With rapid industrialization since the 1960s, development projects have contributed to the development of the national economy. In addition to the development projects promoted by the government, private project operators are also promoting development projects for reasons such as increased public convenience, insufficient financing of SOC assets, and expansion of their own development projects other than public orders. However, as the economy has been stagnating due to several factors such as continued supply of facilities for decades and recent COVID-19, the success of the development projects are unsure these days. Therefore, this study attempted to analyze project costs through the case of such development projects, and to present a plan to judge and manage the risks of each project cost item in advance. The AHP technique, which is widely used as a risk factor selection method for existing development projects, was used, and items were determined through interviews with experts related to development projects in order to stratify the upper and lower subjects of the risk. We analyzed how the derived risk factors affect the business performance through sensitivity analysis, and finally substituted the risk factors management plan into the risk response strategy and suggested.

The study proposed a strategy for supporting North Korea's SOC construction in the future by reviewing domestic and foreign cases. According to the literatureanalysis, we developed a candidate list of technology for SOC of North Korea in terms of Construction Management / economy sectors. The category is North Korea SOC construction support, and the sub-category is North Korea SOC construction support program. The implementation procedures included the following six steps: Preparation, Support for Establishing Construction Industry Base, Support for Establishing Business Management Base, Support for HR Management Base, Business Model Establishment/Expansion, and Monitoring of Management Result. Lastly, we developed twenty-five candidates of detailed technology. In the future, it is necessary to decide a methodology for project implementation by each scenario after selecting a study area, and to develop a more specified scenario.

지난 11월1일 부정방지대책위원회(위원장, 이세중 대한변호사협회 회장)는 감사 원장에게 문민정부가 추진하고 있는 부정$\cdot$부패척결을 위한 사정차원에서 건설제도 개혁이 이뤄져야 한다는 의미가 담겨있는 $\ulcorner$건설부조리 실태 및 방지대책 보고서를 제출했다. 이 보고서에서 (1)건설사업의 기본절차 법제화 (2)정부공사단가 현실화 (3)도급한 도액의 분리 (4)최저가낙찰제 정착 (6)입찰정보누설 제재 강화 (6)담합적발기구 설치 (7)담합카르텔 형성 방지 (8)계열화에 대한 인센티브 부여 (9)주택사업자의 하도급법 적용 (10)하도급직권 실태조사 강화 등이 건의 되었으며, 특히 불공정거래 근절을 위해 현행 하도급대금 직불요건에 대금 결제 지연가능성이 높은 덤핑낙찰공사를 추가하고 하도급실태조사결과 대금지급관련 위법사항이 적발되면 관계기관 직권으로 일정기간 직불케 하는 등 하도급대금 직불제도를 확대해야 한다고 밝혔다.또한 하도급계약에 있어 대금지급 문제를 근원적으로 해결하기 위해 원도급업자의 하도급대금 지급을 보증하는 지급보증제도도 확립해야 한다고 밝혔다.

부산북항을 국내에서는 체류형 해양관광과 동남해안 관광벨트 중심의 해양관광 거점으로, 또한, 국제적으로는 해륙교통의 요충지 여건을 활용하여 교통인프라를 구축하여 유라시아 관광의 전초기지로 하기위한 친환경 워터프런트 및 시민참여형 항만재개발사업이 추진되고 있다. 본 연구에서는 부산북항 재개발지구의 친수공간 배치계획에 따라 반영된 마리나 시설을 대상으로 국제해양관광의 거점조성 개발컨셉에 부합하는 마리나시설 개발을 정립하기 위하여 국내 및 해외 선진국의 마리나시설 개발사례에 대하여 국가별, 시설별로 현황 및 문제점을 분석하였다. 이는 추후 국내 마리나 개발시 시사점으로 활용할 수 있을 것으로 본다. 아울러, 부산북항 마리나항만의 효율적인 개발과 운영의 활성화를 위한 법적인 절차, 정부의 지원정책, 개발방향, 사업시행방안, 관리운영방안 등에 대한 구체적인 검토를 통하여 향후 국내 마리나 개발과 운영시 사례로 활용하고자 한다.

With the increased demand on housing quality and effective urban redevelopment, a new paradigm in reconstruction project is in need. Especially, the Urban and Residential Environment Improvement Law which initiated on July 1, 2003 has become a significant turning point. This code is expected to function as a consistent and systematic measure. This study will examine the code's major concepts and methods to progress reconstruction projects effectively. The application of construction management is examined carefully since the new code requires renewal project consulting firms to function as a professional complement rather than simply perform administration work, as in the past. Also, construction managing methods that can be related to renewal project consulting are examined and speculated. Lastly, methods to improve efficiency in reconstruction projects are introduced through case study and analysis on applicability and expected results.

The precedent study stage of defense programs is a project stage that is conducted to support the determination of an efficient acquisition method of the weapon system determined by the requirement. In this study, the FTA/FMEA technique was used in the safety analysis process to identify elements to be conducted in the precedent study stage and a methodology for deriving the key review elements through conceptualization and tailoring was suggested. To supplement the key elements derived from the existing research, it is necessary to analyze various events that may arise from key elements. To accomplish this, the HAZOP technique for safety analysis in other industrial fields was used to supplement the results of kdy element derivation. We analyzed and modeled the execution procedure by establishing input/output information and association with the key elements of the precedent study stage derived by linking HAZOP/FTA/FMEA techniques. In addition, performance maturity was evaluated for performance of precedent study, and a risk-based response manual was generated based on inter-working information with key elements with low maturity. Based on the results of this study, it is possible to meet the performance, cost, and schedule of the project implementation through application of the key elements and procedures and the risk management response manual in the precedent study stage of the defense program.

This research aims to build a total information system that systematizes existing sporadic information, which may lead to revitalization and efficiency of overseas urban development. To achieve this, this study firstly analyses the current information systems for urban development in foreign countries and information from the private sector. The results show that the information system that operates in the domestic agencies, are less likely to involve the contents related to information sharing, social network building and business process. However, that used in agencies ordering the overseas urban development projects, mostly provides the information of professionals, project participants and their business. Second, this research selects the information to be provided by the integrated information system and proposes a data collection plan. The information, required to push forward urban development in abroad, is classified into seven categories. Third, this study establishes a target model of comprehensive information system and makes suggestions for institutional improvement. For doing this, it categorizes overseas urban development information, links to classified information, organizes the system into three stages to services through informational channels, and then suggests a target model. Furthermore, it proposes institutional improvement to achieve efficiency of information systems through a comprehensive review of the similar cases such as administrative system of architecture(Seumter) and land information system.

Recently, Korean government promotes BTL(Build-Transfer-Lease) for their public construction project to apply private sector's experience and finance initiatives. Many of public buildings and civil infrastructure projects were planned to be delivered by BTL and it helps to continue public projects under tight budget conditions. Since the characteristics of BTL projects, creative ideas for the project function, performance and its LCC (Life Cycle Cost) become more important than usual public work project. This paper introduces the systematic "VE job Plan" application techniques for BTL project and shows the process. This study shows the application of "VE job Plan" for BTL project to help decision making and value improvement. Also, Project cost was estimated by LCC (Life Cycle Cost) analysis. Technical "FAST diagram"was developed and used to find major functions of the project. So, it helps to improve performance of functions and make creative ideas. FAST diagram also help to find relationships between functions and cost. A case study (Daegu Art Gallery BTL Project) was conducted using proposed "VE job Plan. Study demonstrates how value management helps save money and increase functional performance. Researcher found that project can save cost and improve performance of functions significantly by using appropriate VE analysis process at appropriate time.

연구개발 지원산업은 연구개발 활동을 직·간접적으로 지원하는 산업을 의미한다. 이러한 산업에 대한 개념화는 연구개발 활동의 전문화(professionalization), 분업화(division of labor)가 진행되고 있음을 의미하는 동시에 연구개발체제의 유연성 제고 및 고도화, 효율화가 이루어지고 있음을 나타내고 있다. 우리의 경우 (과학기술혁신을 위한 특별법) 제 15조 등을 통하여 연구개발 지원사업에 대한 특별지원제도의 시행을 명시하고 있으나 현재까지 연구개발 지원사업자를 지정·육성하기 위한 기본현황 파악이나 분석이 이루어지지 않은 실정이다. 본고는 이러한 수요를 반영하여 국내에서의 연구개발 지원산업에 대한 수요를 중심으로 실태를 파악 ·분석하는 동시에 산업지원 육성방안을 제시하고 있다. 국내 연구개발 지원산업의 규모를 추정해 보면 97년 현재 약 3,000억원에서 4,000억원의 규모로 나타나며, 이중 기술정보서비스업이 약 27.0%, 연구장비 및 시험 ·평가 ·검색 ·분석업이 약 38.4%, 연구개발 설계·자문업 등 기타사업이 34.6% 로 나타나고 있다. 연구개발지원 기능은 시험·검사 기능과 기술정보제공 기능이 대부분을 차지하고 있고, 전자의 경우는 내부처리의 비중이 높고 후자의 경우 외부의 전문기관을 이용하는 비중이 높게 나타나고 있다. 특히 기업이 연구개발활동 수행시에 필요한 지원기능을 외부에 위탁할 경우에 느끼는 애로사항은 첫째, 외부 전문위탁기관의 부족 및 정보 미흡이 가장 크고, 둘째, 전문기관의 해외정보력·경쟁력 부족이 다음이며, 공공기관의 지원기능이 미흡하다는 애로사항에 대한 비중이 상대적으로 낮게 나타나고 있다. 연구개발 지원산업을 특별지원·육성하기 위한 기본관점은 특별법의 시행령을 구체적으로 실행하기 위한 시행계획의 수립과 연구개발 지원산업의 육성 시책의 추진 절차의 결정, 사업자 선정, 지원 사항 등으로 제시될 수 있다. 먼저, 기업 연구개발활동의 고도화·효율화를 위해 연구개발 및 기술개량에 필요한 업무 중 기술정보서비스와 연구시험·평가·검사·분석 그리고 중소기업 기술집약화를 지원하는 사업 등을 연구개발 지원산업으로 범위를 정할 필요성이 있다. 다음으로 연구개발 지원사업자를 별도로 선정·인정하는 방식으로 지원해야 할 필요성이 있다. 기존의 산업 지원방식으로는 연구개발 지원기능이 주된 활동으로 인정받을 수 없으므로 국내 연구개발 지원기능의 발전에 한계가 있다. 따라서 취약한 여건을 감안하여 연구개발 지원산업을 육성하지 않게 되면, 각 분야별로 민간사업자의 참여가 거의 이루어지지 않거나, 참여해도 연구개발 지원 기능의 발전보다는 기존의 사업이 주가 될 가능성이 크다. 연구개발 지원 사업자의 지정 지원방식과는 별도로 이루어질 수 있는 지원활동에 대한 지원은 기업회계처리상의 문제와 일관성이 있는 시책추진 및 효과를 기대하기 어렵기 때문에 사전에 동산업의 참여 자격·능력을 갖춘 사업자에 대해서는 제한없이 참여할 수 있도록 Positive System으로 추진해야 할 것이다. 그리고 연구개발 지원사업자에 대한 지원내용을 조세·금융 등 직접적 지원과 타 제도와의 연계지원 그리고 정부구매 등 시장지원 등이 아울러 다양하게 추진될 필요가 있다.

Solutions to improve collaborative energy-saving programs were developed as follow; First, the scoring for the selection of the programs between KEMCO and the NGOs' Energy Network needs to be adjusted. Second, solutions were proposed to diversify the network selected to participate in programs and to tighten the network among the participating citizens. Third, improving the compatibility with the targets that are set for the program and raising the program budget was proposed. Fourth, ideas to introduce the final evaluation guidelines for the programs by the network, to improve the convenience of the program procedures. Fifth, developing a manual to inspect energy-saving measures in households, counseling for at-home energy-saving behaviors, sharing search programs such as financial support and home repair, introducing a program energy-saving APPs.
