  • Usually feasibility analysis in a narrow sense is a economic analysis of project. Feasibility analysis focused in this study is confined to the matter of finance. Many studies have been executed in qualitative element which include decision-making process or prediction of housing market. But it is difficult to find economic analysis related to characteristics of planning. In this study, floor area ratio, selling area ratio and term of works are adopted as the Characteristics of Planning. So, the purpose of this study is to analyze the Influence of the characteristics of planning on the cost of apartment by means of multiple regression analysis and what-if method.

  • According to the preceding research outcomes, feasibility studies on public construction projects were incorrect and subjective. To resolve the problems, Korean government initiated Preliminary Feasibility Study (PFS) system prior to undertaking the main feasibility study. The PSF can be categorized into four areas such as road, railroad, harbor, airport, and Culture & Tourism (C&T). Especially when it comes to complex due to the introduction of five-weekday working system and local $government^{\circ}{\phi}s$ self administrative system. As a result, the standardization and legislation of the PSF can not be operated effectively. Accordingly this paper seeks to 1) identify actual condition of conducted PSF in C&T; 2) set up analytical model considering cost factor of economical efficiency and seek obstacles of PSF system; 3) suggest improvement plan for construction PSF projects.

  • Recently, it becomes more important to carry out the feasibility study on government R&D projects since the amount of R&D funds increases. For this purpose, until so far the general framework on the preliminary feasibility study for government driven research projects has been built and modified, and well applied to several domains. However, there is still the limitation in applying the method of preliminary feasibility study to system development research projects. The system development research projects have many different features compared to general research projects, for example, long-period development, lots of stakeholder involvement, multi-disciplinary works, and so on. Considering these characteristics, it is necessary to improve the method for the preliminary feasibility study. In this vein, this study deals with looking into the improvement points of the preliminary feasibility study in terms of the application of the system development projects.

  • 본 논문은 공공부문에서 정보화사업의 타당성 검토 방법론을 비교분석하고 문제점을 도출하여 문제점 극복방안을 제시한다. 기존의 방법론이 재무적 성과에 중점을 두고 있는 반면에 가치 중심의 평가를 제안하고 특히 EA 기반의 타당성 검토방법이 더욱 합리적이고 포괄적인 방법임을 제시한다.

An Economic Feasibility Analysis of A Public Project Using Contingent Valuation Method (조건부가치평가법을 활용한 공공사업의 경제적 타당성 분석)

  • Economic feasibility analysis for the public projects such as sewer improvement project differs from the one for the project by profit organization in that the former has to take into consideration the public benefit that cannot be priced in the market. This study presents a model case study for the economic feasibility analysis for the sewer improvement project by the City of Gumi, Korea. The project is planned for the period of 2003~2021. It utilized Contingent Valuation Method(CVM) to assess the public benefits such as improvement of environmental quality and quality of life that can not be priced in the market. WTP(Willing-to-pay) of a household of the Gumi was estimated at 2,865 Korean Won on average. The result of an economic feasibility test including the estimated WTP indicates that B/C ratio of the project turned out to be 0.97, slightly less than 1. This study is the first application of WTP estimated by CVM to the economic feasibility analysis of public project in Korea. It is expected to contribute to the decision makings in the public policy domain as well as academic development.

  • 제1차와 제2차 ‘국가지리정보체계(NGIS)구축기본계획’ 을 시행하면서 체계적인 GIS기반이 마련되어 중앙정부와 지방자치단체 등 공공부문을 중심으로 다양한 부문에서 GIS구축사업이 추진되었다. 그러나 GIS사업은 초기 막대한 구축비용과 사업완료이후에도 유지관리비용이 지속적으로 소요되기 때문에 그 타당성이 가시적으로 나타나지 않으면 사업의 추진이 어렵다. 따라서 본 연구에서는 체계적이고 과학적인 효과분석을 위한 GIS사업의 평가모형을 제시하고 이를 바탕으로 웹 기반의 GIS 효과분석시스템을 구현하였다. 본 연구의 GIS 효과분석시스템은 최신의 정확한 정보와 검증된 분석방법을 실시간 제공하기 위해 웹 기반으로 설 계 하였다. 왱 기반의 분석시스템은 GIS사업의 효과분석에 있어 시ㆍ공간의 제약을 받지 않고 GIS사업의 효과평가를 가능하게 한다. 또한 GIS사업의 효과측정에 있어서 타당성을 부여하여 과학적인 기준을 제시하며, 분석결과는 사업의 추진을 위한 재원마련과 정책결정자 설득의 기초 자료로 활용할 수 있을 것으로 사료된다.

A Study on Improvement of Feasibility Evaluation for Public Projects (공공사업 타당성 평가의 개선 방안에 관한 연구)

  • The feasibility evaluation of public projects has been carried out mainly in the economic analysis. However, items of political, technological and balanced regional development aspects are further evaluated by applying analytic hierarchy process, This paper suggests to analyzes preliminary feasibility study of construction and research & development project during the past three years and to verify correlation between B/C ratio and AHP weight. The result shows that the correlation between cost benefit ratio and the weight of the hierarchy is 0.744 in construction projects and 0.899 in research & development project. Namely, AHP weight be under the control of B/C ratio and is devoted to its role against expectation. Therefore it must be sufficiently discussed in various designs of studies to maximize the effects of AHP analysis.

  • Planning phase became very important because the construction market in Korea is often unpredictable. The existing feasibility analysis cannot fulfill its purpose in development projects because they are based on intuitive approach rather than systematic approach. The purpose of this study is to make a prototype of feasibility model to be a good investment. To build the model, first, risk factors which can be occurred in project had to be selected. Risk factors were divided into several groups in basis of characteristical risk. Economical risk factors were input on financial analysis. Then, to catch the relevance and influence of all risk factors, influence diagram and decision tree were made. Finally, sensitivity analysis was activated, then what the critical factors were, and how those factors could be solved. Through these procedures, the feasibility model that was made in this study could include both quantitative and qualitative factors. This model is expected to be used as a guide of feasibility analysis including all risk factors and is to serve systematic frame in planning and feasibility stage.

  • 교통사고가 중요한 사회 문제로 대두되어 정부는 교통안전대책의 실질적인 추진 방안으로 "교통사고 잦은 곳"과 "위험도로" 개선사업을 제시·시행하고 있다. 이에 "교통사고 잦은 곳" 개선사업은 추진현황에 따라 각 년도별 기본 개선계획의 평가 및 경제적 타당성에 대한 효과분석이 이루어지고 있다. "위험도로"'의 경우 모든 사업을 건설교통부 산하 국도유지사무소에서 진행을 하고 있으나, 광범위한 사업으로 인한 업무과중 및 개선사업비 조달 등의 문제로 개선된 현황의 체계적인 효과분석이 이루어지지 못하고 있는 실정이다. 이에 따라 본 연구에서는 "위험도로" 개선사업에 대한 효과분석을 수행하여 보다 비용-효율적인 개선사업이 될 수 있는 기반을 마련하고자 한다. 이를 위해 전체 위험도로 구간 중에서 '광주국도유지사무소' 및 '순천국도유지사무소' 관할 구역 내의 "위험도로"로 선정(1995년)된 도로구간 중 1999년 이전에 도로개선공사가 완료된 후 현재 교통소통이 원활하게 진행되는 18개 도로구간을 연구 대상으로 선택하였다. 선택되어진 18개 구간에 대한 도로개선공사 전후의 교통사고건수 및 교통사고율을 효과척도로 삼고 각 사고에 대한 소요비용을 기준으로 경제성 평가를 실시하였다. 이를 근거로 "위험도로" 개선사업에 대한 타당성조사 및 효과분석을 실시한 결과 "위험도로" 개선사업의 타당성이 입증되었다. 연구 분석결과가 전라도 권역의 사업을 중심으로 진행되어져 전국적인 개선사업에 대한 대표성을 가지고 있다고 볼 수는 없으나, 체계적인 분석을 통한 개선사업의 효과를 구체화 할 수 있는 대안을 제시할 수 있을 것으로 사료된다. 더불어 공사 완료된 도로구간에 대한 상세한 공사비 내역과 다수의 개선방안별 자료가 갖추어지면 위험도로의 사고율과 개선방안별 상관관계를 관련 비용을 중심으로 도출함으로서 비용-효율적인 개선 방안을 제시할 수 있을 것이다. 또한 비용-효율적인 개선 방안을 기반으로 한 각각의 사업 투자우선 순위 결정방안에 관한 지속적 인 연구가 요망된다.

  • When planning and promoting apartment house development project, it is very important to carry on profitability in planning stage through realistic evaluation and analysis about distributability. Especially, the analysis about project feasibility through forecasting the early distribute rate is crucial stage because it could evaluate overall expecting benefit and feasibility of the project. However, researches and studies related with forecasting profitability and distributabilty of construction development project are insufficient. Also there is a big gap of the standard for evaluating early distribute rate between government and individual corporations. So it is necessary to study about the evaluating early distribute rate. In this point, this study aims to present effective evaluating standard(criteria) which is for forecasting profitability and distribute rate through analyzing various factors and weight of apartment house development projects. This study compared and analyzed examples of the real initial rate of private apartment sale based on the government estimated standard. Among estimated index, omitted items and factors to be additionally considered are combined as 33 detail appraisal contents of 4 parts 9 items by allotting them based on the data about priority of all considered factors.
