본 논문에서는 공공사업의 예비타당성을 평가하기 위하여 한국개발연구원에서 예비타당성조사 수행을 위한 일반지침을 참고하여 H시의 공공사업에 대해 평가요인별 가중치산출 및 사업 시행여부에 대한 대안의 평가를 실시하였다. 구체적인 평가의 방법으로는 AHP를 이용하였으며, 한국개발연구원에서 제시한 평가시 고려사항을 참조하여 평자체계 및 설문지 등을 구조화 하였고, 해당 공공사업에 대해 예비타당성 분석을 실시하여 객관적인 기준에 의한 평가가 필요한 공공사업에 대해 합리적인 의사결정을 내려 보았다.

최근 정부 R&D 방향을 보면 정부출연연의 역할은 중장기, 대규모 신규사업발굴에 초점을 두고 있으며 출연연 자체적으로 연구기획에 많은 투자와 노력을 하고 있다. 하지만, 출연연 주요사업 연구개발계획서에 철저한 준비가 되어야 함에도 기획 전문지식이 체계적으로 축적되지 않았으며 연구기획에 대한 좋은 본보기를 요구하는 연구자들이 지속적으로 이어져왔다. 이에 본 연구에서는 논리적이고 심도있는 검토를 거치는 사전평가 과정인 국가연구개발 예비타당성조사 사업을 본보기로 제안하며 주요사업 기획에 도움이 되는 평가항목들과 내용을 메타분석하고자 한다. 이를 위해 KISTEP에서 공개한 예비타당성조사 보고서의 평가항목들 중에서 출연연 주요사업에 적용될 수 있는 기술적 타당성 평가항목들을 선별한다. 그리고, 선별된 평가항목들끼리의 내용분석을 통해 사업 타당성에 대한 지적사항을 항목별로 정리하여 시사점을 찾아내고자 한다. 본 연구를 통해 주요사업 대규모, 중장기 연구기획 시 실무적으로 도움이 될것으로 기대한다.

This paper is to analyze the feasibility of area of agricultural and fishing village as the link of the broadband convergence network(BcN) build-up. For the project feasibility analysis, we utilized the questionnaire of experts and drew the new index of evaluation. By using the AHP technique, we evaluated the feasibility. And by reviewing precedent papers and references, it drew proper evaluation criteria and evaluated BcN feasibility using AHP; economic feasibility, technological feasibility and policy feasibility were figured out as main criteria and resulted evaluation criteria for BcN feasibility. As a result, we found the business enforcement was exposed to be apposite and inconsistency index showing the reliability of the analysis was showed up lowly as 0.0566. Afterward, the BcN business of construction contribute to the living improvement of a nation. Moreover, there will be a value as the basic materials for reasonably propelling the BcN project.

This paper examines the method of evaluation for feasibility study factors on housing development projects which can assist project managers to asses potential sources of risk. The aim is to reduce uncertainty on the project objectives. The major initial goals for a feasibility analysis are to define a limited set of key related factors which apply to housing development project according to development and market environment, condition of project planning and economics. Thus, in order to construct types of factors related with the feasibility, the research executes Delphi Method subjected personnel in the task to explore housing development projects. Such exploration provide the information for Importance Index, Extra Weight and the Mean of Extra Weight that is used for constituting confines of factors related with a feasibility analysis.

최근 이상홍수나 가뭄과 같은 물 관련 재해의 발생빈도가 높아지고, 산업 고도화, 인구증가와 같은 원인에 의해 장 단기적 물 부족 현상이 우려되면서 수자원 사업에 대한 관심이 고조되고 있다. 대부분의 수자원 사업은 공공성이 매우 크기 때문에 대규모 정부예산의 투입을 필요로 하고 있으나, 수자원사업의 특성상 사업의 공공성에 반하여 사업 시행에 따른 여러 경제적, 정책적 이해관계가 난립하여 사업 시행에 어려움이 따르고 있는 것이 실정이다. 이에 따라 '수자원(댐)부문사업의 예비타당성조사 표준지침 연구-제3판'에서는 수자원 사업의 타당성 평가를 위해 크게 경제성분석과 정책적분석의 두 부문으로 접근하고 있으며, 최종적으로 다기준의사결정기법 중 하나인 AHP기법을 이용하여 결정함으로써 수자원 사업의 가치 평가에 대한 이해를 돕고 있다. 본 연구에서는 지난 1999년부터 2006년까지 수행된 수자원분야 및 타분야의 사례를 바탕으로 수자원사업 예비타당성조사의 실태를 파악함으로써 현재 지적되고 있는 문제점을 고찰하고 그에 따른 해결방향을 제시하고자 하였다.

최근 새로운 정보기술의 패러다임으로 이슈가 되고 있는 유비쿼터스 컴퓨팅이 기술은 행정, 경제, 의료, 교육, 문화 등 사회 곳곳에 적용될 것으로 예상되고 있으며, 그에 따라 비즈니스 모델에 대한 중요성도 증대되고 있다. 그러나 기초 기술, 표준화, 보안 등에 관련된 연구가 중심을 이루고 있을 뿐, 비즈니스 모델과 관련된 연구는 미흡한 실정이다 본 연구에서는 유비쿼터스 컴퓨팅 환경에서 등장하는 다양한 비즈니스 모델에 대해 사업화 이전 단계에서 보다 효과적으로 사업화 가능성을 평가함으로써 사업자가 유망한 비즈니스 모델의 도출이 가능하도록 하는 평가체계를 제시한다.

공공사업의 목적은 사업을 통해서 발생하는 혜택을 인간 및 사회가치 적합하도록 최대한 확산하고자 하는 것이다. 그럼에도 불구하고 당해 사회적 가치를 고려하지 않는 경제 및 정책 범주에서만의 분석은 공공사업의 추진타당성에 신뢰저하를 가져오거나 사업추진지역사회의 막연한 불안감(저항)에 효과적으로 대응하지 못하는 문제를 일으키고 있다. 따라서 타당성 있는 사업추진 및 지역사회 저항을 극복할 수 있는 방법발견은 중요하다고 하겠다. 해결방향은 공공사업으로 영향 받는 당해지역에서의 경제(정책포함)외적인 제약조건까지 파악하여서 전반적인 사회경제적가치(시장가치)를 재발견해 가는데 있다. 그것은 공공사업의 예비타당성 평가시에 잠재적으로 부딪힐 저항이나, 개발이후에 발생할 수 있는 확산가치까지도 대상에 포함시켜야 한다는 의미이다. 주지하는 바와 같이 잠재적 가치는 경제적 요소에서만 발생하기 보다는 당해지역의 사회문화적 잠재성 극대화에서 나온다. 지금까지의 계획수립과정은 정부와 전문가집단이 중심이 되어 계획을 수립하고 작성된 계획안에 대해 시민단체, 환경단체 등 이해당사자들이 공청회나 공람을 통해 의견을 제시하는 소극적 프로세스였다. 한편, 대안적 프로세스는 계획수립의 초기단계부터 다양한 이해당사자를 참여시키고 이들을 보조자가 아닌 계획수립의 주체로서 인정하고 협의와 조정과정을 거쳐 합의를 도출함으로써 계획의 정당성을 확보하고 실행가능성을 높이는 방식이 유용할 것으로 사료된다. 본 연구는 미래지향적 가치를 포괄하고 있는 예비적인 사회적 타당성의 평가항목 및 방법을 제시하고자 한다. 이것은 일반적으로 사회영향평가(SIA: Social Impact Assesment)모델을 통해서 공공사업 및 민간사업이 당해 사회에 미치는 영향을 파악하고, 이의 대응방안 마련에 초점을 맞추고 있다. 주요 내용은 공공사업관리방식의 체계를 파악하고 공공사업의 사회적 타당성 및 국내외 적용사례 분석을 통한 시사점 도출과 사회성 검토항목 및 평가방법을 제시한 후, 우리나라에의 적용방안을 검토하였다.

When planning and promoting apartment house development project, it is very important to carry on profitability in planning stage through realistic evaluation and analysis about distributability. Especially, the analysis about project feasibility through forecasting the early distribute rate is crucial stage because it could evaluate overall expecting benefit and feasibility of the project. However, researches and studies related with forecasting profitability and distributabilty of construction development project are insufficient. Also there is a big gap of the standard for evaluating early distribute rate between government and individual corporations. So it is necessary to study about the evaluating early distribute rate. In this point, this study aims to present effective evaluating standard(criteria) which is for forecasting profitability and distribute rate through analyzing various factors and weight of apartment house development projects. This study compared and analyzed examples of the real initial rate of private apartment sale based on the government estimated standard. Among estimated index, omitted items and factors to be additionally considered are combined as 33 detail appraisal contents of 4 parts 9 items by allotting them based on the data about priority of all considered factors.

최근 우리 사회는 유비쿼터스 컴퓨팅 기술의 발전과 지자체별 u-City 건설 붐에 힘입어 도시민의 삶의 질 개선과, 도시관리 기능의 효율화를 위한 차세대 서비스 사업이 활발히 전개되고 있다. 반면 유비쿼터스 사회에서의 기술 수명주기의 단축과 시장의 급변은 사업 전개에 있어 커다란 부담으로 작용하고 있어 사업 계획 단계에서부터 사업의 타당성에 대한 충분한 고려가 필요하다. 본 논문은 과거의 전통적인 Business로부터 u-Business로의 진화과정을 살펴보고 기술의 발전과 가치의 변화에 따른 u-Business의 성공요인과 u-City 사업의 특징 분석을 바탕으로 u-City 사업 계획 단계에서 적용 가능한 u-City Business Model의 사업타당성 평가지표를 도출하고자 한다.
