라 게임 서비스 회사의 수익성이 좌우된다. 때문에 게임 내부의 경제와 실물 경제의 상호 연관성을 파악하는 것이 게임 경영에 있어 중요한 이슈로 대두되고 있다. 본 연구에서는, 게임 속에서 구체적으로 어떠한 경제문제가 발생할 수 있으며, 그것이 유저의 게임동기와 회사의 수익성에 어떤 영향을 끼치게 되는지 파악하고자 하였다. 시스템 다이내믹스 방법론을 이용하여 온라인 게임의 일반 경제 모형을 개발하고, 이를 이용하여 몇 가지 시나리오에 대한 동태적인 시뮬레이션을 수행하였다. 이를 통해, 온라인 게임을 경영함에 있어 고려해야 할 주요 문제들에 대하여 논하였다.

국가 4차 산업혁명의 성장 동력으로 데이터 경제가 주목받고 있으며, 현(現)산업계는 초연결, 초지능, 초융합 사회로 진보하고 있다. 이와 같은 환경에서는 산업군 간의 경계가 사라지고 전방위적인 상호 유기적인 복합 생태계를 구성하게 된다. 따라서 사이버 보안사고 발생 시 단순 데이터 탈취 정도에 국한되지 않고 안보, 생명, 국가 경제 등에 돌이킬 수 없는 손실을 끼칠 것으로 예상된다. 그러나 현재 사이버 보안의 각종 제도 및 법령 등은 중복·혼재되어 있거나 특정 산업군에 적용하기에는 일부 미흡한 요소도 존재한다. 본 논문에서는 이와 같은 문제점을 개선하고 전방위적인 보안거버넌스를 달성하기 위한 통합 사이버 보안 프레임워크 구축 방안을 제언한다.

We are facing the situation where cyber threats such as hacking, malware, data leakage, and theft, become an important issue in the perspective of personal daily life, business, and national security. Although various efforts are being made to response to the cyber threats in the national and industrial sectors, the problems such as the industry-academia skill-gap, shortage of cybersecurity professionals are still serious. Thus, in order to overcome the skill-gap and shortage problems, we propose a Cybersecurity technical response Job Competency(CtrJC) framework by adopting the concept of cybersecurity personnel's job competency. As a sample use-case study, we implement the CtrJC against to personals who are charged in realtime cybersecurity response, which is an important job at the national and organization level, and verify the our framework's effects. We implement a sample model, which is a CtrJC against to realtime cyber threats (We call it as CtrJC-R), and study the verification and validation of the implemented model.

Internet baking, e-commerce, business processing, etc on smartphone handing could be possible in present days. Ambiguity between cyber and real life has made vulnerability on infrastructure, Gov't Service and National security by cyber terrorism. Especially, Lots of Infrastructure and Gov't Service based on Information Technology were exposed by Cyber terror. Legal system should be improved to keep from these threats. This paper proposed needs of cyber legal system by analyzing proposed cyber related code on Korean National Assembly, issue on Cyber Control Tower, National Cyber Security Industry and Human resource.
